After review of the preliminary plat of the above-mentioned application Settlers
Irrigation District requests the following:
1. That all irrigation/drainage facilities along with their easements be protected and
continue to function. The Settlers Southside Canal is located along the southern
boundary of the property. The canal is piped in 36 inch RCP and has a 30'
easement.
2. SID will not accept any storm drainage.

Nampa & Meridian Irrigation District requires that a Land Use ChangelSite Development
application be filed for review prior to final platting. All laterals and waste ways must be
protected. All municipal surface drainage must be retained on site. If any surface
drainage leaves the site, the Nampa & Meridian Irrigation District must review drainage
plans. Please contact Donna Moore at 466-7861 for further information.
The developer must comply with Idaho Code 31-3805. It is recommended that irrigation
water be made available to all developments within the Nampa & Meridian Irrigation
District.

Dear Mr. Smith:
Enclosed please find a Land Use Change Application for your use to file with the Irrigation
District for its review on the above-referenced development. If this development is under a
"rush" to be finalized, I would recommend that you submit a cashier's check, money order or
cash as payment of the fees in order to speed the process up. If you submit a company or
personal check, it must clear the bank before processing the application.
Should this development be planning a pressure urban irrigation system that will be owned,
operated and maintained by the Irrigation District, I strongly urge you to coordinate with John P.
Anderson, Water Superintendent for the Irrigation District, concerning the installation of the
pressure system. Enclosed is a questionnaire that you must fill out and return in order to initiate
the process of contractual agreements between the owner or developer and the Irrigation
District for the ownership, operation and maintenance of the pressure urban irrigation system.
If you have any questions concerning this matter, please feel free to call on me at the District's

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated prior to discharge to the
subsurface to prevent impact to ground water and surface water quality. The
engineers and architects involved with the design of this project should obtain
current best management practices for storm water disposal and design a
storm water management system that is preventing groundwater and surface
water degradation. Manuals that could be used for guidance are:
State of Idaho Catalog of Stormwater Best Management Practices For
Idaho Cities and Counties.

We have reviewed the above-referenced submittals and offer the following comments, as
conditions of the applicant. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council
APPLICATION SUMMARY
Centennial Development has requested the approval of a preliminary plat for 5 commercial lots on a
property 2.69 acres in size located on West Cherry Lane.
LOCATION & SURROUNDING USES
The subject property is located on W. Cheny Lane, immediately south of Devlin Place Subdivision.
The property is zoned L-O.
The property is surrounded by the following uses:
North -Single-family residential dwellings, zoned R-4.
South -Cherry Lane is directly south of the subject property; Haven Cove, a residential
subdivision is located south of Cherry Lane and zoned R-4.
East -Single-family residential, zoned R 4.
West -Single-family residential, zoned R-4.
OWNER OF RECORD
The owner of record is Oakwood Enterprises LLC and they have given their consent for the applicant
to submit the required preliminary plat application.

APPLICATION BACKGROUND
The applicant is proposing a five lot commercial subdivision. All proposed lots will have frontage on
W. Cherry Lane. Access to the five lots will be provided through a single point of access off of W.
Cheny Lane.
The property is currently zoned L-O; the property was rezoned as a part of the Development
Agreement for Devlin Place Subdivision. The proposed lots range in size from 19,419 square feet to
30,052 square feet. All proposed subdivision lots meet the dimensional standazds for theL-O district.
The land uses immediately surrounding the subdivision are all residential in nature. However, the St.
Alphonsus Medical Center and a new bank, zoned L-O, are located southwest of the proposed
subdivision. The location of the proposed subdivision on W. Cherry Lane, a principal arterial, and
the close proximity to another commercial development make this a suitable location for an
office/medical type development.
PRELIIVIINARY PLAT FINDINGS AND REOUI1tEMENTS
Sections 12-3-3 J.2 and 12-3-5 D read as follows: "In determining the acceptance ofa proposed
subdivision, the Commission/Council shall consider the objectives of this title and at least the
following:
a. The conformance of the subdivision with the Comprehensive Development Plan;
Staff fords the subdivision to be in conformance with the Comprehensive Plan.
b. The availability of public services to accommodate the proposed development;
Staff finds that public services are available.
c. The continuity of the proposed development with the capital improvement program;
Staff finds that the subdivision will not require the expenditure of capital improvement
funds.
d. The public financial capability of supporting services for the proposed development;
Staff finds that the development will not require major expenditures for providing
supporting services.

e. The other health, safety or environmental problems that may be brought to the
Commission's attention.
Staff finds that there should not be any other health, safety or environmental problems
associated with this subdivision that may be brought to the Council or Commission's
attention.
PRELIPVIINARY PLAT REQUIREMENTS
1. Sanitary sewer service to this site will be via extensions from existing mains adjacent to the
proposed development. Subdivision designer to coordinate main sizing and routing with the
Public Works Department. Sewer manholes aze to be provided to keep the sewer lines on the
south and west sides of the centerline. A portion of the site may require fill material in order
to maintain minimum cover requirements over sewer mains. Alternate pipe materials shall be
employed where depth of cover from sub-grade to top of pipe is three feet or less. In no case
will three feet of cover from finish grade to top of pipe be accepted
2. Water service to this site will be via extensions from existing mains adjacent to the proposed
development. Applicant will be responsible to construct the water mains to and through this
proposed development. Subdivision designer to coordinate main sizing and routing with the
Public Works Department. Please provide the Public Works Department with information on
anticipated fire flow and domestic water requirements for the proposed site.
3. Streetlights will be required within the parking azeas. All streetlights shall be installed at
subdivider's expense.
4. Underground year-round pressurized irrigation must be provided to all landscape areas on
site. Please submit hook-up and design details based on the proposed landscaping. Applicant
shall be required to either utilize the existing pressurized irrigation stubs to the property from
the Nampa & Meridian Irrigation District owned system serving Devlin Place Subdivision, or
provide an independent system. Applicant should contact the NMID for the details. If this
development is to be served off of the NMID system, developer shall be responsible to pay
water assessments for the entire common open azea to the City of Meridian since aback-up
connection to the City's water mains already exists within Devlin place.
5. A revised landscaping plan meeting the standards of the Meridian City code must be
submitted ten days prior to the City Council hearing.
6. Connect the existing pathway out of Devlin Place Subdivision to the sidewalk or pazking azea

within the proposed development. Final location shall be shown on the revised landscape
plan.
7. Add a note to the final plat restricting access to the site to the single approved accessed point
off of W. Cherry Lane.
8. Across-access agreement between the proposed subdivision lots will be required.
9. A 20' landscape buffer will be required between the subject property and adjoining single-
family residential uses.
10. All existing ditches and canals on the subject property must be piped.
11. The preliminary plat must comply with the subject property's existing Development
Agreement.
Preliminary Plat Recommendation
Staff recommends approval of the preliminary plat with the above written requirements.
