Attached is a Change Order with Civil Survey Consultants Inc. for additional design services as it relates to the Well #28 Pumping Facilities Project. The Change Order is for the amount of $14,400. The additional design services are in response to changes in IDEA requirements and City additions to improve pumping facilities and save money in operations costs. These changes will be incorporated into future well designs. The change order will be paid using funds from the Enterprise Fund for Well #28 Pump Facilities Design (60-3490-96166}. Attached is a letter of request from Civil Survey Consultants Recommended Council Action: The Public Works Department recommends that City Council approves the Change Order with Civil Survey Consultants for an amount not to exceed $14,400 and authorize the Mayor to sign it. The following is a list of the additional work items and requested design fee increase for each: 1. Assistance in obtaining a building permit from Ada County for the addition to the existing pump house. I am requesting a design fee increase of $900 for this i[cmt. Any fees charged by Ada County will be paid by the City of Meridian. 2. Redesign oP the pumping equipment to include valuing and piping to automatically by-pass flow from the well on start-up Cor water quality purposes. There is currently no location to discharge the by-pass flows. The plans will terminate the piping at the north wall of the building addition for future connection to either a gravity pipeline or pressure pipeline. 1 am requesting a design fee increase of $2,500 for this item. 3. Add chain link perimeter security fencing to pump house site. i am requesting a design fee increase of $600 for this item. 4. Prepare a preliminary engineering report now required by iDEQ. tam requesting a design fee increase of $2.100 for this item. 5. Plan revisions related to relocation of the fire sprinkler equipment that has been added to the existing booster pump building afrer the original plans were developed. We will show the reiocated position of the fire sprinkler controls, backfiow prevention equipment, and building connections on the plans. We will include a bid item for relocation of this equipment, and design of modifications required for the well room addition to the building by a licensed fire sprinkler contractor. 1 am requesting a design fee increase of $1,300 for this item. 6. Plan revisions to add on-site chlorhte generation equipment to the pump house. [ am requesting a design fee increase of $4,200 for this item. Revisions to the electrical and mechanical plans associated with the above items. 1 am requesting a design fee increase of $1,200 for this item. See 8/21/09 demo from DC Engineering. 8. The following is our proposed fee based nn the information that you have providexl to us. Provide additional specifications to avoid the issues raised dtuing the Well 27 bid. 2. W'e need to nut the new plans through the Ada County building department to get a building permit for the addition. Add any time necessary to acatmplish this task. 3. Afire sprinkler system has been installed in the building. We need to relocate ilte service and control panels from the west wall of the existing pump mom to the west wall of the new pttmp room and add sprinklers to the new pump room. The following is a list of plan changes 1 have made that affect your design: I . :Moved the ViT) to south wall. 2. Moved 11VAC unit west to make room for the chlorine equipment. 3. Moved water level monitor to the west side of the pump. DC Engineering 4. Changed flow meter fmm the propeller type to a mag meter. 5. Added on-site hypochlorite generation equipment to the project, The chlorination equipment is located on the east waU of the pump [room as shown. 6. Added a chlorine residual analyzer in the northwest corner of the pump mom. 7. Added a sokmoid controlled valve at northwest comer ofthe pump room. 8. "I'he conduits on the outside of the existing building at the southwest comer now have telephone service in than that must be relocated. 9. Added a mag meter in existing piping to the PRV in the existing pump room. Schedule • It is anticipated to take approximately 2 weeks to develop revised documents once authorization to pmceed has been given. Fee We are requesting a change in fee of $1200 to incorporate the changes listed above. In addition this will impact pmg~amming and we would request $400 (Four Hundred Dollars) in additional progrartrning fees. Optional P&ID Fce DC F.nghteering would like to propose a fee for generating P&ID drawings for the project. Ttus is based nn the City of Meridians desire to develop the P&IDs for all the well systems.
