Will we have those? Dave Collins: Yes, they are required at the end of every stub road with the exception of the mast southerly one to the west which is only one lot deep and the intersection then functions as a t urn-around there. Cowie: Is this R-4 or R-8~ Collins: R-4. Cowie: 'The berm will go in at the same time the s~_~bdivision goes ins Collins: The Highway District is talking an 8@ foot right of way at this time, which would take up this seven foot strip that the City has requested we put in adjacent to the 66 foot right of way on each side. Tolsma: The Sewer Department had a comment here that the sewer line runs through Lot 11 - Blk. 1 - Is says no building will be allowed on this lot, is that going to be an easement there? Collins: Coming in from the east yes. The alignment right now is adjacent to the north boundary line of that lot and we are currently looking at using the balance of the lot for a storm water detention system. All storm water discharges to these drains require a permit from Reclamation. To date, the developer has neither provided us with drainage information nor applied for a permit. The full development incorporates several crossings of the United States Eight Mile Lateral Canal fee lands. These crossings must also be permitted. We request final plat approval be withheld until storm water drainage for the entire subdivision is reviewed and, if necessary, permitted by Reclamation and Nampa Meridian Irrigation District. This planned development will accelerate the need for Joint School District No. 2 to construct additional classrooms and/or to adjust school attendance boundaries. Meridian Schools do not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities. We require support for these revenue sources from developers and other interests seeking planning and zoning approval for residential projects. If this support is lacking then we ask that additional residential development be denied. School bus service may be restricted if adequate turnarounds and loading areas are not provided. Residents cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. Pine has received preliminary plat approval for residential development under the name of Haven Cove. This development lies adjacent to my Northern property boundary. while I am in support of this planned expansion, I would ask that you allow for an access from this development to my property boundary before you give them final approval. I may, in the future, be interested in making application to subdivide my acreage and the way Haven Cove is currently platted would preclude me from continuing this flow in to my property. I would ask that you allow for ingress/egress as well as access to sewer water, and Meridian City Services. I appreciate your time and consideration. The need necessity to change these did not become obvious until I began computer calculations on the balance of the parcel to the West. At that time I was unable to make all lots meet the dimensional standards on the zone. Therefore I re-designed Block 4 from the West so that all lots would not only meet the dimensional standards of the zone but also be close to the same size. The southwest corner was moved to coincide with the northwest corner of Lot 1, B4, as shown in the preliminary plat, thus reducing Lot 2 from 11080 * to 9475 square feet (sf). The west lines of Lot 3 and Lot 4 were moved easterly reducing Lot 3 from 12,200 to 10,082 sf and increasing Lot 4 from 9216 to 9778 sf.
