City Clerk Niemann administered the Oath of Office the the newly elected officials.
Kingsford: We need to elect a Council President.
The Motion was made by Myers and seconded by Giesler to elect Ron Tolsma as Council
President once again.

Kingsford: Next we need to make appointmients for the next two years.
Mr. Yerrington in charge of Sewer Department, Mr. Giesler the Police Department,
Mr. Myers the Fire Department and QRU and Mr. Tolsma the Water Department.

ITEM #4: PRE-TERMINATION HEARING WATER/SEWER/TRASH DELINQUENCffi:
Kinsford: This is to inform you in writing, if you choose to, you have the right
to a predetermination hearing at 7:30 P.M. 1-2-90 before the Mayor and City Council,
to appear in person to be judged on facts and defend the claim made by the City that
your water, sewer, and trash bill is delinquent. This service will be discontinued
1-10-90 unless paid in full. Is there anyone present who would like to contest
their water, sewer, trash delinquency? No Response.
They are hereby informed that they may appeal or have the decision of the City reviewed
by the Fourth Judicial District Court, pursuant to Idaho Code. Even though they appeal
the water will be shut off.

this afternoon about an issue that is pending before the City for sometime, both sides
of that complaint are present and we will hear testimony from each one.

WHEREAS, the City Council and the Mayor of the City of
Meridian have concluded that it is in the best interest of said

of the Idaho Department of Transportation
Section 3: That the City Clerk shall cause one (1) copy of
the legal description and map which shall plainly and clearly
designate the boundaries of said property, to be filed with the
Ada County Recorder, Ada County Assessor, and the State Tax
Commission within ten (10) days following the effective date of
this Ordinance.
Section 4: This Ordinance shalt be in full force and
effect from and after its passage, approval and publication as
required by law.

Use Permit for Sandy Braden.

ITEM #3: PUBLIC HEARING: REQUEST FOR CONDITIONAL USE PERMIT BY TERRY MOORE.
Kingsford: i will open the Public Hearing, being no response from the public the
hearing was closed.
Giesler: I had a question on the Findings, Item #11 there was soave concern about fumes
being spread over to the houses. Even if they have the painting inside, wouldn't there
still be a possibility of the fumes getting out.
Crookston: I haven't researched the distribution of air flow. That was the idea that
whatever the distribution of fumes is required so that the structure would meet those
regulations was the intent.
Myers: Normally not much odor comes out.
The Motion was made by Myers and seconded by Morrow to approve the Conditional Use Permit
for Terry Moore. Myers with drew his motion and remotioned.
The Motion was made by Myers and seconded by Tolsma to approve the Findings of Fact and
Conclusions of Law for Terry Moore.

ITEM #4: PUBLIC HEARING: REQUSSrT.:FUR-AAID~.XATZON & ZOLifN6 W/~~~ US& PERMIT
BY SCHULTZ ~ OLSON:
Kingsford: At this time I will open the Public Hearing, being no response the Public
Hearing was closed.
Tolsma: I have a question on this letter we got from Central District Health, in the
Findingsof Fact and Conclusions of Law.There was discussion on the chemical toilet.
Dale Ownby: No Problem w/ACRD Request. All the abutting roads that did not have a
major overpass or access to the freeway, should have had a culaiesac. Property owner
is very willing to go along with what the Highway District has here.
Kingsford: I would certainly think that would be a requirement of the City to for
emergency vehicles.
Giesler: Were they going to gravel that lot or pave it.
Ownby: At some point and time it would be paved but initially ft will be gravel.

