I might add a little bat to Erwin's problem then^e, which I have worked on his sewer before. If the line goes to the south, if his field drain does fail, he's looking at 400 foot of line. If Joe's line is right out in front it would be real easy to hook on. I think EPA says that if any field drain fails within 300 foot of the City sewer line then it has to be hooked on to it. Kingsford: I think they^e is some latitude in that Central District Health r^uling. They may but I don't believe they have to. That is a good point. The main thing, the objective of a tr~mk line is not necessarily to serve all the property it is to make all the property serviceable. In looking at that in terms of dollars, if you guys are not interested at this point in fronting any of it, I would suggest to the Council that we heavily consider the orange. Bob Flat en: I am a property owner het^e directly north of the slough. I have fifteen hundred twenty feet of frontage to this proposed development to the Peter^son property. I don't live there but I do own the proper^ty there. I have seventeen other^ rentals in the Meridian area. I have not been contacted by the City of Met^idian on this development or in another development that MT^. Dennis Baker^ is putting in on Rdkins Lane right now and I'm a pr^o per^ty owner then^e as well. I'm a little frustrated abo~.rt not being contacted on this issue. Discussion. (Tape on file? Turnbull: When I was in with the final plat approval, there was a condition attached to Gary and Jack being able to sign off that we have a licensing agreement with the Hureau of Reclamation on drainage. Rt that time, we had submitted all of ottr calculations on the drainage to Nampa Meridian Irrigation District, who is licensed with the Bureau of Reclamation. Our information was in order brtt it took them a while to get the appr^oval fr^om them. We do have that approval now, but the Bureau of Reclamation will not enter^ into a licensing agreement with the developer or the owners association. They pr^efer to do it with ACRD. I' m her^e to asir for Council approval to let Gary and Jack sign our plat off so we can get moving on to the County Engineer so we can get the plat filed. Meridian Schools does not have excess capacity. Nearly every school in the district is beyond capacity. The Meridian School District supports economic growth for Idaho and specifically the district's area, but such growth produces a need for additional school construction. We ask that planning and zoning officials assist the district in obtaining support for a development fee statute on new home construction to help offset the costs of building additional school facilities. We also ask that the same support for school bond issues be required from developers and other interests seeking planning and zoning approval for residential projects. if this support is lacking then we ask that additional residential development be denied. School bus service may be restricted if adequate turnarounds and loading areas are not provided. Residents cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. All storm water discharges to these drains require a permit from Reclamation. This is our first opportunity to review this project. We don't have any drainage plans or calculations to base a review on. Tres- pass drainage structures installed in this development's first phase have not been resolved. We don't know the relationship of No. 2's drainage to these installed trespass structures. we'd also like to know if there are later phases planned. If so, we can include them in our review and issue one permit. We request final plat approval be withheld until the overall storm water runoff design is reviewed by Reclamation and Nampa-Meridian Irrigation District. Assuming BMP infiltration/detention and treatment satisfactory to Reclamation and the Nampa-Meridian Irri- gation District, Reclamation can then issue a discharge permit.
