RE: Treasure Valley Veterinary Hospital -Response to Staff Report
Dear Ms. Watters,
We are in receipt of the Treasure Valley Veterinary Hospital staff report and have a few
comments and clarifications that we would like included. We concur with staff's the conditions
of approval identified within Exhibit B with exception of the following Items:
1. We would like to provide clarification to Exhibit B to indicate that the landscape
buffers along the easterly, southerly, and undeveloped portion of the westerly
property boundary will be not be required with construction of the Treasure Valley
Veterinary Remodel/Addition project; but will constructed at a future date when the
balance of the site develops.
2. Clarification needs to be provided to Item 1.2.e of Exhibit B. Our suggested
language reads: "A 10-foot multi use pathway is required to be constructed within a
public use easement along State Highway 69, per UDC 11-3H-4C.4. The portion of
the pathway and easement that is adjacent to the veterinary hospital
remodel/expansion project shall be constructed at this time. The remaining
easement and pathway improvements to the south shall be constructed at a future
date when the balance of the site develops."
3. Item 1.2.f, Exhibit B - A variance request has been submitted to the City to request
approval of the existing full access points as "temporary" full access points. All
access to State Highway 69 will be closed upon future development of the site that is
above and beyond the proposed veterinarian hospital remodel/expansion project.
4. Item 1.2.g, Exhibit B - We request that this condition be modified to be reflect the
cross-access condition required from the adjacent property to the north. Our
suggested language reads: "The applicant shall provide cross-access to the parcel
to the north (parcel #8907145002) for interconnectivity. A copy of said access
easement shall be submitted to the Planning Department with the Certificate of
Zoning Compliance application for any future use; excluding the remodel and
expansion of the Treasure Valley Veterinary Hospital." The reason for postponing
the easement dedication is that the owner does not have plans to develop the entire
site at this time, and easement dedication would be too much uninformed
commitment to an known site layout. Future lot line locations, access roads and
uses are yet to be determined. We propose that the easement be granted when the
balance of the site develops.

5. Item 2.1 - We wanted to clarify that our plan to is to sewer the new facility by
constructing a 4" sewer service from the terminus point of the existing 8" sewer main
along 'the easterly right-of-way of Highway 69 as show on the Conditional Use Site
Plan. We are not proposing sewer main construction; thus, sewer easements will
not be required. We have discussed and received concurrence from Scott Steckline
of the Public Works Department regarding this clarification.
