Annexation/Zoning, Preliminary Plat, Planned unit Development under a
Conditional Use Permit
Dear Mayor and Council:
On behalf of DTE Development, LLC, we submit this application for "THE COURTYARDS aT TEN
MILE", a multi -use development located at the southeast corner of Ten Mile Road and Pine Street in
Meridian. Copies of the application materials, and the illustration of the proposed site development
are included in this packet.
By way of background, the subject property currently consists of a 11.02 acre parcel, which is
currently an RUT zoned, agricultural land with a single family residence and various outbuildings.
It is bordered on the east by a year-round drain, to the south by a proposed church site, and on the
north and west by Pine Street and Ten Mile Road, respectively.
The proposed multiple uses for the site are multi -unit residential, attached, retail, and office space,
along with common areas and parking facilities. As noted from the proposed plat, and located on
the eastern portion of the project are twenty-eight (28) duplex townhouses surrounded with
landscaping, and including a park/recreational facility.
The western part of the project, with street frontage on Ten Mile and Pine Street contain six
commercial buildings, which are currently proposed to have retail, office space, and some
residential loft uses on the second level only of buildings A and C. Building A will also have stand-
alone gas pumps north and west of that building.
The enclosed annexation and zoning application, and the preliminary plat will be developed under a
planned unit development via a conditional use permit, and have been designed as shown, and the
applications have been submitted in accordance with the requirements of the Meridian Zoning
Ordinance. The development has also been designed to be in compliance with the intent of the
Meridian City Comprehensive Plan, dated July, 2002, Specific Comprehensive Plan policies, which
support the requested zone change include the following:
1) 1.3 Community Design Policies — Open Spaces;
2) 1.4 Land Use Residential Policies for new development;
3) 1.5U Balance of Land Uses;
4) 1.6 Housing Benefits;
5) 1.7 Sewer;
6) 2.2U Neighborhood Parks;
7) 2.3U Property Values;
An R-15 PD zoning designation is requested with this annexation, and the residential portion of the
project will include twenty-eight (28) duplex -townhouses, which presently may be marketed as
apartments and/or condominiums.
A C — N PD zoning is requested with this annexation for the commercial uses on the site. This
will include retail and restaurant type facilities. Building A will house a convenience store with
gasoline service. The commercial buildings B, E, and F will also provide office space on the
second floors. Buildings A and C will also have residential lofts on the second floors.
Sewer and water service is readily available via existing services and a lift station will be installed
to provide service for this development. Drainage will be handled by surface and subsurface
methods, and will be designed to the standards of all appropriate regulatory agencies. A pressurized
irrigation system will be provided for all common area lots within the development. Proper lining
and safeguards will be in place at the location of the gasoline service area of the development.
The development has been designed to include landscaping at the entrances on Ten Mile and Pine
Streets. There are also landscaped areas along the roads and parking areas within the development.
Sidewalks, pathways, and recreational facilities have been included within the designed
development. All common areas, including landscaped common lots and parking facilities will be
owned and maintained by Associations — an Association for the residential area, and another for the
commercial area.
In all, "THE COURTYARDS AT TEN MILE" will be a quality and compatible development to this
particular area of Meridian. It will provide an enjoyable living space, as well as provide additional
amenities to local residents of a place to work, shop, dine, fill up their cars, and all within
convenient proximity to nearby schools, subdivisions, and health care facilities. The requested
zoning will benefit the public interest while allowing for continued improvement and the expansion
of city services. This application submittal includes all items listed within the preliminary plat and
annexation checklists. We look forward to working with you and your staff in this matter. We
hereby request approval of this project.

Statement Reeardine Traffic Impact
The residential portion of The Courtyards at Ten Mile is a new development with less than 100
lots, therefore a detailed traffic study is not required. According to the International
Transportation Manual each residential unit averages 10 trips per day. Each trip equals one
vehicle per day (vpd) road usage. The Courtyards at Ten Mile subdivision will contain 56 new
residential units. The expected traffic increase will be:

The increased road traffic will use Ten Mile Road as the primary access. Pine Street will also
experience some of the increased traffic flow.
