NOTICE OF IiEARING_
NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the
City of Meridian and the laws of .the State of Idaho, that the
City Council of the City of Meridian will hold a public hearing
at the Meridian City Hall, 33 East Idaho Street, Meridian,
Idaho, at the hour of 7:30 o'clock p.m. on March 6, 1990, for
the purpose of reviewing and consideriny the Application of
BEOELCO, INC., for a final plat of Meridian Manor No. 6
Subdivision of a portion of the N 1/2 of the SE 1/4 of Section
1, T. 3ry., R. 1W., Boise Meridian, Ada County, Idaho, for R-4
Residential for 31 family dwelling lots. The property is
generally located North of Willowbrook Drive and West and North
of Meridian Road next to Five Mile Creek, Meridian, Idaho.
A more particular legal description of the above property
is on file in the office of .the City Clerk of the City of
Meridian and is available upon request.
Public comment will be taken and is welcome.

The Regular Meeting of the Meridian City Council was called to order by President of
the Council Ron Tolsma at 7:30 P.M.:

The Motion was made by Myers and seconded by Giesler to approve of the Minutes from the
previous Meeting held February 20, 1990 as written:

ITEM #1: RALPH CHRISTENSON, MERIDIAN LIONS CLUB UPDATE MAYOR 6 COUNCIL ON RODDO:
Ralph Christenson: Gave a brief overview of plans for a Rodeo in September. Would
like the Council to promote as much as possible. There will be no beer served at this
rodeo. There is only one item that I did not place on the letter which you have and that
is we are going to by an all around saddle and a bucking saddle and it will be given
away by points earned.
Tolsma: You have here that agate can be purchased for $250.00, is that advertising on there?
Christenson: We'll have four gates that the animals cane out of, then one catch gate.
Each chute gate we'll sell for $250.00. Explained further about the signs and purchasing
of the gates. we don't need any money now, but if you are interested we just need a letter
of comnittment.
ITEM#2: PUBLIC HEARING: FINAL PLAT ON MERIDIAN MANDR #6:
Tolsma: At this time I will open the Public Hearing, is there a representative present
for this request.
Bill Briggs, Briggs Engineering, I am here representing Ed Bews ~ Bert Smith, the
developers. Briggs was sworn by the City Attorney:
Briggs: We have obtained approval of the City Engineer on the Construction Plans &
we have back from him his review of the subdivision plat, and I do have a corrected
subdivision plat with me and we have taken care of all the suggestions that he made
in his comments and we have no problem with any of these.
Giesler: Has he had the opportunity to go over those since the changes?
Briggs: No not yet. i can leave a corrected copy here tonight with the Engineer and
then bring over additional copies tomorrow.
Engineer Smith: i certainly don't have any problem with Mr. Briggs taking care of the
comments on the plat. As he mentioned the water & sewer plans have been approved and
they are under construction now.

The Motion was made by Giesler and seconded by Myers to approve the Final Plat
on Meridian Manor #6:
Yerrington: I think that should be amended to Gary Smith's letter.
The Motion made by Giesler and seconded by Myers was withdrawn.
The Motion was made by Giesler and seconded by Myers to approve the Final Plat
on Meridian Manor #6 with making the necessary changes from the caROents of the City
Engineer.

ITEM #3: PUBLIC HEARING: VARIANCE REQUEST BY INTERWEST FINANCIAL: STREET LIGHTS IN
CHATEAU MEADOWS EAST:
Tolsma: I will Open the Public Hearing, is there anyone who wishes to tesify?
This is for putting in post lights instead of street lights, they come on at dark and
go off in sunlight. The only comment that the Engineer had was to have some way to
enforce burned out bulbs.
Myers: Have you talked to anybody about that Gary?
Engineer Smith: No I haven't yet. I picked up on a comment from Chief Bowers, when
he drove through at Meridian Greens it seemed that there was a lack of light being on
for one reason or another, it is something to talk about, some way to improve these
lights. When all the lights are on and working it's a good thing but when light
start burning out and people don't replace them it gets to be a problem.]
Giesler: I think that Mr. Smith has a very good point. When all the lights work it
is nice, but when all the lights are not on it's a problem.
Tolsma: Being there is no one present who wishes to testify on this, i will close
the Public Hearing.
Moe Alidjani: There are also some areas that won't be built on and those areas are
real dark.
Giesler: How important is it that Interwest knows tonight on this?
The Motion was made by Myers and seconded by Yerrington to have the Attorney prepare the
Findings of Fact and Conclusions of Law.

RE: Meridian Manor No. 6
Final Plat
Dear Bill:
I have reviewed your final plat submittal in accordance
with the standards and policies of the City of Meridian
and have the following comments:
1. The front yard setback for Lots 21 and 22, Block 11
need to be shown since it appears the minimum lot
frontage of 70 feet is more than 20 feet from the
front property line.
2. The application lists the house sizes as varying
from 1,000 to 1,300 Sq. Ft. To comply with our or-
dinance you need to show the specified percentage of
the four size groups of houses on the plat. If all
houses are 1,300 or more sgare feet you don't have to
specify.
3. Because of the pressure sewer line depth please in-
crease the easement width to 15 feet.
4. Please provide confirmation of street name approval
from the Ada County Street Name Committee.
5. Submit a bond or letter of credit for insurance of
street light installation at 110$ of estimated cost.
6. Show the C.P.& F. No. for the center of section stone
shown as found.

Enclosed herewith are the exhibits for the processing of the final plat of Meridian
Manor No. 6 Subdivision, as follows:
• Application form
• 27 copies of Sheet 1 of the final plat
• 3 copies of Sheet 2 of the final plat
• 10 copies of the 300 scale of the plat
• Proof of ownership documents
• Developer's check for the fees
• Copy of the mailing list as prepared by the Ada County Assessor.
I have submitted two sets of prints of the sewer and water designs to Mr. Gary
Smith, City Engineer, for his review and will provide the five final sets upon
completion of his review.
