RE: Lynwood Plaza Subdivision Preliminary Plat - Letter of Intent
Dear Mayor and Council;
As representative for Centennial Development, LLC, please acce~rt this application for Lynwood Plaza
Subdivision, located on W. Cherry Lane, %2 mile east of Tan Milo Road in Meridian, Idaho, Section
02, Township 3 North, Range 1 West of the Boise-Meridian. Lynwood Plaza includes 2.88 acres and
has been designed with 5 lots that will be developed with office/medical uses as allowed within the
current L-O zone.
This letter is included with the application for preliminary plat, together with a filing fee and various
exhibits.
The enclosed preliminary plat has been designed, and the application has been submitted in
accordance with the requirements of the Meridian Zoning Ordinance. The development has also been
designed to be incompliance with the intent of the Meridian City Comprehensive Plan.
Specific Comprehensive Plan policies that support the requested development include:
• Population Growth Goal 1, Objective A, Action 6 (New commercial development with provided
Urban Services);
• Natural Resources Goal 1, Objective A3, Encourage infill, Action 8 (hifill contiguous
development;
Land Use Goal II); Ensure public services, Objective A, Action 1(Development projects planned
public services); Goal IV, Objective B, Promote future commercial development, Action 2 (low
impact commercial), 5 (sidewalks, curbs, gutters,etc.), Objective D, Transportation Corridors,
Action 2 (Restrict curb cuts/access on collectors).
All lots will have frontage on Cherry Lane, with access being provided through cross access
easements with one main entrance onto Cheny Lane. The preliminary plat includes all appropriate
easements and street names and the Chevy Lane frontage will be improved to the standards of the Ada
County Highway District and the City of Meridian. Sewer and water service is readily available and
will be provided by the City of Meridian. Drainage will be handled by subsurface methods and will
be designed to the standards of all appropriate regulatory agencies. The Meridian Fire Department has
been consulted regarding the layout crFthe subdivision with any concerns addressed within the design.
In all, Lynwood Plaza Subdivision will be a quality addition to this area of Meridian. The
development will benefit the public interest by providing the earrrmurrity with desirable office uses
while still allowing for the continued improvement and expansion of city services and the additional
tax benefit. This application submittal includes all items listed within the preliminary plat checklist.

Kevin Amax of Centennial Development, LLC has had numerous discussions over the
past several months with Brad Hawkins-Clark and Brad Watson of the City of Meridian
regarding the development of this property. The specific days and times are unavailable,
however, Mr. Hawkins-Clark and Mr. Watson will verify that these discussions have
occun•ed.
TRAFFIC IMPACT STATEMENT FOR
LYNWOOD PLAZA SUBDIVISION
On May 12, 2003, Shawn L. Nickel of Land Consultants Inc. spoke with Andrea Tuning
of Ada County Highway District regarding traffic and layout concerns associated with
this proposed development. During this meeting, the main discussion was on existing
and proposed alignment with existing uses south of the proposed site. It was indicated at
this time that impact from the proposed development would have an insufficient impact
on adjacent roadways or intersections, and that ACHD policy indicates that a traffic study
is not required for this size development at this time. It is this developer's opinion that,
because the majoraccess point in and out of the subdivision is via a principal arterial road
(Chevy Lane), traffic impact by this subdivision should be minimal.
STATEMENT OF VARIANCE REQUEST FOR
LYNWOOD PLAZA SUBDIVISION
The submittal of Lynwood Plaza Subdivision does not include a request for variance to
any of the provisions of the Meridian Zoning Ordinance. The preliminary plat has been
submitted to meet the current requirements of the L-O zoning district.

Dear Kevin:
At the request of Mr. Jason Davies, of Engineering Northwest, we have provided a depth to groundwater
evaluation for the above mentioned development. Three test pits were previously advanced for this
investigation in November 2002 and piezometers were installed in one test pit. Test pit locations and site
description and soil profiles are described in MTI's previously issued Geotechnical En ing caring report dated 22
November 2002. The pei~ometers have been monitored monthly since the repon was issued and data have been
analyzed to evaluate pertinent groundwater conditions.
During the soil investigation, in November 2002, groundwater was encountered at depths 7.1 to 7.6 feet across
the site. Monthly monitoring since installation of the piezotneter indicates that groundwater levels haue been
observed to vary from depths of 7.7 to greater than 10 feet below grade during the winter and spring months.
however, groundwater in the vicinity of the site is likely related to local irrigation, and seasonal high
groundwater levels are most likely to occur in late summer/early fall. Previous investigations have been
performed by MTI southeast of the intersection of Ten Mile Road and Cherry Lane in May, 200] and Ocrober
2001. Monitoring of wells installed during these previous investigations tlu•oughout the summer irrigation
season indicates that groundwater levels as shallow as approximately 6'h feet below existing grade were
observed. Based on this information, a preliminary estimate of seasonal high groundwater of approximately 6
feet below existing grade should be anticipated and used for design of infiltration facilities.
