REQUEST FOR SUBDIVISION APPROVAL
PRELIMINARY PLAT AND/OR FINAL PLAT
PLANNING AND ZONING COMMISSION
TIME TABLE FOR SUBMISSION:
A request for preliminary plat approval must be in the City
Clerks possession no later than three days following the
regular meeting of the Planning and Zoning Commission.
The Planning and Zoning Commission will hear the request at
the monthly meeting following the month the request. was
made.
After a proposal enters the process it may be acted upon at
subsequent monthly meetings provided the necessary
procedures and documentation are received before Si00 P. M.,
Thursday following the Planning and Zoning Commission
action.

for the above subdivision. As stipulated by said ordinance, please
find enclosed the following:
1. 30 copies of the Application for a Final Subdivision Plat.
2. 30 copies of the Final Plat, Sheet 1, 18"X24", at a scale
of 1" = 100'.
3. 3 copies of the Final Plat signature page, Sheet 2,
18"x24".
4. 10 copies of a reduced copy of the Final Plat at a scale
of 1" = 300'.
5. Check No. 672 in the amount of $670.00 for the application
fee from Cherry Lane Development (.for a 67-lot Final
Plat) .
Also, per City requirements, on behalf of the developer, Cherry Lane
Development, we wish to make a Statement of Compliance as follow:
1. Streets, curbs, gutters, and sidewalks will be constructed
to standards as required by Ada County Highway District
and Meridian Ordinance.. Dimensions will be determined by
the City Engineer. All sidewalks will be five (5) feet in
width.
2. The proposed use of this development will be in
conformance with the City of Meridian Comprehensive Plan.
3. This development will connect to City services.
4. This development will comply with City Ordinances.
5. This Final Plat is in conformance with the approved
Preliminary Plat.

Re: Street Name Signs for Meridian Subdivisions
This letter is in response to your correspondence of January 31, 1995 concerning the installation
of street name signs in new Meridian subdivisions.
Piedmont Subdivision was designed by Roylance Associates. The signs were not ordered
because ACRD was not notified that the final plat was approved. We have contacted Roylance
for a copy of the signed plat and we will order the necessary signs.
Merrywood Subdivision Number 2 was designed by~ Johnson Engineering. The signs were not
ordered because ACHD was not notified that the final plat was approved. We have contacted
Johnson Engineering for a copy of the signed plat and we will order the necessary signs.
Cherry Lane Village Number 5 was designed by Paul White Development. The signs were not
ordered because ACRD was not notified that the final plat was approved. Paul White has
indicated that he expects to finalize the plat within the next ten days. We will order the
necessary signs when the plat is finalized and we receive a signed copy.
ACHD has received the final plat for Meridian Greens Subdivision Number 3 -Phase 2A. The
signs nave been ordered and Glenco Development has been notified that they are ready for
installation.
Hunts Bluff Subdivision Number 2 was designed by Far West Development. The signs were
not ordered because ACHD was not notified that the final plat was approved. We have
contacted Far West Development for a copy of the signed plat and we will order the necessary
signs.
As we discussed, the needed signs for the Tall Pine Place/Pine Street intersection of the Conifer
Subdivision were ordered and installed on September 29, 1994. The stub street to the east of
tall Pine Place was not named in the plat as therefore was not signed. I suspect that the roadway
will be named once the adjacent parcel redevelops and the stub street is extended.

Candlelight Subdivision Number 3 was designed by Tealey's. The signs were not ordered
because ACHD was not notified that the final plat was approved. We have contacted Tealey's
for a copy of the signed plat and we will order the necessary signs.
Our site review process also showed that there were no signs for the Lanesbury Lane
Subdivision on Meridian Road. I contacted the developer to get a final plat of his site and the
signs have now been ordered.
As we discussed over lunch the other day, the Ada County Highway District realizes the
importance of adequate signing for both the drivers' convenience and traffic safety. We have
revised out internal procedures to ensure that future signing requests are completed in a timely
and efficient manner. Also, our weekly field trips with ACHD's Development Services
Department now includes a site check of recent subdivisions to ensure that the necessary signs
are installed at the proper time.

Proposed Harbor Point Drive Vacation of Right of Way
At a public hearing last evening, the Board of Commissioners of the
Ada County Highway District had approved a request to vacate a
portion of public right-of-way on Harbor Point Drive situated next
to Turnberry Way in The Lake at Cherry Lane No. 2 Subdivision.
Enclosed for your reference is a copy of the ACHD vacation notice
O and a portion of the Cherry Lane Village No. 5 Final Plat showing
the area of vacation..
You will recall that the City Council approved the .Final Plat of
Cherry Lane Village No. 5 on December 5, 1993. One of the comments
from the City Engineer, Gary D. Smith, P.E., was to vacate this
portion of right-of-way which, by ACHD action, was accomplished
yesterday.
The purpose of this letter is to request that the City Council, at a
-regularly scheduled meeting, vote to approve this vacation of
right-of-way and to submit a letter to either me or C.M. Smith,
Chief Right of Way Agent, for ACHD stating that the City has
approved~of this vacation. The Ada County Engineer will require
your written approval of the right-of-way vacation before he will
approve the plat of Cherry Lane Village No. 5 for recording.

