Mark Agenbroad, 1871 Jericho Road: I have some site plans to show. We would like to place a portable structure on the property to facilitate church offices, fellowship hall & additional classroom spaces. Kingsford: Were you asking for a permanent placement? Agenbroad: It would be there for a period of time. One of our other options that we are not yet pursuing would be to excavate under the building. Myers: I'd be more inclined to agree on one of those like portable classroom rather than a mobile home. Kingsford: We'd need to be sure that it meets the fire & life safety codes and all the setback requirements. Agenbroad: Of Course. The Motion was made By Yerrington and seconded by Tolsma to table this until the next Meeting. Motion Carried: All Yea: ITEM #7: BID ON PUMP & PUMPHOUSE WELL #12: Eng. Smith: On February 27th we opened bids for construction of the Pump & Pumphouse for Well #12, which is located near the intersection of Cherry Lane Road~and Ten Mile Road. We had three bidders: Bitterroot Construction, The Ealing Co., and Schmidt Construction Co.. Schmidt Construction was the low bidder at $67,166.00, second low was The Ewing Co. at $67,449.54, and Bitterroot was the third bidder. All figures have been checked on all of the bids. Discussion. We submit this request so as to extend the one year time limit between filing of plats following approval of the initial preliminary plat. We request a one year extension. We request this extension because of the possibility of extending a sewer trunk line from the north side of Five Mile Creek, at approximately NW 11th Street, to the east. This would eliminate the need for the planned temporary sewage lift station to serve this subdivision and also to serve the future Meridian Manor No. 8 Subdivision. We have discussed this possibility, in general, with the City Engineer and can see benefits to both the development and the City if a mutual arrangement could be made for this sewer trunk extension. Together with our request for time extension, we also request a meeting with the proper City officials to discuss mutual participation in the possible extension of the sewer trunk. We are anxious to proceed with the development; however, we feel that everyone would benefit if installation of the temporary lift station was not necessary. Thank you for your consideration. Bill Gordon: The Motion was made by Tolsma and seconded by Yerrington to approve the Minutes of the previous meeting held January 2. 1990 as written: Motion Carried: All Yea: ITEM #1: PUBLIC HEARING: PRELIMINARY & FINAL PLAT ON GOLF VIEW ESTATES: Kingsford: For the rewrd, because of a conflict of interest, our attorney will step down and Mr. Jack Riddlemoser will be our counsel on this issue. At this time I will open the Public Hearing, if there is anyone present who wishes to testify please coals forward state your name and be sworn. Dennis Marshall, 1921 Incline Way, was sworn by the Attorney. Marshall: I represent Golf Yiew Estates, our goal is to provide Meridian with a first class subdivision. There will be lots that run 2'~ lots per acre, with a beautifully landscaped burro along Cherry Lane, the minimim square footage is 1700 sq. ft., the homes will start in price from $100.000. up to about $165,000. Kingsford: 74:is is the second time we've heard this, the first time there was an error on behalf of the applicant, the members across Cherry Lane were not notified, so under the law we are having a second hearing. Tolsma: You don't have any problem with any of the comments made. Marshall: No. Kingsford: Being no further testimony to be given from the public the Public Hearing was closed. No response, the Public Hearing is now closed. Tolsma: Does the City Engineer have any comments on this. Engineer Smith: A lift station will need to be installed at the west end of the No.7 subdivision in order to get the sewage to our interceptor, it will have to pumped under ~MERIDIAr CITY COUNCIL JANUARY 16, 1990 PAGE #2 Five Mile Creek and over into No. 6 Subdivision. I am having the developer make provisions so that the lift station can be abandoned at a future time and the line can be extended to the west and into an interceptor that would be extended along the north side of Five Mile Creek. Kingsford: You didn'.t discuss with them about maintaining it? Smith: No. Apparently there has been something set for an agreement between the City and the developer to maintain and operate on a fee bases. Kingsford: It's been the posture of the council the last several years to try to avoid lift stations, and two to have a developer service those. I would encourage that south slough. Giesler: We don't have a representative here from this request? City Clerk: They didn't show up. Smith: Bill Briggs was in to talk about the development plans for ND. 6, which would be the part south of Five Mile Creek, it will, the sewer will drain into Willowbrook. ITEM #4: JERRY NYMAN, ADA OOi7NTY HIGHWAY DISTRICT: IMPACT FEE: Nyman: Simply put the impact is intended to place to cost of expanding capital facilities upon those who create the need for expansion. Hopefully the Commission can consider the impact fee within the next two or three months. Our consultant will be here Jan. 25th at 9:30 for all Public Entity's, and one at 3:00 p.m. for the development industry, you are welcome to attend either meeting. Nyman read a brief summary of the impact fee we are proposing. Kingsford: Thanked