Donovan, Director December 3, 1992 Pioneer Investments 11801 Florida Drive Boise, ID 83709 1ZE: Strata Subdivision Sewer and Water Lines Deaz Sirs: The plans and specifications for the subject project appear to meet State of Idaho standazds and aze approved based on the conditions listed below. Therefore we recommend that the District Health Department lift the sanitary restrictions. Please refer to the standazd conditions in the DEQ review stamp on the documents. Also note that improper construction, .operation, or maintenance may result in removal of the approval and reinstatement of the sanitary restrictions. Any major changes or changes which would result in violations of Idaho regulations must be reviewed by this office prior to construction. Construction must be done under the supervision of an Idaho registered professional engineer. Within thirty days after construction, this engineer must provide as-built plans or a letter of certification stating that the project was installed substantially according to the approved plans. Motion Carried: All Yea: ITEM #4: FINAL PLAT ON PHASE I OF PARKWOOD MEADOWS SUBDIVISION: TABLED AT LAST MEETING: The Motion was made by Tolsma and seconded by Yerrington to approve the final plat on Parkwood Meadows Subdivision. Motion Carried: All Yea: ITEM #5: FINAL PLAT ON STRATE SUBDIVISION: The Motion was made by Corrie and seconded by Giesler to approve the final plat on Strate Subdivision conditioned upon City Engineer's comments being met. Motion Carried: All Yea: ITEM #6: COVENANTS ON STRATE SUBDIVISION: Kingsford: Counselor, any comments on those? Crookston: Yes. There's just some language questions that I have that are probably better addressed with the developer. In Article C they say that "all residential buildings erected upon said property shall have a minimum floor area as designated on the official plat." Normally they aren't designated on the plat unless their variable sized homes. My questions is whether or not they are shown on the plat? Clerk Niemann: They are. This planned development will accelerate the need for Joint School District No. 2 to construct additional classrooms and/or to adjust school attendance boundaries. Meridian Schools do not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask your support for a development fee statute on new home construction. We ask your support for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities. If this support is lacking then we ask that additional residential development be denied. Residents of the new subdivision cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district.
