Kingsford: Mr. Wardle
Wardle: Mr. Mayor, members of the Council my name is Mike Wardle ,
I work for Hubble Engineering here representing the Brighton
Corporation this evening. we are here only in an informal
capacity, there has been no application submitted as yet, but we
wanted to bring you up to date with respect to concept planning
,that has been underway for some time and ~to discuss some of the
issues that will be coming to the Council in the near term. I
believe Mr. Forrey has an item that will identify the parcel we are
talking about is that portion of the, well it has been in the
planning stage for many years and has been seen by the Council and
the community before for the expansion of the Cherry Lane Golf
Course for property under the ownership currently a portion of it
owned by four which the Brighton Corporation is nearing conclusion
of their purchase. A portion of the land that is owned by Brighton
Corporation is referred to as the Thomas property and then some
land currently owned by Kent Barney that there has been some
concept work done on, but it is in substantial compliance with
earlier concepts. Perhaps, again just for reference we are on
Black Cat Road the area lying somewhat north of Cherry Lane and
just south of Ustick Road. So perhaps I could use the easel on the
side to, it will be hard for a lot of people to see this. I had
not anticipated such a full house and so our graphics are a bit on
the small side. Again, for visual reference this is a photograph
was taken last year. Some of the later phases of the existing
subdivision just underway at that point. The existing Golf Course,
Cherry Lane, Black Cat Road, Ustick Road and so the so called
Fuller parcel, the Thomas parcel and then the Barney parcel over
here comprising the area for the future expansion of the Golf
Course and a residential subdivision project associated with that.
Can the Council members see this? This particular drawing is of
a scale of 1 to 200 feet and again orientation of Black Cat Road.
I want to stress the fact that it is a concept, we have not yet
drawn a preliminary plat for submittal to the City. We are
beginning to do work on that. The ideas put forth were conceived
by Dave Pew, working under the name of Resort Planning
International working out of McCall Idaho, he has done a fair
amount of golf course work in the area and a great deal out of the
area. We have been through a process to go on site and look over
the existing golf course and the layout some of the constraints and

the challenges that are associated with that. We did that with a
number of City officials, we wanted to get a feel for the existing ,
play and lay of the golf course so that we could work with some of
the issues or some of the constraints and yet maintain character
and identity between both elements of the golf course, the front
nine and the back nine. What we are proposing to bring to the City
in the near term involves 3 elements, the golf course being the
primary element, yellow identifies single family and then an area
whether it is in this location or some other reasonably central
location for what we deem right now as multi-family. The character
of that could be cluster housing, it could be town house, it could
be condominium, that decision has not been made and at this point
it is just an amount of land set aside for that purpose. The golf
course as it is layed out constitutes about 64 acres which is
substantially more than what was conceived in some of the earlier
plans. I donut know the precise acreage that were on some of those
earlier documents my recollection it was in the 35 to 40 acre range
which was a small, it was a very limited amount of property for the
nine whole course. On this particular parcel as depicted, along
with the 64 acres of golf there would be 394 single family dwelling
lots of a consistent size and character with the surrounding area.
There would also be in this so called multi-family area up to
perhaps 35 to 40 units and again whether they would be town homes,
condos or apartments is as yet undecided. Features of the golf
course itself as laced out the course would have a yardage of 3360
would be par 36. I believe the existing course is about 3150 yards
so we would be improving the length in this by several hundred
yards. We do involve water features throughout and there are some
reasons for that. Number 1 it does I believe, I have been told
that water helps focus play, I donut necessarily agree with that
because I usually contribute the range balls in those but it still
is for the golfer that knows how to play the course, it does focus
the play and provides some interest.
In part, the ponds do 2 other things, they also provide material
for shaping what is otherwise a very flat site. And they also
provide in some cases, could take care of some of the surface run
off which would have to be retained on the site largely with the
exception to that which might be taken into the Rutledege Drain.
I want to stress the fact that on the Barney parcel, which Barney
Corporation does not own, that the course layout is substantially

