I received your response to the staff report. I have replied below to your comments.
- I've added the revised FAR calculations to the staff report; they will appear in the staff report
(rec's) that go to City Council
Northwest Pipeline Development Guidelines refers to the Northwest Pipeline Development
Handbook
(Note: Staff is requesting that DA provision #1.2.a be revised to read, "All development on this
site shall comply with the Northwest Pipeline Development Guidelines- as evidenced by ~4an
encroachment permit is-ree{t~ree} for any improvements proposed within the pipeline easement.
A copy of the executed encroachment agreement shall be submitted to the City prior to
issuance of any Certificate of Zoning Compliance for this site. Northwest Pipeline suggests that
uses such as daycares, schools, hospitals, assisted living facilities, etc. where occupants are
not able to leave the area quickly in case of an emergency, are discouraged within 440 feet of
the actual location of the pipeline.")
The uses stated in DA provision #1.2.a are discouraged, not prohibited.
y We concur that a fee of $303.00 was received for the DA (standard language)
y In regard to DA provision #1.2.c, staff is requesting the following revision, "Development of this
site shall be consistent with the concept site plan shown in Exhibit A.2 and
the concept pictures shown in Exhibit A.3. Further, future development shall be consistent with
the vision of the Ten Mile Specific Area Plan, the Design Manual, and City of Meridian
ordinances in effect at the time of development. "
For clarification (DA provision #1.2.f), the term "pathway" is used in Meridian's Master Pathways
Plan to describe "shared use paths, multi-use trails, and hiking pedestrian paths designed for
non-motorized usage. Sidewalks, paths, and bike lanes directly adjacent to roadways are noted
when they provide a link between pathways or between a pathway and a destination. Pathway
users may include but are not limited to: bicyclists, non-motorized scooters, in-line skaters,
users of other wheeled devices like Segways or electric assist-bicycles, roller skaters,
wheelchair users (both non-motorized and motorized), walkers, and runners."
The comments noted in #3.2.h and #3.22 must be addressed by the Fire Department.
Hopefully this clarifies or resolves the issues noted in your response. If not, we can discuss further
at the hearing tonight.