Morrow: As a City, basically if we approve an annex and zone and grant the conditional
use permit for this project we have a piece of property that sits out here all by itsself
it terms of us providing fire and police protection. I wonder if that's a good deal for
us from the standpoint of liability position that we are in.
Kingsford: We do have an urban service planning area and this is in those boundaries.
There was further discussion.
Bowers: We do have property over there now, but it does add to the response time but so
far it hasn't been a problem.
Myers: Maybe we ought to do something like you were talking about, looking into the
possibility of a program to start annexing all that land that's in between there.
Kingsford: We need to really start considering squareing up the City limits.
Myers: Maybe we ought to start with some of that land that's in this land lock.
Kingsford: I agree.
Myers: I think it is a little far out, however if we could develop some kind of plan
or something we could see in the future that's going to move us that direction in between
and get all that land in between to get the sewer and water out there that might be a
much better operation.
Kingsford: In terms of the zoning aspect, I think it's better that what you see
in many city's. The freeway exposure is a reasonable place to have that kind of
exposure, it's not heavily populated.
Tolsma: Where there is noone living there that has a bearing on the fire protection
& police protection. As far as quick response there should be minimal exposure
of that.
Morrow: It would seem to me that in terms of developing some sort of philosophy
with this particular parcel that maybe we would be better off philisophically not to be
adopting small things like this that stick out by themselves. The minute that Eagle
Raod is any where close to being completed and that interchange is claw to being done
we are going to be serviceing a whole bunch of that property by way of annexation and
zoning, and maybe in the particular case of that parcel maybe this is just twelve months
early.
Giesler: I have a question for Chief Gordon, the safety factor for mobile homes at that
intersection, getting them in and out of there, do you see any problems there.
Chief Gordon: At the present time I don't see sny problems there.

ITEM #5: WARD SINSEL, PRESIDENT OF THE IDAHO MANUFACTURED HOME OWNERS FEDERATION:
Ward Sinsel: This is concerning over here at Cherry Lane, this all started about 6 months
ago, the first part of January and we are really back to square one, the City Ordinance
of Meridian states in there and the newspaper stated in there that there was three
violations, this was June 5th in the local paper. If the City has an Ordinance why
hasn't it been inforced by now, why should the poor lady sit there in aggravation for
6 months and still don't know where she's at today. Is there any particular reason
why nothing has transpired.
Kingsford: What we are talking about is the mobile home in Cherry Lane Mobile Home
Court.
Sinsel: Number one the setback was wrong, charoal fire hazard, the street assessment on
it was to close between two units and when you went out and inspected it, they new at
the time it was wrong. How come it's taking so long. To me if you have the Ordinance
on the book it should have been enforced within the next two or three days.
Kingsford: When .the Mobile Home Operator notified of that he sent us a letter expressing
the lady's desire to move it, that she was going to leave. After that time we got a letter
from her saying that she would like to remain there and be in a proper space. Where ao
we stand with that now Wayne? That's just happened over the last month and a half.
Crookston: On Council's motion, I believe she said she was going to leave by December 20th.
The Council had granted her permission to remain there not making her move twice.
Sinsel: But after the 20th if she doesn't move then will there be legal action taken
against the park owner.
Crookston: Then there would have to be Council direction as to how they wanted to proceed
on it.
Sinsel: Because like I say, it's been way to long, all this should have been done within
a week's time of the violation.
Kingsford: Realisticly the Building Inspector should have never let this be moved
in.
Morrow: On the other side of the coin, the Building Inspector that we had at that time
did not make an inspection there nor was there a permit taken out.
Kingsford: The permit was taken out after it was already placed.
Sinsel: So it was a violation of theirs. So since it was inspected it should have been
taken care of at that time. It shouldn't have been allowed in the court.
Morrow: It's awful tough for him to make an inspection if the people don't take out a permit
and he doesn't know it's being done. Obviously when the permit vas taken out it was after
the fact.

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of
the City of Meridian and the laws of the State of Idaho,
that the Planning and Zoning Commission of the City of
Meridian will hold a public hearing at the Meridian City
Hall, 33 East Idaho Street, Meridian, Idaho, at the hour of
7:30 o'clock p.m. on November 14, 1989, for the purpose of
reviewing and considering the Application of William L.
Schultz and Shirley Schultz and William H. Olson and JoAnn
Olson for annexation and zoning of the N 1/2 N 1/2 SE 1/4 SE
1/4 Section 18 Township 3 N., Range 1 E., BM., Ada County,
Idaho lying South of the Right-of-Way boundary of Interstate
I-84 North. Also all that portion of Interstate I-84 lying
North of the above described property; that the Application
requests annexation and Commercial (C.G.) zoning; that the
Application further requests a conditional use for a new
mobile home sales lot on the zoned C.G. Commercial property.
The Applicant proposes to develop the property for display
and sale of manufactured homes; a more particular
description of the above property is on file in the City
Clerk's office and is available for inspection during
regular business hours.

