RE: Concerns about pressure irrigation for new residential
development.
Dear Gary:
I want to thank you for the opportunity to discuss the pressure
irrigation ordinance for new development in Meridian. Because you
are looking into alternatives to the installation of pressure
irrigation systems I thought it would be appropriate to put my
concerns in writing:
I. SEPARATE UTILITY
My first concern is the installation of a complete and
separate utility that has to be installed by developers and
the resulting operation and maintenance requirements. I think
it wise to limit the number of utilities that are installed
from a cost and maintenance perspective.
II. OPERATION b MAINTERABCE PROBLEMS
From a practical perspective and my own previous experience,
it is extremely difficult to find homeowners who are willing
to manage and operate a system such as is required. Very few
have interest in the responsibility of operating and managing
such a system. This would put an even greater load on
developers to ensure the system.
III. LACK OF UTZLIZATIOH
I question how many would actually use such a system. In a
conversation with Plorm Fuller of Meridian Greens Subdivision,
he stated that 1/3 of the homeowners in the subdivisiop are
not using the system even though they have very large lots.
When they find out they can't all use it on Saturday morning
I think some would stop using it completely.
IV. LACK OF STANDARD CONSTRUCTION SPECIFICATIONS
Another concern is the lack of standard construction
specifications Ear these systems. At the present time the
City has a vide range of quality in the systems being
constructed. This will affect the operational life and
maintenance of these systems.
V. LACK OF IRRIGATION HATER
Over time, as development increases, it will be inevitable
that irrigation water delivery will become more difficult and
certain properties will not have irrigation water available
which could necessitate the use of well water. Therefore I
feel it would be vise to size up the City water system to
handle irrigation demand.
VI. POTENTIAL CITY MAINTENANCE b LIABILITY
Finally, I feel the City could be building themselves an
ongoing maintenance headache that I don't feel the City
desires to assume and I also feel there could be some
potential liability because of cross connection between the
City water system and these pressure irrigation systems.
In conclusion, I rould hope that the City would consider an
alternative to the pressure irrigation systems such as a cash
reserve for City water system development. I do feel though that
this should not exceed 5200 per lot since the present single family
hook up is 5465. With a total of 5665 the City should be able to
reserve adequate capital to develop City water wells that would
provide the additional rater required for irrigation of subdivision
lots.

Y.eview of Annexation Descriptions

We have reviewed the two descriptions, marked Exhibit B and C respectively,
as furnished to you under date of December 30, 1974, by Mr. Earl L. Harmon and ;•rhich
you for*.aarded to us on 1`•iarch 1.2, 1975. Zt is our opinion that the descriptians prob-
ably cover the intent of the areas being requested for annexation but in actuality
they fail to make the necessary "calls" as are normally included in a description.
For instance, in the second paragraph of Exhibit C, we believe that it ~:~ou1d
better describe the property if it used language similar to the fol]_owing:
"Beginning at the one-quarter corner common to Section 5 and 6, T 3 N, R 1. E,
B.Pi., Ada County, Idaho, said point being the TRUE POINT OF BEGIDIIvING;
thence running S. 89°OS' Gl. a distance of 1322.10 feet along the Fast and
?lest one-cuarter line of said Section 6 to the Northeast corner of the NF7 1/4 of the
SE 1/4 of said Section 6;
thence running S. 0°07' E. a distance of 654.51 feet along the Easterly
boundary of the said iv?S 1/4 of the SE 1/4 of Section 6 to the Southeasterly corner
of the PI 1/2 of the said ~II1 1/4 of the SE 1/4 of Section 6;
thence running S. 89°20' id. a distance of 1322.03 feet ..."
It would be desirable on all. future annexation descriptions for the descrip-
tions to be signed by the engineer or land surveyor vrho prepared them. In that ,ray,
we could have called the person to discuss the necessary changes we are suggesting to
be incorporated in the descriptions before they are used in an annexation description,
all at a savings in time to everybody involved.
