Location, size of property and existing zoning: This site consists of 2.52 acres and is currently zoned RUT in Ada
County. The site is located at 2600 S. Meridian Road, on the east side of Meridian Rd. (SH 69), north of Victory Rd.
Adjacent Land Use and Zoning:

Applications:
- Annexation & Zoning of 2.52 acres from RUT in Ada County to L-O
- Conditional Use Permit fora 1,504 s.f. addition to the existing veterinary hospital
- Comprehensive Plan Amendment to change the future land use map designation for this site from low density
residential to office
Summary of Proposed Streets and/or Access: The site plan shows 2 existing driveways to Meridian Road (SH 69) that
are proposed to remain (a Variance for 2 temporary accesses to SH 69 has been submitted).
Landscaping: A 35-foot wide landscape buffer is required adjacent to Meridian Road (SH 69); a 5' wide buffer is
required w/landscaping adjacent to vehicular use areas; and parking lot landscaping is required per the standards in
UDC 11-3B.
Comprehensive Plan Designation: Low Density Residential; proposing change to Office
Compliance with UDC: Yes, with DA provisions
History of Previous Actions:
- This property was previously platted in 1985 as Lot 2, Block 1, Volkman Subdivision
- A CUP was approved by Ada County in 1984 for the existing veterinary hospital
- Two cell towers were approved on the site by Ada County in 2005 & 2007
Elevations: Yes
Outstanding Issue(s) for Commission: The UDC (11-3H-4B) prohibits access to SH 69 w/expansion of the use. A
Variance has been submitted for 2 temporary driveway accesses to SH 69, until such time as the remainder of the site
develops. At that time, the existing accesses will terminate and access will be taken from Edmonds Court.
Written Testimony: The applicant submitted a letter in response to the staff report requesting the provisions of the DA
listed in Exhibit B of the staff report be clarified or modified as follows:
- Landscape buffers along the east, south, & undeveloped portion of the west boundary (including the 10' wide
multi-use pathway noted in provision 1.2.e) will not be required with construction of the remodeUaddition to
the veterinary hospital but will be required in the future when the remainder of the site develops. Staff is ok
w/this clarification
- Provision #1.2.g, Exhibit B, requires across-access easement to be provided to the property to the north with
the expansion of the veterinary hospital; applicant requests instead that it be required when the remainder of
the site develops as the ultimate site layout is unknown at this time. Staff recommends the provision remain as
it is only a requirement for an easement; the location of the actual access will be determined at a dater date
when the remainder of the site and the property to the north develops further.
Staff Recommendation: Approval with a DA, per the provisions stated in Exhibit B of the staff report.
