Boise 345-2431 9550 Bethel Court Boise, Idaho 83709 Re: Fieldstone Meadows Subdivision No. 3 Dear Jim: The Nampa & Meridian Irrigation District has reviewed the storm water run-off calculations for the above mentioned project and I only care to address Fieldstone Meadows Subdivision No. 3 since that is all that we have plans for at this time. The plans show that you are planning to discharge water into Nampa & Meridian Irrigation District's Ninemile Drain through an 15-inch orifice. The orifice size cannot exceed 12-inches. I believe this change will require that you review the traps to insure that the velocity through the tank remains less that 1.5 feet per second. I believe the easement on the Ninemile Drain is 100 feet: 50 feet from. the center both ways. The District needs to maintain a minimum of 18 feet of the easement through the back lots of your proposed subdivision for a maintenance road. So that we do not loose our easement, the final plat will need to indicate this road. Contact Andy Harrington at 342-4591 and instruct him to initiate a license agreement for the purpose of discharge into the Ninemile Drain and an agreement for any encroachments. You know because this is a planned development general project the applicant and the City are both required to negotiate a development agreement, and look at all the development features and this is one we ought to include in that negotiation process especially now that Settlers is very specific in some design. Tolsma: We have the same problem too with the bike path way and everything else in the Crossroads Subdivision, it goes back to the school site on the backside. Forrey: Correct Kingsford: Any other questions from the Council? Corrie: Mr. Mayor, I move for the approval of Final Plat with the approval of the City Engineers comments being met as well as the Planning Director and the approval of the application and there is one other thing also the Fire Chiefs comments about the turn arounds at the entrance of the driveway. This planned development will accelerate the need for Joint School District No. 2 to construct additional classrooms and/or to adjust school attendance boundaries. Meridian Schools do not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask your support for a development fee statute on new home construction or a real estate transfer fee to help offset the costs of building additional school facilities. If this support is lacking then we ask that additional residential development be denied. Residents of the new subdivision cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. We ask that you assure the developer will provide walkways, bike paths and safe pedestrian access. The plans are for the construction of Fieldstone Meadows No. 2, while the calculations received include the storm water drainage from existing Phase No. 1 and a future phase. I can only comment on the construction of the storm drain system for the existing phase and Fieldstone Meadows No. 2, due to the fact that any plans for future construction could change between now and the time of construction. The plans show that all storm water run-off from Fieldstone Meadows No. 1 and No. 2 plus a portion from a.future phase will drain to either seepage trench No. 5 or No. 7. From the seepage trenches, the run-off will then flow into a storm drain manhole where it will then be discharged into the Nine Mile Drain. The amount of run-off entering seepage trench No. 7 and exiting through the orifice in storm drain manhole No. 7 will be adequate for Nampa & Meridian Irrigation District. from seepage trench No. 5 must be limited to the pre-developed flow amount for Fieldstone Meadows No. 1 and No. 2 only, minus the amount being discharged from manhole No. 7. Therefore, we recommend that an outlet orifice be placed in seepage drain manhole No. 6, like that in seepage drain manhole No. 7, to limit the combined discharges to the pre-developed flow amount of Fieldstone Meadows No. 1 and No. 2. The amount of run-off exiting through storm drain manhole No. 6 There is a discrepancy .between plan sheet No. 4 and No. 7. Plan sheet No. 4 shows a 12" CMP exiting seepage drain manhole No. 7 while plan sheet No. 7 shows an 8" CMP.