Proposed Harbor Point Drive Vacation of Right of Way
At a public hearing last evening, the Board of Commissioners of the
Ada County Highway District had approved a request to vacate a
portion of public right-of-way on Harbor Point Drive situated next
to Turnberry Way in The Lake at Cherry Lane No. 2 Subdivision.
Enclosed for your reference is a copy of the ACHD vacation notice
and a portion of the Cherry Lane Village No. 5 Final Plat showing
the area of vacation.
You will recall that the City Council approved the Final Plat of
Cherry Lane Village No. 5 on December 5, 1993. One of the comments
from the City Engineer, Gary D. Smith, P.E., was to vacate this
portion of right-of-way which, by ACHD action, was accomplished
yesterday.
The purpose of this letter is to request that the City Council, at a
regularly scheduled meeting, vote to approve this vacation of
right-of-way and to submit a letter to either me or C.M. Smith,
Chief Right of Way Agent, for ACHD stating that the City has
approved of this vacation. The Ada County Engineer will require
your written approval of the right-of-way vacation before he will
approve the plat of Cherry Lane Village No. 5 for recording.
Your assistance in this matter is greatly appreciated. Please call
if you have any questions.

Kingsford: It has been asked by the Ada County Commissioners
office to table that again while they had time to review that map,
any comments or questions on that? Mr. Forrey met with Commissioner
Bisterfeldt 3 weeks ago and he had advised him at that time that he
would carry that to the rest of the commission, apparently that has
not been done. They asked that it be tabled so they could address
it in their next meeting and give us a letter endorsing or
disapproving of that map. Any other questions the Council might
have either myself or Mr. Forrey on that?

visited a little bit with Paul White today, this is not necessarily
in this phase, but I would like to answer your question on the golf
cart cuts that go across the street between No. 3 and No. 4 T-box,
does your survey show that on the south side of that, that is on
Golf Course property or is that on a lot?
Lee: On the south side?
Kingsford: The Golf Course operator is saying that he was
concerned that it was on a building lot.
Lee: No, its on the Golf Course lot, that is in 4 that you are
talking about. I looked at that with Paul White one afternoon, he
asked me the same question. And we looked at the plat, and that
portion of the fairway lot on the plat does include the access
point, there is kind of a little wheat patch it is fairway or at
least city property.

Tolsma: I think this was tabled because of the access to the
school, we have a letter from them saying (inaudible)
Lee: I talked to Dan Mabe after the meeting last time and reviewed
that access, he didn't have any concerns or requirements for any
further access points.

Corrie: Mr. Mayor, the homeowners association that is going to be
created.
Lee: That is correct
Corrie: And there for the covenants to be enforced.
Lee: I think the homeowners association from previous developments
will allow for. the extension into the Cherry Lane #5.

Lee: The other item was the lot on the corner, at Ten Mile and
Oakmont, it was changed on the plat that we submitted so there is
an 8,000 square foot minimum.

include a 10 foot access easement abutting undeveloped land for
pedestrian access to schools and recreation facilities. I think
that is an excellent, excellent idea. We are getting to many
subdivisions that are being crossed off and kids can't go from one
subdivision to another without going out into the street, so I
think that is an excellent includement for approval. That is going
to take a little time, I would assume. Would you think that would
take time to re-design something like that?
Forrey: Mr. Mayor, members of the Council, Bob Corrie, I do think
that would take time, I'd like to have the School District look at
this layout one more time and help the Developer locate the access.
In the Cherry Lane project they anticipate an Elementary School, it
could north, south, east, west at this particular phase and that
would dictate maybe the access points, so I think it would be good
to take another look at that and let the Developer have time to
meet with the School District and pinpoint one or maybe several
access points for pedestrian through the subdivision.
Tolsma: One Question, you say here on Lot 1 - Block 17 which is
(inaudible)
Forrey: I honestly think it was just an oversight, and it seems
like it is just within a few feet of 8000. It ought to be fixed on
the Final Plat, just so it is noted in the file. I think we've got
one that is just below the minimum. They can make some survey
adjustments there.

Corrie: Mr. Mayor, I move that we table this approval until they
have a chance to meet with Wayne and the Schools to work out this
10 foot access easement, plus all the comments made by Wayne Forrey
and also the City Staff be met, but we are going to table it until
the next time so it will have to be done anyway.

Dear Councilmen:
I have reviewed the application for Cherry Lane Village #5. This
planned development will accelerate the need for Joint School
District No. 2 to construct additional classrooms and/or to
adjust school attendance boundaries. Meridian Schools do not
have excess capacity. Nearly every school in the district is
beyond capacity.
The Meridian School District 'supports economic growth for Idaho
and specifically the district's area, but such growth produces a
need for additional school construction. We ask your support for
a development fee statute on new home construction or a real
estate transfer fee to help offset the costs of building
additional school facilities. If this support is lacking then we
ask that additional residential development be denied.
Residents of the new subdivision cannot be assured of attending
the neighborhood school as it may be necessary to bus students to
available classrooms across the district.
We ask that you assure the developer will provide walkways, bike
paths and safe pedestrian access.
