Ten Mile Road, approximately 1/3 mile south of W. Chinden Boulevard. Adjacent Land Use and Zoning: North: Vacant agricultural land, zoned RUT in Ada County 2. East: Ten Mile Road; single-family residential properties and a City park, zoned R-4 3. South: Platted but undeveloped single-family residential, zoned R-8 and rural residential property, zoned RUT in Ada County 4. West: Platted but undeveloped single-family residential, zoned R-8 Application: Rezone of 5.02 acres from R-8 to L-O for a church Summary of Proposed Streets and/or Access: One access point to Ten Mile Road & one access point to Broadbent Drive are shown on the conceptual site plan. Landscaping: A 35-foot wide landscape buffer is required adjacent to Ten Mile Rd., an entryway corridor; a 20' wide buffer is required adjacent to Broadbent Drive; and a 20' wide buffer to residential uses is required along the west & south property boundaries upon development of the site. Comprehensive Plan Designation: Medium Density Residential; however, the future land use categories and their locations on the map are conceptual in nature. The property directly across Ten Mile & the site where a church was previously planned to develop on the south side of Chinden within the Bainbridge development are both designated for public/quasi-public uses such as a church. Therefore, staff does not believe a map amendment is necessary in this case. Compliance with Comprehensive Plan: Yes Compliance with UDC: Yes, with DA provisions History of Previous Actions: - This property was included in the annexation & preliminary plat for Bainbridge Subdivision in 2005. This site was previously designated on the preliminary plat for single-family residential lots. Elevations: No Outstanding Issue(s) for Commission: One access to the site is proposed via Ten Mile Rd., an arterial street & one access is proposed via Broadbent Drive, a collector street. UDC 11-3A-3A requires access to be taken from a local street when available to ensure the safety of motorists entering streets, unless waived by City Council. Access to a local street is not available; however, Broadbent Drive will carry significantly less traffic than Ten Mile Road. Additionally, a goal of the comprehensive plan is to limit access points onto arterial streets. Therefore, staff is recommending sole access to the site be provided from Broadbent. Additionally, the DA for Bainbridge prohibits access to Ten Mile other than the public street accesses approved w/the preliminary plat by ACRD. Written Testimony: The applicant submitted a letter in response to the staff report requesting that access to Ten Mile Road be allowed as shown on the concept plan (see DA provision #1.2.b). Staff Recommendation: Approval with a DA, per the provisions stated in Exhibit B of the staff report. Notes:
