RE: Urban Irrigation - Proposed Site The Vineyards, Being
Developed by Boesiger Development ~-
Dear Mayor:
On 25 January 1993, at approximately 3:00 p.m., I, along with other
District personnel, attended a meeting with Mr. Max Boesiger, Sr.
and Mr. Max Boesiger, Jr., in an office at your City facilities.
I would like to take this opportunity to thank you for the use of
your office space for our meeting which concerned the proposed
urban irrigation installation that Nampa & Meridian Irrigation
District presented to Boesiger Development.
In the course of our conversation with the Boesigers it was
determined that there are essentially two primary elements that
require answer at this time to aid in the processing of our urban
irrigation proposal. The first question has to do with the
requirements of mortgage and/or title companies concerning debts
for urban irrigation at the time of sale of the property having
such a debt; the District and the Boesigers will pose this question
to the mortgage and title companies for their reaction. The second
question has to do with the collection of mitigation revenue by the
City of Meridian from developers in relation to the lack of the
installation of an adequate irrigation system by the developer to
defray the impact of the lack of such system on the City of
Meridian's domestic water system.

Although it is not essentially critical to the on-going process
towards urban irrigation in the instance of the Vineyards, it would
be helpful for both the developer and the District to know whether
or not the City of Meridian is in a position to transfer part or
all of the mitigation revenue previously collected from Boesiger
Development concerning the Vineyards Subdivision to the Irrigation
District for use in the specific instance of developing an
irrigation system for the Vineyards Subdivision.
It was agreed at the conclusion of our meeting of 25 January 1993
with Boesiger Development that both Boesiger Development and the
T.rri.ga~ri.on District taaul~l pose these t~~ao questions to the
appropriate entities and would coordinate on any information
obtained at a later date.
The Irrigation District Board of Directors has also authorized, and
I have submitted, a letter to the District's attorney requesting
and opinion concerning the ramifications of the use of a City Local
Improvement District law or vehicle to create and subsequently
collect a debt for an urban irrigation system, and I will inform
you of the results when the attorney has submitted his opinion
and/or recommendation to the District.
The District is also pursuing certain items of legislation during
this legislative session which we believe will aid in bringing
urban irrigation to the valley and to any other areas where it may
be needed across the State.
I take this opportunity to thank you for listening to the
Irrigation District's proposal at your City Council Meeting of 19
January 1993. The District sincerely hopes that the positive
relationship that is evolving with the City of Meridian will
continue and result in several urban irrigation sites in your
impact area.

A number of costs have made it economically unfeasible to begin the
project at this time.
1. There is 2,100 linear feet of frontage street on Cherry Lane
that must be improved with. l0 foot wide new asphalt pavement,
and curbs, and a 6 foot sidewalk. Also on Cherry Lane it will
be necessary to bury the existing lateral ditch into a 4 foot pipe.
2. Linder Street-has a total of 1,100 linear feet of offsite improve-
ments also. It will be necessary to construct all the items on
Linder except the irrigation pipe. These offsite costs will exceed
$375,000.
3. The purchase price of the-land was some $2,000-$3,000 more than
the land in the general area.
4. Meridian City's requirement for pressurized irrigation will cause
an additional $800-$1,000 more cost per lot than existing prelim-
inary platted projects, which tends to make The Vineyards less
competitive with these projects and with Boise building lots.
We have calculated that these lots must sell for $22,000-$24,000
each and it is our opinion that these lots would not be marketable
at these prices at the present time.
Even though the land is listed for sale, the probability of securing
a buyer is not too certain because other buyers will be faced with
the same circumstances as above mentioned. We are very hopeful that
the marketability of this project would improve in the next year or so.

In the meantime, we still wish to maintain our presence in the
Meridian market and will be submitting a preliminary plat on the
Allen property directly across the street from The Vineyards. Our
costs are considerably less there and we believe we can be competitive
in the marketplace on this project.

Engineer Smith: My concern is about aeaeas off of Cherry Lane Road , concerning left turn
on the west bound traffic into the subdivision. That is cu-e cxancern we really couldn't
reach an agreement on because we really didn't have enough information on the development
plans.
Kingsford: Of course that is something that Ada County eighway District has to sign off.

We have reviewed the development plans you submitted for this
project and have the following comments:
Sheet No. 1•
1. Revise the Notes as shown in red pencil.
Sheet No. 2:
1. Revise the 8" sewer stubout to an 8" water tight plug in the
manhole base flow channel.
2. Provide a detail for the connection of the 10" dia. line to the
existing interceptor manhole.
3. Provide a minimum 20 foot wide recorded sanitary sewer line
easement from the land owner to the City of Meridian for all
pipe line outside the boundaries of the No. 1 subdivision.
4. Is the lO" dia. sewer line necessary from a capacity or
elevation standpoint?
5. Provide water tight manhole lids on those manholes outside the
paved area of the subdivision. If the land is to be farmed the
manhole lids should be 24 inches below ground level.