Mr. Nyman for coming. We are now in contact with the Bureau of Reclamation concerning any agreements and discussion that we may have to have with them. We have no problem with any of the requirements that have been made by the agencies that replyed. The development is not a new development it's a revision of the preliminary plat that has had five previous final plats filed. The reason for the application for review was to eliminate a bridge that was determined to be undesirable to cross the drain ditch that runs through the center of the property. I'd be pleased to answer any questions. Rountree: in Blk #7 Lota 21-A, 28 & 43, what's to become of those. Briggs: We may trade that property with the Bureau of Reclamation or if not if we go with a lot that would abutt the street. The City Engineer has asked us to extend from the culdesac on up to the northerly right of way of the property so that it could enter the property or serve the property to the north. Rountree: in lots 43 5 28 in that same block on Meridian Rd. Briggs: They will not be included in the plat of #7, the developer thinks at this point, we don't know what the use of those would be. It might be something other than the single family. Hepper: I was wondering about the multi family and the duplex lots, sane of them seen to be scattered around. Is there any particular reason for that. Briggs: To mR' knowledge there are no other uses than single family other than the lots Mr. Rountree refered to. This is in error, this does not apply. Meridian, was sworn by the attorney. Larkin: I just want to voice my concerns on the continued growth out there. Your not developing to the south, why aren't we developing out that way. if we put in another 102 homes, how many students will that add to the schools, is the tax base going to be enough to pay for our new schools, or are they going to be raising mine again another 258. I haven't seen that many new jobs coming in that we need another 102 homes. We need sidewalks down to Albertson's, and I think we need to move a little slower and look at other areas. I am in the City but you can't supply me with a sewer line. The traffic on Meridiar#td. is rediculous. Alidjani: We appreciate your concerns. #1 we don't have jurisdiction on a sidewalk, ACHD has the jurisdiction for the road. The speeding is irrelevant to our issue, if you do allow a subdivision to go by you, it's the developer who pays for those sewer lines, so the sewer could be available sometime in the future for you. The City does not have any money to provide sewer for people, it's the developer that has to provide the sewer. We are creating jobs in the City. Larkin: You said you do not have the police jurisdiction out there? Alidjani: Planning & Zoning does not. Police Department has authority within their boundaries, but that's out of my jurisdiction to even talk about. Johnson: I travel that every day and your right the speed limit is not observed, it is posted 35 MPH. Shearer: In ACRD conditions for this subdivision they put provide curb, gutter and 5' sidewalk and match paving on the road. There will be sidewalks, curbs & gutters in front of that subdivision. Larkin: As I understand it these are the same people that did the one to the south, right, and there is no curbs & gutters there. Johnson: One of the functions of Planning & Zoning is to gather information and pass it along to the City Council so that they can have some input prior to their decision making process. Wanda Lounsbury, 2785 N. Meridian Rd., was sworn by the attorney. Lounsbury: That road is in a deplorable state already, think about the increase in traffic on that road if this goes in. it's falling apart and the increase in traffic will make it worse. Marshall: The idea with Golf View Estates is to provide Meridian with a very first class subdivison, with lots 2; lots to the acre, around 10,000 sq. ft. and up in most cases. We have aburm designed in the front that will have trees and shrubs out in front. Our minimum would be 1700 sq. ft. and hopefully around $95 to 100,000 for a minimum home to go up. Alidjani: Have you seen all the recommendations from all the other agencies. Marshall: Yes, we have no problems. Rountree: Have you settled your disagreement with Settlers Canal. Marshall: Yes sir, everything is handled. Rountree: Does that include covering the ditch that runs between your subdivision and Cherry Lane. Marshall: We are not covering that ditch, just the front section. Johnson: I will open the Public Hearing, if there is someone from the public who would like to address this issue, please cane forward and be sworn. George Davis, was sworn by the attorney. Davis: I want to congratulate Mr. Larkin for voiceing his opinion, and i would agree 1008. I have a problem with that burin, I think it is the most dangerous type of thing that could be built along the road. We live accross the street from it. We also get water out of Settler's Irrigation ditch and I don't have any faith in this pipe they are putting in. They were unwilling to agree to any liquidated damages for time that water has to be out of the ditch to be repaired. Who did you talk to on that? s: The developers. Then they have an access road directly in front of our house, lights come directly into our bedroom window. I am here to basically beg you ale not to allow this to happen. Ijani: Can you show me where on the map that the exist comes and they can see through window.
