FACTS & FINDINGS:
1. The Corner at Vineyards is a 5-lot commercial subdivision located at the
southwest corner of Cherry Lane and Linder Road . No new public
streets are planned .
2. The District tabled review of this application on November 14, 1991,
pending receipt of a detailed access and circulation plan. The develop-
er has agreed to two access points to Cherry Lane, including the exist-
ing area between Lots 1 and 2; the second will be at Lot 5. The exist-
ing access points to Linder Road are acceptable .
3. Cherry Lane is designated a minor arterial street on the 2010 Urban
Functional Street Classification Map requiring a minimum 66-foot right-
of-way and 52-foot street section with 4 traffic lanes.
Cherry Lane has 50-feet of right-of-way and is improved with 24-feet
of new paving from the west edge of Lot 2 to the. west.
4. Linder Road is designated a minor arterial street on the 2010 Urban
Functional Street Classification Map requiring a minimum 66-foot right-
of-way and 52-foot street section with 4 traffic lanes.
Linder Road has 50/80-feet of right-of-way and is fully improved to a
65-foot street section.
5. The intersection of Cherry and Linder is fully improved to a 65-foot
street section. The centerline of the improvements along Cherry is
about 10-feet south of the section line .
6. This parcel is Lot 48 Block 1 of The Vineyards Subdivision. The Dis-
trict reviewed and approved (with conditions) the preliminary plat in
February 1990.
7. There is a convenience store currently under construction at the corner
(proposed Lot 1) of Cherry Lane and Linder Road . The curb and
sidewalk improvements along the street frontages of Lots 1 and 2 are

9. Driveways shall be located a minimum of 5-feet from the side lot proper-
ty lines .
10. Aright-of-way permit must be obtained from ACRD for all street and
utility construction within the public right-of-way. Contact Quality
Control at 345-?667 (with zoning file number) for details.
11. A request for modification, variance or waiver of any requirement or
policy outlined herein shall be made, in writing, to the Manager of
Engineering Services within 15 calendar days of the original Commission
action. The request shall include a statement explaining why such a
requirement would result in substantial hardship or inequity.

Giesler: I was wondering if the comments have been worked out
from the engineer.
Larry Sales: I have no problems with the Engineer's comments.
Kingsford: If you project intended to retain on site?
Sales: Yes we will retain everything on site.

Giesler: I had a concern with regard to the size of square
footage. Some of these are 120Q1 sq. ft., I'm not so sure we
should go with that small of a home in that subdivision.
Russ Hunemiller: We meet the requirements of the Ordinances.
M}+ers: I tt-~ink as long as it meets the Cirdinance there isn't a
whole lot we can do about 1t.
Giesler: We've got enough subdivisions with small homes. I'd
like to see the larger ones in this area.

My review comments for this final plat submittal are
as follows:
1. The area surrounding the platted area should be shown
as "Unplatted" except near the southeast corner of the
plat, on the east side of Linder Road, show "North Gate
Subdivison."
2. A note should be.placed on the plat stating the dis-
position of the small land areas shown between the num-
bered lots and the road right of ways. Our intent is to
have 40 feet of road right of way, each side of section
lines, available for future road widening.
Typically the ACHD has been requiring 33 feet of dedicated
road right of way and we have requested an additional 7
foot wide easement reserved for "Future Road Right of ~Vay."
3. Preliminary investigation shows it will be difficult,
and perhaps not possible, to provide gravity sanitary
sewer service to this platted area from the Linder Road
sewer.. The sewer line in Linder Road is shallow (Approx.
4 feet) and a large diameter storm sewer and fiber-optic
cable duct system exist to the west of the sewer at a
similar elevation. Gravity sewer service will probably
have to be westward into the Vineyard residential sub-
division.

Subject: Review of The Corner at Vineyards Commercial Subdivision
Final Plat (Zoning Review)
Dear Meridian Planning & Zoning:
This subdivision's storm water will run off into Reclamation's Nine
Mile Drain, operated and maintained under contract by the Nampa-
Meridian Irrigation District. All storm water discharges to these
drains require a permit from Reclamation.
This is our first opportunity to review this project. We don't
have any drainage plans or calculations to base a review on. We
don't know the relationship of this subdivision's drainage to the
proponent's upcoming and adjoining Vineyards residential
subdivision.
We request final plat approval be withheld until a comprehensive
storm water runoff design for both subdivisions is reviewed by
Reclamation and Nampa Meridian Irrigation District. Assuming BMP
infiltration/detention and treatment satisfactory to Reclamation
and the Nampa-Meridian Irrigation District, Reclamation can then
issue a storm water discharge permit. These projects can then make
an orderly addition to your community.
