DESCRIPTION A. Back ouncl This is a cooperative of many government agencies working together to acquire aerial phatogt•aphy at a significantly lower cost than each entity would otherwise acquire the same photography independently. This is the same cooperative that worked together to successfully Frr~e 1 of 3 acquire the 2007, 2005 and the 2003 photography. This is an impvrtant year to have orthophotography. The flight will coincide with the 2010 Census data. B. Proposed Nmject The scope of this project. will be to produce true or natural color digital orthophotos at six inch (6"} pixel resolution, conforming to one inch equals one hundred feet {1" = 100'), according to National Map Accuracy Standards. This will allow all departments through GIS to sec the existing infrastructure. C. Consultant Selection Compass will send out a Request for Proposals (RFP} the committee members will review all RFP's. Then the committee will vote to select the best candidate for the job. The best candidate will be detern~ined based upon guidelines outlined in the RI'P. 1V. IMPACT A. S_trate~ic Impact: This will help to create a city unified mapping system fur all user data. As stated in Public Works Strategic Objectives under Business Operations BO-9. I3. Service/Uctivery Impact: The new photography will provide current infvnnation for all departments in City of Meridian to utilize. It is important to have current photography that gives a real representation of existing infrasttltchzre. C. Fiscal_Impact: Project Costs Consultant Agreement $8,000 Project Funding Fiscal year 2010 General Fund $266b.fi6 Enterprise Fund $2666.67 Dev Sctvice Fund $2666.66 l'otal $8,000 The cyst of this project is divided between all funding sources because it benefits all departments in the city. The City staff could continue to use the photography from 2007. This would not show the growth and changes to the city that have occurred in the last three years. Staff would not have a visual comparison to correlate to the census data. VI. '.i'lIv1E CnNST'ItAiN'1'S Council's approval will allow Compass to move forward with the RFP. Memorandum of Agreement (2 copies for signature) Approved for Council Agenda: Tom Barry, I)hector of Public Works Date Pale 3 of 3 MEMORANDUM OF AGREEMENT No. 2009-03 For the purpose of jointly funding an updated set of orthophotos fur Ada County and Caldwell (UPWP Program 861) Project Purpose I'he purpose of the project is to acquire 2410 six-inch resolution natural color digital orthophotos over the urbanised area of Ada County and Caldwell, and 1-foot resolution natural-color digital imagery over the rural areas of the same area of interest as identified by the U.S. Geological Survey (USGS) fur Homeland Security activities. WHEREAS, the parties to this agreement, indicated below, hereafter referred to as "the Parties" and the Community Planning Association of Southwest Idaho, hereafter refen-ed to as "COMPASS", desire to cooperate in funding an update to the 2407 orthophotos; WHEREAS, the Parties have determined that a comprehensive set of high resolution orthophotos is of mutual henefit to their respective planning activities and programs; WHEREAS, the United States Gealagical Survey hereafer referred to as "USGS," is responding to a Department of Defense (DOD) request for high-resolution image and geospatial data in support of Homeland Sccru~ty. The National Imagery and Mapping Agency (NINA) has identifcd Boise as an area Lor which imagery is required. Nll~1A data requirements call for 1-foot or better resolution nahrral- color, leaf-off, otthorecti tied digital imagery. To address this need, USGS has offered funding in the amount of $75,000 I'or tllc purpose of creating a set of updated orthophotos; `WHEREAS, COMPASS coordinated the 2000, 2003, and 2007 orthophotos on behalf of its Ada County members and has found a comprehensive set of orthophotos of henefit to its work in transportation, and regional planning; and WHEREAS, the Forties agree to the following: 1. COMPASS agrees to obtain the deliverables from the selected consultant. Deliverables include: a. Spring 2010 orthophotos taken prior to leaf=out of trees for the area covered in Exhibit A. Only digital imagery will he provided as part of this agreement. b. Said photos to be compatible with the orthophotos taken in years past and meeting the technical specifications listed in E:chibit B. 2. COMPASS must meet applicable federal procurerncnt rcyuirernents and its awn procurement process. 3. All newly generated products of the COMPASS orthophotos acquisition project will be in the public domain. COMPASS will make available all products for USGS and Earth Resources Observation and Science archives. .~ Y a 4.