the same as it was proposed. There is not much that can be done in
as much as the layout of the earlier subdivision phase provided for
that floral course and pretty much dictates. how it goes to the
easterly portion and then would wrap around and return to the
Fuller parcel. Some of the changes over the character of the
existing nine holes would be slightly wider fairways, landing areas
approximately 100 yards wide, slightly wider that would allow a
four some .that the current course does not it would influence some
of the play. Its a bit more open in some respects and does feature
the water again as a focus point as well as an interest point. And
perhaps in some respects the greens are a bit tight on the other
nine and a little bit more open on this closed nine. The intent is
not to change the character of the course substantially it was to
come up with a facility that is up to date and modern which still
plays very much the same but with some change and some feature
character differences. The Eight Mile Lateral that bisects the
property currently essentially would be retaining that character
and coming through the golf course area so it would be usable as
part of the amenity feature through some improvements and
enhancement particularly through the water facility. One of the
other elements is that the existing driving range would be enlarged
and become a 300 yard facility which I believe is substantially
more than what it is currently, I donut recall what it is exactly.
It is deeper than current. The character of the course itself does
several things with respect to the neighborhood element which would
be the residential portion. Number 1 you cannot avoid the number
of crossings, there are 3 crossings that would necessitate some
care and consideration when the traffic features are considered,
but we have to do that there is no way to get around it. On the
otherhand it also, in order to avoid too many crossings and
confining the entire parcel means that there are some culdesac
elements in the property that are longer than current Meridian City
standards. I believe we have a 400 foot constraint currently, we
would be coming with our proposal to specifically address those
issues other than to have everything connected and totally chop the
course area up and some of the visual elements of it. It would be
necessary to come and request a waiver of those requirements. The
other key access relative to a new front door we are proposing
Black Cat Road being the primary entrance and access to the club
house area. Currently the club house sits in this location, a new

facility would be built is proposed to be built in this vicinity.
It would still provide access from the current subdivision area but
not in a direct route. The intent of this is to make certain that
those within the existing community that are golfers can get to the
club house but to encourage those that are not within that
residential community to utilize the arterial and collector system
to come to Black Cat Road and make the entrance into a very formal
setting into the heart of that project. Similarly, coming out of
the other existing subdivision phases there are ties to existing
,streets, so we have a looping system around, we have some
interconnects internally but primarily it is intended to stand as
a community surrounding the golf course with visual access from
Black Cat Road but emphasizing the importance of this golf course
facility as part of that residential community and Meridian as a
whole. One other component of consideration is the fact that the
amount of land being set aside for golf substantially more as I
noted than what we originally conceived and yet not as much frankly
as you would in a full size course, current modern standards it
does take away the fair amount of land that had originally been
intended for residential. And as a result one of the other
elements that would be considered in coming to the Council would be
consideration of density transfers to other area projects that off-
set some of the land that occasion for the golf purposes. That is
a planning issue that I know will have to be specifically discussed
and addressed by Council in concert with the approval of this
project. Utility consideration involve construction of a lift
station in harmony with the sewer plan. We would be proposing to
construct that lift station on Black Cat Road with a pressure
system back to the existing sewer that runs along the eastern
boundary of the Barney parcel at this point would go into the
street system back to that location. Our investigation of the
sewer alignment currently suggests that there would have to a
relocation of a portion of that sewer line, right now it would
conflict with the lay of these lots. It is apparently to close to
the easterly boundary of the Barney parcel to provide for housing
so I would have to verify that and make provisions for possibly re-
locating portions of that sewer line. So, the pressure sewer from
that point we would be implementing that portion of the facility
plan for what .appears to be a 30 inch of greater line in Black Cat
Road as the beginning of the particular system component

are several points of contact with the water system currently that
system would be expanded and looped through this project so that we
would continue to bring that system through this project and,
provide the necessary domestic fire. I think those are the key
components at this point, I'm going to ask Mr. Turnbull of Brighton
Corporation if you have any particular additions perhaps to the
elements that I have discussed. Any questions, Mr, Mayor, members
of the Council concerning the concept at this point?
Kingsford: Mike, have you talked with Gary Smith about that sewer
alignment and hooking back into that?
Wardle: Only in the meeting we had several weeks ago, where that
possibility was discussed we have not because no design work has
been undertaken. All we have done is to locate and verify that the
sewer line is down that easterly line and one of the benefits in
going to that particular alignment would be not having to go out
and secure other easements around either Ustick Road or Black Cat
but to utilize that line that is currently there. But, again, no
specifics.
Kingsford: Does Council have any other questions for Mr. Wardle?
Thank you.
Crookston: That white area up to the, right there, what is you
intention in that area?
Wardle: That actually is an existing plat of .undeveloped land, so
it is a phase of an earlier subdivision that made provision for the
golf access, but the is the extent of it.
Turnbull: Mr. Mayor, members of the Council, I'd just like to take
a minute to express my appreciation. The City has been, we have
been working on this for quite some time and the Mayor and wally
have been helpful and helping us to understand the issues out here
and helping us to get a better feel for what the course should be
and we have been in eh process quite sometime and have gotten
outside consultants who are familiar with golf course design so we
produce a top quality project. When we were looking in the area
for a project to do we determined that we wanted to do something
that would be of a substantial nature, not only a benefit to the

