I would like to take this opportunity to thank you for the use of your office space for our meeting which concerned the proposed urban irrigation installation that Nampa & Meridian Irrigation District presented to Boesiger Development. In the course of our conversation with the Boesigers it was determined that there are essentially two primary elements that require answer at this time to aid in the processing of our urban irrigation proposal. The first question has to do with the requirements of mortgage and/or title companies concerning debts for urban irrigation at the time of sale of the property having such a debt; the District and the Boesigers will pose this question to the mortgage and title companies for their reaction. The second question has to do with the collection of mitigation revenue by the City of Meridian from developers in relation to the lack of the installation of an adequate irrigation system by the developer to defray the impact of the lack of such system on the City of Meridian's domestic water system. - APPROXIMATE IRRIGABLE ACRES RIVER FLOW RIGHTS - 23,000 BOISE PROJECT RIGHTS - 40,000 • 29 January 1993 Grant Kingsford, Mayor Page 2 of 2 Although it is not essentially critical to the on-going process towards urban irrigation in the instance of the Vineyards, it would be helpful for both the developer and the District to know whether or not the City of Meridian is in a position to transfer part or all of the mitigation revenue previously collected from Boesiger Development concerning the Vineyards Subdivision to the Irrigation District for use in the specific instance of developing an irrigation system for the Vineyards Subdivision. It was agreed at the conclusion of our meeting of 25 January 1993 with Boesiger Development that both Boesiger Development and the T.rri.ga~ri.on District taaul~l pose these t~~ao questions to the appropriate entities and would coordinate on any information obtained at a later date. The Irrigation District Board of Directors has also authorized, and I have submitted, a letter to the District's attorney requesting and opinion concerning the ramifications of the use of a City Local Improvement District law or vehicle to create and subsequently collect a debt for an urban irrigation system, and I will inform you of the results when the attorney has submitted his opinion and/or recommendation to the District. The District is also pursuing certain items of legislation during this legislative session which we believe will aid in bringing urban irrigation to the valley and to any other areas where it may be needed across the State. I take this opportunity to thank you for listening to the Irrigation District's proposal at your City Council Meeting of 19 January 1993. There is 2,100 linear feet of frontage street on Cherry Lane that must be improved with. l0 foot wide new asphalt pavement, and curbs, and a 6 foot sidewalk. Also on Cherry Lane it will be necessary to bury the existing lateral ditch into a 4 foot pipe. 2. Linder Street-has a total of 1,100 linear feet of offsite improve- ments also. It will be necessary to construct all the items on Linder except the irrigation pipe. These offsite costs will exceed $375,000. 3. The purchase price of the-land was some $2,000-$3,000 more than the land in the general area. 4. Meridian City's requirement for pressurized irrigation will cause an additional $800-$1,000 more cost per lot than existing prelim- inary platted projects, which tends to make The Vineyards less competitive with these projects and with Boise building lots. We have calculated that these lots must sell for $22,000-$24,000 each and it is our opinion that these lots would not be marketable at these prices at the present time. Even though the land is listed for sale, the probability of securing a buyer is not too certain because other buyers will be faced with the same circumstances as above mentioned. We are very hopeful that the marketability of this project would improve in the next year or so. Our costs are considerably less there and we believe we can be competitive in the marketplace on this project. The purpose of this meeting is to discuss early and informally the purpose and effect of this Ordinance and the criteria and standards contained herein, and to familiarize the developer with the Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance and such other plans and ordinances as deemed appropriate. The developer may also meet with the Commission or Council prior to submitting an application. 9-604 C. PRELIMINARY PLAT 1 . Application - The applicant shall file with the Administrator a complete subdivision application form and preliminary plat data as required in this Ordinance, not less than thirty (30) days prior to the Commission's public hearing. The Commission will not schedule any hearing or workshops or put the application on the agenda unless the above conditions have been met. 2. Public Hearing to be Held Prior to Subdivision Plat Approval - A public hearing shall be held at the time of presentation of the preliminary plat by the developer to the Commission for the purpose of allowing public input on the proposed subdivision. 3. Combining Preliminarv and Final Plats - The applicant may request that the subdivision application be processed as both a preliminary and final plat if all of the following exists: a. The proposed subdivision does not exceed four (4) lots; b. No new street dedication or street widening is involved; c. No major special development considerations are involved, such as development in a floodplain, hillside development or the like; and d. All required information for both preliminary and final plat is complete and in an acceptable form.