Chairman Johnson: Is there a representative present, please come
forward and be sworn by the Attorney.
Dale Ownby, 1195 East Overland, Meridian, vas sworn by the
Attorney.
Ownby: This is a unique piece of property. There is approximately
45 feet of frontage on Locust Grove Road and it ridens out to a
point of 95 feet wide, as the application indicates he plans on
putting modular homes are here for sale. Aa far as water and
sewer, these modular homes not being permanent probably would use
one of these chemical toilets for any use of their customers or
sales people. Assume in time we would probably drill a well. It
was dust fenced about four years ago. The property does not have
a water right.
Shearer: Ie this contiguous with our existing City limits.
Ownby: Yes, it is. Property zoned Commercial on the North aide
of the street.
Shearer: Why did you want to annex into the City of Meridian.
Ornby: They said that's completely up to the City.
Crookston: What's the access to the property for emergency
vehicles.
Ownby: It would be-the 45 ft. along Locust Grove. chat Mr. Olson

FACTS & FINDINGS:
1. William H. & JoAnn Olson request annexation and a conditional use per-
mit for a mobile home sales lot on property located on Locust Grove
adjacent to the south side of I-84.
2. Locust Grove Road has 50-feet of right-of-way (66-feet is required) and
is improved with 20-feet of paving. There is no public turnaround area
where the street butts up to the edge of I-84.
SITE SPECIFIC REQUIREMENTS:
1. Provide a public roadway easement for a 50-foot radius cul-de-sac from
the centerline of Locust Grove abutting parcel.
2. Provide a deposit to the Public Road Trust Fund for 1/2 of a cul-de-sac
at the end of Locust Grove abutting parcel.
STANDARD REQUIREMENTS:
1. Maintain drainage through the borrow ditch (culvert may be required).

regarding the requirements to obtain a permit, please contact Quality

3. A request for any modification, variance or waiver of any requirement

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of
the City of Meridian and the laws of the State of Idaho,
that the City Council of the City of Meridian will hold a
public hearing at the Meridian City Hall, 33 East Idaho

The, above entitled annexation, and zoning and conditional
use application having come on for consideration on November 14,
1989, at the hour of 7:30 o'clock p.m. on said date, at the
Meridian City Hall, 33 East Idaho Street, Meridian, Idaho, and
the Commission having heard and taken oral and written testimony
and the applicants appearing and having duly considered the
matter, the Planning and Zoning Commission makes the following:

prior to the said public hearing scheduled for November 14,
1989, the first publication of which was fifteen (15) days prior
to said hearing; that the matter was duly considered at the
November 14, 1989 hearing; that the public was given full
opportunity to express comments and submit evidence; and that
copies of all notices were available to newspaper, radio and
television stations.

2. That the property included in the application for
annexation, zoning and conditional use is described in the
application, and by this reference is incorporated herein; that
the property is approximately 1.55 acres in size; that it is a
long narrow strip of land with irregular boundaries; it has
forty-five feet of frontage along Locust Grove Road; it is 45
feet wide at its narrowest point and 95 feet at its widest point
and is 1,320 feet long; it is on the south side of Interstate I-
84 and is west of Locust Grove Road.
3. That the property is presently zoned by the
county as AP-2 and is used for pasture; the proposed use would
be for General Retail and Service Commercial (C-G) with a
conditional use permit for a modular and pre-fabricated home
sales lot.
4. The general area surrounding the property is used in
a agriculturally fashion with a kennel in the area also; the
property to the immediate west is also agriculturally used but
generally west is being developed industrially; the property to
the north is Interstate I-84 and across the freeway are
residential areas with a minimum lot size of one acre.
5. That the property is adjacent and abutting to the
present City limits across the freeway but is not abutting at
any point south of the freeway.
6. The Applicant, Schultz, is the owner.

8. That the parcel of ground is included within the
Meridian Urban Service Planning Area as the Urban Service
Planning Area is defined in the Meridian Comprehensive Plan.
The parcel is included in the area designated by the
Comprehensive plan as the Mixed-Use Area between I-84 and
Overland Road.
9. That the Application requests that the parcel be
annexed and zoned as General Retail and Service Commercial and
requests a conditional use permit to allow a pre-fabricated and
modular homes sales facility.
10. That if the land were annexed at this time the City
would be obligated to provide, at a minimum, police and fire
protection services.
11. That the property cannot be serviced with City water
and sewer at this time and such are not available. If annexed
the parcel would have to connected to City sewer and water when
they become available pursuant to the Ordinances of the City,

Health may submit comments and such shall be incorporated herein

13. That the City Engineer and irrigations districts may

14. That the (C-G) General Retail and Service Commercial
district is described in the Zoning Ordinance, 11-2-408 B. 9 as

(C-G) GENERAL RETAIL AND SERVICE
COMMERCIAL: T e purpose of the C-G)
istrict is to provide for commercial uses
which are customarily operated entirely or
almost entirely within a building; to
provide for a review of the impact of
proposed commercial uses which are auto and
service oriented and are located in close
proximity to major highway or arterial
streets; to fulfill the need of travel-
related services as well as retail sales for
the transient and permanent motoring public.
All such districts shall be connected to the
Municipal Water and Sewer systems of the
City of Meridian, and shall not constitute
strip commercial development and encourage
clustering of commercial development.
15. That 11-2-409 C. allows Sales lots only under a
conditional use permit in the C-G zone.
16. That proper notice was given as required by law and
all procedures before the Planning and Zoning Commission were
given and followed.
17. That the Applicant has requested a conditional use
permit and submitted the names of personas owning property
within 300 feet of the external boundaries of the property;
That the applicant is not required to have a petition signed by
75% of those personas since the land is not contained in a
residential district.
18. That there was testimony that indicated that no
building or sign or any other type of construction or structure
of any kind could be located within 20 feet of the boundary line

between the Interstate and the parcel in question.

19. That there was on person, Richard Robertson, appearing
at the hearing and he voiced concern as to how his own property
would be able to drain and whether there would be raising of the
land level on the subject parcel; his other concerns were over
the irrigation is the area and how the property would be fenced.
20. That there was also concern of the amount of space
that was available for turn around purposes at the north end of
South Locust Grave Road.
CONCLUSIONS
1. That all the procedural requirements of the Local
Planning Act and of the Ordinances of the City of Meridian have
been met; including the mailing of notice to owners of property
within 300 feet of the external boundaries of the Applicant's
property.
2. That the City of Meridian has authority to annex land
pursuant to 50-222, Idaho Code, and pursuant to 11-2-417 of the
Revised and Compiled Ordinances of the City of Meridian; that
exercise of the City's annexation authority is a Legislative
function.
3. That the Planning and Zoning Commission has judged
this annexation and zoning use application by the standards
contained in Section 50-222, Title 67, Chapter 65, Idaho Code,
the Meridian City Ordinances, Meridian Comprehensive Plan and

4. That all notice and hearing requirements set forth in
Title 67, Chapter 65, Idaho Code, and the Ordinances of the City
of Meridian have been compiled with.
5. That the Commission may take judicial notice of
government ordinances, and policies, and of actual conditions
existing within the City and State.
6. That the land within the proposed annexation is
contiguous to the present City limits of the City of Meridian,
and the annexation would not be a shoestring annexation..
7. That the annexation application has been initiated by
the Applicant and the owners, and the annexation is not upon
the initiation of the City of Meridian.
8. That since the annexation and zoning of land is a
legislative function the City has authority to place conditions
upon the annexation of land pursuant to 67-6512, Idaho Code,
and Section 11-2-418(D) of the City Zoning Ordinances.

comply with the Ordinances of the City of Meridian and in
particular Section 11-9-616 which pertains to development time
schedules and requirements; that the Applicant, at his own cost,
will be required to connect to Meridian water and sewer when
they become available; that the property will be subject to Site
Planning Review; that the property will be subject to the
requirements of the Ada County Highway District, the Central
District Health Department requirements, the Nampa & Meridian
Irrigation District, and the comments of the City Engineer.

10. That proper and adequate access to the property is
available and will have to be maintained; that sufficient turn
around space will have to be constructed on Locust Grove Road
adjacent to the parcel.
11. That at the hearing the applicant agree to construct a
waste ditch so that the Robertson property could be adequately;y
drained and such waste ditch is a requirement.
12. That since the Applicant's property is in the Mixed
Use Area between the Interstate and Overland Road as designated
in the Comprehgnsive Plan, the annexation and zoning
Application is in conformance with the Comprehensive Plan and
does not conflict with the Rural Areas policies.
13. That it is concluded that the annexation and zoning
would be in the best interests of the City of Meridian.
14. Therefore, based on the Application, the testimony and
evidence, these Findings of fact and Conclusions, and the
Ordinances of the City of Meridian, it is ultimately concluded
that Applicant's property should be annexed and zoned as
requested; that the conditions should be those stated above and
other conditions to be explored at the City Council level; that
such annexation would be orderly development and reasonable if
the conditions are met.