community and something that could be something of a marquis
project. As Mike mentioned I think the original acreage designated
for the course was in the neighborhood of 35 .acres we are now up to
64 acres which is an increase of 60 to 70~ which I think will
ultimately be of a great benefit to the community for the golf
course play and there will probably be less patio windows too. The
fairways are about 50~ wider than the original design. I noticed
Mr. Barney, Ken has been great to work on this. Like I said we
have been working with Ken and we hope to be able to come before
the Council with a complete package on this project although we
will be meeting later on this week. We will be back to the Council
shortly with the proposal for this project. I just want to again
express our appreciation to the City for the helpful manner that
they have been really helpful and given us a hand in designing this
project and I think it will be a benefit to all. Thank you very
much.
Kingsford: Mr. Forrey, do you have a comment?
Forrey: Thank you Mayor, members of the Council, Mike Wardle is
correct, in the 1978 Comprehensive Plan of the City and also in our
current 1993 Comprehensive Plan we have policies regarding density
transfer. To my knowledge we have never had anyone take advantage
of that, its when a developer donates land to the schools, parks,
golf course, etc. I think a development agreement could specify
the details. Also, looking at this file, my thinking at this point
is that the Cherry Lane project has been evaluated so many times
and its concept I donut really believe the developers would be
required to go back to a preliminary plat hearing. I think that
staff review, City Council, Planning & Zoning review in house with
a negotiated development agreement pertaining to the amount of
acreage to the City and all of those details in that format and
then proceeding to the Final Plat I think has phases. The way I
read back in some minutes and some prior approvals. That might
help expedite some progress here for the developers but it does
take preliminary and help and move that forward.
Kingsford: I think probably its, you know having an audience of
this size and so that there are not illusions while the developer,
and we appreciate greatly that he has done this design and is

donating this land well in excess of what we had talked about. I
think it would be a mis-conception that the developer is going to
develop the golf course, that has not been the case. when we have
been discussing it, this would be something that the City will do,
but we plan to do no expense tax-payer wise. We have an agreement
with the developer that there will be a lot fee attached to each of
those lots that the City will be a recipient of to do that
development. Initially we hope to do some of the same kinds of
things that Centennial Golf Course did in Nampa with regard to
donations, volunteer labor, in time materials that sort of thing.
It is our intent that is doesn~t cost the tax-payers any money and
I'm sure the tax-payers will be glad to sit in and see that we
don't. I didn~t want to cast the illusion that the developer is
going to give us a finished product that is not the intent. Mr.
Lovin, do you have anything you~d like to ask being the lessee
about there? Kent did you have anything that you wanted to comment
on? Well, I thank you all on the update, we appreciate that and
hope that it moves along post haste.
ITEM #5: JIM BONNER: COMPLAINT CONCERNING INSURANCE DECISION OF
COVERAGE:
Kingsford: Mr. Bonner come forward and address the Council.
Bonner: City Council members, Mayor Kingsford my name is Jim
Bonner. I will try to be precise and not take too much of your
time. I think the best way for me to handle my problem is to just
tell you what happened and you can at that time take it under
advisement of whatever you think is best. I think that I'm
appealing to your better judgement and to your public relations
necessities of the City and what happens from here on out in
regards to problems I have. It was some time in November, Will
Berg the City Clerk has all the dates and everything but I don't
think they are as important as what happened in itself
individually. I was attempting to enter a parking lot of a
business on Bower Street called Pro Lign which is a chemical retail
business. It was about 7:30 in the morning and thinking that it
was probably open I go over there noticing that it was closed I
turned around and drove out and as I did I ran past a pole sticking
up out of the ground, Ism not sure how high by less than 3 feet