1. Show the size of sewer line from M. H. A-5 to A-6. (profile)

City Council of the City of Meridian will hold a public hearing
at the Meridian City Hall, 33 East Idaho Street, Meridian, Idaho,
at the hour of 7:30 o'clock p.m., on March 20, 1990, for the
purpose of reviewing and considering the Application of Max
Boesiger, Inc., 1) for a preliminary plat of The Vineyards
Subdivision which is generally located in the N 1/2 of the NE 1/4
of Section 11, T. 3N., R 1 W., Boise-Meridian, Ada County, Idaho,
for approval of approximately 70 acres for R-4 Residential for
209 single family residential dwellings. The property is
generally located at the SW corner of Linder Road and Cherry
Lane; and 2) for a variance a) from the Meridian Ordinance
requiring irrigation system improvements, and b) a reduction in
the minimum 70 foot lot frontage at the 20 foot setback line for
the cul-de-sac lots in The Vineyards Subdivision.
A more particular legal description for the parcel is on
file in the office of the City Clerk of the City of Meridian and
is available upon request.
Public comment will be taken and is welcome and invited.

Final Plat Application - First Phase
Dear Mr. Niemann:
Enclosed for your review are the necessary documents as established in the City
of Meridian Subdivision Ordinance for a Final Subdivision Plat submittal for the
above proposed subdivision. As stipulated by said ordinance, please find
enclosed:
1. The Final Plat Application.
2. 27 copies of the Final Plat, 18" x 24" at a scale of 1" = 100', Sheet
1 of 2.
3. 5 copies of the Dedication Page of the Final Plat, 18" x 24", Sheet
2 of 2. Please note the Owner's signature which will also act as the
proof of current ownership and consent to subdivide the property.
4. 10 copies of the Final Plat, 8-1/2" x 11" at a scale of 1" = 300',
Sheet 1 of 2.
5. 5 copies of the Sanitary Sewer and Domestic Water Plans, Sheets 1
through 6.
6. Check No. 4222 from Max A. Boesiger, Inc., in the amount of
$270.00 for the Final Plat Application Fee.
Please note the modification of the cul-de-sac lots. One lot has been elimi-
nated, thereby eliminating the need for a variance in the 70' minimum frontage
requirement for this phase of development. However, as noted in our variance
application, we do hereby request a deferral in the installation of a portion
of the irrigation system. However, dry lines will be installed for this phase.
The final plat of the first phase of THE VINEYARDS is in substantial conformance
with the previously submitted preliminary plat, with the exception of street
names. The Ada County Street Name Committee will review the final plat and make
their recommendation.
The plat as submitted conforms with all of the requirements and provisions as
stipulated in the City of Meridian Ordinances except as noted in the Variance
Request.

TIME TABLE FOR SUBMISSION:
A request for preliminary plat approval must be in the City Clerk's possession no

9-604 B PRE-APPLICATION MEETING
The developer shall meet with the Administrator prior to the submission of
the Preliminary Development Plan. The purpose of this meeting is to discuss
early and informally the purpose and effect of this Ordinance and the criteria
and standards contained herein, and to familiarize the developer with the
Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance and such other
plans and ordinances as deemed appropriate. The developer may also meet with
the Commission or Council prior to submitting an application.
9-604 C. PRELIMINARY PLAT
1 . Application - The applicant shall file with the Administrator a complete
subdivision application form and preliminary plat data as required in
this Ordinance, not less than thirty (30) days prior to the Commission's
public hearing. The Commission will not schedule any hearing or
workshops or put the application on the agenda unless the above
conditions have been met.
2. Public Hearing to be Held Prior to Subdivision Plat Approval - A public
hearing shall be held at the time of presentation of the preliminary
plat by the developer to the Commission for the purpose of allowing
public input on the proposed subdivision.
3. Combining Preliminarv and Final Plats - The applicant may request that
the subdivision application be processed as both a preliminary and final
plat if all of the following exists:
a. The proposed subdivision does not exceed four (4) lots;
b. No new street dedication or street widening is involved;
c. No major special development considerations are involved, such
as development in a floodplain, hillside development or the like;
and
d. All required information for both preliminary and final plat is
complete and in an acceptable form.
A request to combine both preliminary plat and final plat into one
application shall be acted upon by the Commission upon recommendation
by the Administrator.