Commission and the City Council shall review applications for
Conditional Use Permits; that upon a review of those
requirements and a review of the facts presented and the
conditions of the area, the Planning and Zoning Commission
preliminarily concludes as follows:
a. The use, would in fact, constitute a conditional
use and a conditional use permit is required 6y
ordinance.
b. The use would be harmonious with and in
accordance with the Comprehensive Plan but the Zoning
Ordinance requires a conditional use permit to allow
the use.
c. The use apparently would be designed and
constructed, to be harmonious in appearance with the
intended character of the general vicinity.
d. That from a zoning standpoint, the use should not
be hazardous nor should it be disturbing to existing
or future neighboring uses.
e. The property does not have sewer and water
service available and such will have to be provided on
site; however when the sewer and water becomes
available the property will have to be connected as
required by the Ordinances of the City of Meridian.
f. The use would not create excessive additional
requirements at public cost for public facilities and
services and the use would not be detrimental to the
economic welfare of the community.
g. The use would not involve a use, activity,
process, material, equipment or conditions of
operation that would be detrimental to person,
property or the general welfare by reason of excessive
production of traffic or noise.
h. Sufficient parking for the property and the
proposed use must be provided.

Dale Ornby, 1195 East Overland, Meridian, vas srorn. by the
Attorney.
Ornby: This is a unique piece of property. There is approximately
45 feet of frontage on Locust Grove Road and it ridene out to a
point of 95 feet ride, as the application indicates he plans on
putting modular homes are here for sale. As far as rater and
sever, these modular homes not being permanent probably could use
one of these chemical toilets for any use of their customers or
sales people. Assume in time re could probably drill a rel L It
ras dust fenced about four years ago. The property does not have
a water right.
Shearer: Is this contiguous rith our existing City limits.
Ornby: Yes, it is. Property zoned Commercial on the Horth side
of the street.
Shearer: Mhy did you rant to annex into the City of Meridian.
Ornby: They said that's completely up to the City.
Crookston: Nhat's the access to the property for emergency
vehicles.
Ornby: It could be the 45 ft. along Locust Grove, what Mr. Olson
proposed to do could be to set a ner fence back probably anyrhere

from 50 to 100 ft. back off of Locust Grove so that the 45 foot
plus the 60 foot road would be adequate for 60 & 70 foot trailers
to be pulled in.
Crookston: What's the closest property on the south side of the
freeray.
Ownby: It would be the E1 Paso Natural Gas Company.
Rountree: We haven't received any comments from the Ada County
Highway District yet, but I anticipate them having the same
concerns I have and that's there is not enough room dorn at the end
of Locust Grove to turn around, it looks like there needs to be a
T-type turn around or a minimum of 40 or 50 foot radius type
turning circle at the end of the street in order to accommodate
Ornby: I think that would be taken care of by that somewhere
betreen 50 and 100 feet setback back into the property so that any
customers, clients or emergency vehicles, it would be very easy.
Rountree: There is also a comment from the Nampa Meridian
Irrigation District, I couldn't tell by looking at the parcel about
any irrigation that rent through the property. Are there any?
Ornby: No there are none.
Hepper: Mould he be parking the trailers on the grass?
Ovnby: No, the top soil will have to be taken off and gravel put
in.
Hepper: Would that also be sterilized, or the weeds maintained.
Johnson: What kind of signage would you propose.
Ownby: The eignage proposed could be a Bonner Type such as canvas
or a temporary type on each home.
Johnson: Hor about hours of business. Are re talking new and
used.
Ovnby: Hours would be only daylight hours. Primarily new units,
with the possibility of some used.
Johnson: What would you anticipate the total number of units you
could have there.

Ornby: It's 1320 feet long, end you would have to leave something
like 100 feet off the west end and 100 feet off of the east end,
so approximately 1100 feet of useable property to display those.
As high as ten (10) units at one time.
Crookston: Modular Home are we talking mobile homes or pre-
manufactured homes.
Ornby: Pre-manufactured modular homes.
Olson: Manufactured houses, most of these rill be doubles.
They' 11 meet the ner codes of any of the zoning of the new HUD
codes. The footing and foundation rill become a piece of real
property.
Crookston: This is dust a sales operation, right.
Ornby: Strictly sales, no repair.

