This request for reconsideration is in response to the City Council's approval of the temporary classroom building at the Paramount Elementary School. (Aug 25 Meeting, Item #8 - AP 09-002). I have been informed by the City Attorney's office that no written notice of the City Council Meeting, which included this agenda item, was required to be mailed to any property owners likely to be impacted by any decision. Consequently, no Paramount residents presented either oral or written testimony at the Council meeting. The CCR's of the Paramount Subdivision are quite specific as to architectural design and color schemes. Though our residents would prefer not to have temporary classrooms spread through the school grounds, we understand and accept the need for such structures. However, we believe that both Planning and Zoning and the Council's decision in this approval process failed to take into account our community standards in regards to color scheme. The installed structure's exterior paint color is not compatible with these standards. In fact, the structure in its present color is extremely annoying, can potentially lower our property values and denies us quiet enjoyment of our adjoining properties. I have tried to engage the Meridian School District on this matter but they have been either unresponsive or argumentative. Please accept this request for reconsideration and allow us to participate in the dialogue that impacts our community and our property values. Regarding the Portable Classroom Structure for Paramount Elementary School The Planning Department received a request for reconsideration of the City Council's decision on the portable classroom structure for Paramount Elementary School approved at the August 25th meeting. The request was filed by Keith Watson, an adjacent neighbor to the elementary school. Mr. Watson states that he did not receive notice of the public hearing for the appeal of the Planning Director's decision; therefore, he did not have the opportunity to present testimony at the hearing. Mr. Watson requests that the main color of the structure be changed from white to a color that would better complement the school building and adjacent residences. At the direction of Charlie Rountree, Meridian City Councilman, the Planning Department is requesting reconsideration of the City Council's decision in this matter based on the request by Keith Watson.
