OPERATIONAL PLAN AND PRELIlVIINARY ENGINEERING FOR WELL 23
CITY OF MERIDIAN
This Scope of Services is for Professional Services between Murray, Smith & Associates,
Inc. (MSA) and the City of Meridian (City). Task Order No. 0770a shall be for professional
engineering services to develop an operational plan and provide preliminary engineering
work at Well 23. Task Order shall be in accordance with the MSA Master Agreement for
Professional Services dated June 18, 2007.
Background
Uranium has been detected at levels at Well 23 that exceed the 30 pazts per billion (ppb)
MCL established for uranium in the Radionuclide Rule. Because of these high uranium
levels, the City has requested that the status of Well 23 be changed to "emergency" with the
Idaho Department of Environmental Quality (IDEA). This will allow the City to utilize the
facility as a redundant source in case of an emergency situation such as the failure of another
well or under fire conditions.. The City wants to be able to have the well turn on (in an
automated manner) if pressures in the system drop to critical levels. In order for the well to
be operated off of pressure, IDEQ is requiring that an addenda to the current Well 23
Operations Manual be created that cleazly defines how the well will be controlled. This
operations manual will require IDEQ review and approval.
MSA, under a sepazate scope of work provided a preliminary evaluation of alternatives to
assist the City in determining what could be done with Well 23 in terms of potential
improvements and operations. One of the recommendations of that report was that a
hydrogeology evaluation be completed to assess the potential for Aquifelr Storage and
Recovery (ASR) or drilling a new well at that location. The hydrogeology report has
subsequently been completed, which recommended drilling a new deeper well at the Well 23
site that could be mixed with the existing Well 23 water in order to lower the blended water's
uranium level below the MCL. The City has subsequently requested MSA revise the Well
23 Alternatives evaluation to include the findings of the hydrogeology report and to provide
a cost estimate for implementing the blending option at Well 23. A .description of the scope
of services is included below.
SCOPE OF SERVICES
Task 1-Prepare Operational Manual Addenda for Well 23
MSA will work with the City to create a document that can be inserted into the existing Well
23 Operations Manual. The City Water Department has requested that a flowchart type
figure be created in addition to the written plan for use by operations and maintenance staff.
Coordination with DEQ to ensure that the proposed plan addenda will meet with approval
will also be conducted.

Assumptions
Up to three (3) iterations of draft plan submittals with IDEQ are included in the budget. Up
to two (2) meetings with City staff is included in the budget.

MSA will incorporate the conclusions from the May 2009 hydrogeology report into the
eazlier generated memo. The hydrogeology report recommended that a new well be drilled
at the Well 23 site and blended with the existing well water to effectively lower the Uranium
concentrations. A description of the proposed blending system as well as the operations
required to control the facility will also be identified. There may be several options for
blending and controlling Well 23 and the proposed well, pazticulazly due to the existing
variable frequency drive (VFD) on Well 23. MSA will generate order of magnitude costs to
for implementing blending at Well 23.Other options and planning level costs to convey Well
23 water to the proposed reservoir site will also be identified for comparison purposes. Some
verification of the quantity of water that can be conveyed from the Well 231ocation will also
be conducted using the City's hydraulic model and results will be incorporated into the
memorandum.
Correspondence with IDEQ is included in this task to ensure that in general, the equipment
and controls proposed will meet with regulatory acceptance. It is anticipated that this will
require a number of email and phone correspondence as well as one or more face to face
meetings with IDEQ. There is some precedence for inline mixing at other Idaho utilities,
that examples will be leveraged where applicable when dealing with IDEQ.
Two on-site meetings with City staff aze anticipated with this task. The first will be
conducted to provide information on the proposed equipment and controls required.
Comments and other ideas will be incorporated into the evaluation after the meeting. A fmal
meeting to discuss the revised draft memorandum will be conducted with City staff at the
conclusion of the project.
Assumptions
Planning level construction cost estimates will be developed for blending as well as piping
the water to the proposed reservoir site for blending at that location (potentially with a new
well at that site). No other alternatives will have costs developed at this time. City staff will
provide the hydraulic modeling verification on Well 23 distribution/transmission capacity.

BUDGET
The overall not-to-exceed budget for this task is shown in Table 1. The work will be billed
on a tune and expenses basis under the terms of the MSA Master Agreement for Professional
Services using the current billing rates from the 2009 Schedule of Chazges. The total budget
shall not be exceeded without written authorization.

TIME OF PERFORMANCE
MSA will make every effort to complete the work in a timely manner; however, it is agreed
that MSA cannot be responsible for delays occasioned by factors beyond its control, nor by
factors that could not reasonably have been foreseen at the time this Task Order was
executed.
