MINUTES OF THE PREVIOUS MEETING HELD MAY 21, 1991:
The Motion was made by Tolsma and seconded by Yerrington to approve the minutes of
the previous meeting as written.

Kingsford: Presented Jerry Payne with a plaque from the City in appreciation for his
nine years of service to the City of Meridian.
Kingsford: Read a Proclamation declaring June 22, 1991 as "Paint the Town Day".
ITEM #1: RESOLUTION #137: RESOLUTION DESIGNATING FIRE DEPARTMENT AS THE LOCAL
EMERGENCY RESPONSE FOR HAZARDOUS SUBSTANCE INCIDENTS WITHIN THE CITY LIMITS:
Kingsford: A RESOLUTION DESIGNATING THE MERIDIAN FIRE DEPARTMENT AS THE LOCAL
EMERGENCY RESPONSE AUTHORITY FOR HAZARDOUS SUBSTANCE INCIDENTS OCCURRING WITHIN THE
CORPORATE LIMITS OF MERIDIAN CITY; AND PROVIDING AN EFFECTIVE DATE.
The Motion was made by Myers and seconded by Tolsma to approve of Resolution #137.

Yerrington: I have a conflict of interest I will be stepping down from this item.
Giesler: Have the issues with the irrigation been worked out?
Kingsford: The issues with regard to the easement on that property, I regard as a
difference between Mr. Fuller and Nampa Meridian and not that of the City. It is
my recommendation that the Council do with this plat what they deem and let those
two entities work that out.
Tolsma: Have the minor revisions for Gary been made?
Eng. Smith: On the sewer and water lines, yes.

increase in the price.

ITEM #3: PRE-TERMINATION HEARING: WATER/SEWER/TRASH DELINQUENCIES:
Kingsford: This it to inform you in writing, if you choose to, you have the right to
a pre-determination hearing at 7:30 P.M. June 4, 1991 before the Mayor and City Council,
to appear in person to be judged on facts and defend the claim made by the City that
your water, sewer, and trash bill is delinquent. You may retain Counsel. This Service
will be discontinued June 12, 1991 unless paid in full. Is there anyone present who
wishes to contest their water, sewer and trash bill?
Jim Hugo: Asked that the Council grant him an extra month for his water, sewer and
trash bill.
Kingsford: That is okay. They are hereby informed that they may appeal or have the
decision of the City reviewed by the Fourth Judicial District Court, Pursuant to Idaho
Code. Even though they appeal the water will be shut off. The amount of the turn off
for this month is $4,896.80.
The Motion was made by Tolsma and seconded by Myers to approve of the turn off list
with the exception of Mr. Hugo.

The decision of the Meridian City Council on Glenco, Inc. request
to vary fro^ the city street light ordinance is that street
lights are to be installed at each intersection. To satisfy this
require~ent it will be necessary for Glenco to install a street
light at each of the following intersections:
- S.E. 5th Way and E. Kingsford Drive
- E. Kingsford Drive and E. Antigua Drive
- E. Antigua Drive and E. Linkershi^ Drive

At the recent public hearing, the Meridian City Council approved the Meridi-
an Greens II subdivision. The project was approved subject to connecting
the proposed extension of Kingsford Road to Mesa Way in the Kachina Es-
tates Subdivision.
Based on this recommendation, the Highway District will proceed to cause
the connection of the two roads. An easement has been reserved for the
future extension of Mesa Way. ACHD will exercise its rights and secure the
right-of-way.
Negotiations with the developer will address the costs and financing of the
improvements. The road will be ompleted prior to
~ the acceptance of the
third phase of Subdivision.

In regards to Lots 1 and 2 Block 7 of Meridian Greens Subdivision,
Unit #2, N & D Constriction and C.K. Construction agree not to
ask for Sewer and Water service or hook-up to these lots until such
time as Sewer and Water has been accepted by the City of Meridian.
These homes will not initially be used or for sale for residential
purposes, they will be model homes with our offices in the garages.
We appreciate your cooperation in issuing a building permit prior
to completion of the subdivision.

TIM£ TABLE FOR SUBMISSION:
' A request for preliminary plat approval must be in the City Clerks possession
no later than three days following the regular meeting of the Planning and
Zoning Commission.
' The Planning and Zoning Commission will hear the request at the monthly
meeting following the month the request was made.
After a proposal enters the process it may be acted upon at subsequent monthly
meetings provided the necessary procedures and documentation are received
before 5:00 P.M., Thursday following the Planning and Zoning Commission action.