Richard Robertson, 1495 S. Locust Grove Rd., Meridian, was erorn

Robertson: I have tro concerns, one is the kind of fences that
rill be used around the perimeter and rhen you elevate the ground.
Through my irrigation chat's. going to happen to my piece of
property, because right now everything that I got dumps right into
it.
Johnson: They both run into that ditch.
Robertson: Not on the irrigation.
Ownby: It is not possible for Mr. Olson to use this property for
chat he is proposing rithout raising it up to a level so that no
rater rill come on it.
Rountree: Mhat about the fencing issue.
Ornby: The fence that is there is a barb Tire fence that was put
in sometime in the last six years.

Olson: On the water situation with Mr. Robertson, we'd be glad to
cork rlth him. When re build our base up, I will bring a tractor
over and ditch a small caste ditch dorn to where it flocs to the
waste ditch. I don't think we'd have any problem with crime in
that area. In Caldrell re do have a six foot high fence because
we are in a high crime area. I think barb sire fence would be
enough. We'll be glad to work rith Mr. Robertson as far as the
rater.

Johnson: I rill nor open the Public Hearing, is there anyone who
wishes to testify, being no response the Public Hearing ras closed.
Rountree: I have one comment, it relates to the Kennel definition
#~il. We again get ourselves in confllct with another section of
the Ordlnance, so is there some way to correct this to affect all
other sections.
Shearer: I ras rendering where re came up with 2 doge, normally
they have three in Ada County and Boise before they go into a
kennel permit, isn't it. Why are ve going 10 ft. with a 45 and
9 ft. with the rest of it for the parking. There ras further
discussion on this.

Alidjani: These are about a can and a half bigger. They have a 75 Gallon container.

Alidjani: If they can take care of their can already then they can take care of these

Kingsford: What is the cost of those per unit?
Alidjani: If we buy between 1-100, it's $68.00 a piece.

ITEM #8: HART JENSEN, TbDAY OUTDOOR AVERTZSING:
Jensen: The name of my company is Today Outdoor Advertising, I am the president. We
deal primarily deal with off premise bill-boards along the Interstate System within
the State of Idaho and the State of Oregon. I am going to propose two proposals to
the City, one would be a variance to construct three off premise 12x48 billboards on
I-84 east of the Meridian Kuna Interchange or two addendum to the existing ordinance
allowing premise advertising along with on premise advertising along the interstate
system.
Crookston: I'm not able to comment on this now. The sign ordinance is part of our
Zoning Ordinance which does provide for variances strictly prohibited something I'd
have to look into.

Jensen: I'll go ahead with what I'd like to present here. The proposed property we
are talking about is as I stated is east of the Meridian Kuna Interchange on the south
side of Interstate 84 on some property owned by Kip Decker who is in the process of
purchasing. He has set up a mobile home lot, sales lot within the City. This change
in the ordinance could be a hardship to Mr. Decker. These proposed units do meet all
the criteria as far as the Federal and State Sign Codes. If this proposal could be
accepted by the City, I would be willing to donate one face of this sign on a twelve
month period to the City advertising Meridian.I guess what I'tr, asking is if we could
make an addendum to the existing ordinance someway to allow off premise along with on
premise on the interstate.
Kingsford: This is certainly something that we will want to review.
Jensen: I understand that and I appreciate you taking the time for me.
Kingsford: I think the City Attorney should review this and make recommendation.
ITEM #9: RESOLUTION #137: RESOLUTION AUTHORIZING THE DESTRUCTION OF CERTAIN RECORDS:

UNIFORM PLUMBING CODE OF THE EXCEPTION UNDER SECTION 203 (d) - USE OF COPPER TUBING;

ITEM #10: DEPARTMENP REPORTS:
Eng. Smith: The rebuilding of Meridian Road at this time we are also going to construct
sewer and water lines in that roadway and to facilitate the construction of those lines
I have asked the Ada County Highway District for an agreement between the Cityof Meridian
and themselves whereby they would administer the construction of the sewer and water
lines as far as payment of the contractor is concerned also for the surveying required
to install the water & sewer lines and for testing for compaction of the materials placed
in the pipe trench. I have received a draft agreement. Basically they have a maximum

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of
the City of Meridian and the laws of the State of Idaho,
that the City Council of the City of Meridian will hold a
public hearing at the Meridian City Hall, 33 East Idaho
Street, Meridian, Idaho, at the hour of 7:30 o'clock p.m, on
