Brighton appreciates staff review of this zoning application for the Bainbridge Church
Subdivision and the recommendation for approval of L-O zoning of the property.
The application for the zoning change was submitted after consultation with church officials and
their architects and pre-application meetings with City and ACHD staff. Site layouts were
proposed and reviewed with close consideration of all design aspects, including the building site
plan, parking requirements, internal circulation and access points.
Brighton is concerned with Staffs recommended condition on page 4 that states:
"... as a provision of the rezone in the development agreement that direct access to Ten l~le
Road be prohibited and sole access to the site be provided from Broadbent Drive. "
As previously stated, access for the church site is a key design consideration required to
accommodate the parking and internal access to the facility. Denial of access to Ten Mile Road
would render the project unfeasible. This project is very similar to the recently approved church
project in Paramount at Meridian and Producer, which was approved with access to Meridian
Road. In our discussions with ACRD staff on this application they have indicated that they will
support access to Ten Mile Road consistent with the site plan submitted when that development
application comes forward. Like the Paramount Church Plat, they did not see a problem with
direct access to Ten Mile Road as long as appropriate driveway designs and separations are
followed and appropriate setbacks are provided (see ACHD's Staff Report dated August 5, 2009).
Brighton respectfully asks the City to grant the access points as requested. We agree with all
other conditions of approval
