Item #11: Resolution #134: Tenative Budget for 1990-91 Fiscal Year:
Mayor Kingsford: A resolution authorizing publication of an estimate of
the expenses for all purposes for the City of Meridian, Ada County,Idaho
for the fiscal year beginning the 1st day of October, 1990 and ending
the 30th day of September.,1991, and giving notice of Public Hearing
prior to the passage of the annual appropriation bill: The total amount
of the tenative budget is $4,853,207.00, included in this amount as a
result of the meeting today with ACHD and The State of Idaho is the
amount for the downtown project of $830,000.00:
The Motion was made by Myers and seconded by Tolsma to approve Resolution
#134 pertaining to the tenative budget for the 1990-91 Fiscal Year:

Item #12: Request by Rod Trumbull for temporary sales office in
Glenfield Manor #3:
Mayor Kingsford: it has been a practice that we not approve these for
over a period of six months:
The Motion was made by Myers and seconded by Tolsma to approve the
request of Rod Trumbull for temporary sales office in Glenfield Manor
#3 for a period of six months:

Item #13: Department Reports:
City Engineer: We had a bid opening on the 20th of July for the Ten Mile
Sewer Project, Bitterroot Construction Company was the low bidder at
$ 367,032.OO,I checked through the bid for correctness and everything
is alright, I believe I had $372,000 estimated, I would recommend that
City Council award this bid to Bitterroot Construction.
The Motion was made by Tolsma and seconded by Yerrington ~o award the bid
on the Ten Mile Sewer Project to Bitterroot Construction in the amount
of $367,032.00:

The Motion was made by Myers and seconded by Tolsam to authorize the
Mayor & City Clerk to sign the necessary papers involved with the Bid:

City Engineer: The other item I have is the Functional Classification
Map for the City there have been some revisions over the past months
and we have received an updated map from the State and it requires that
the Council passes a Resolution authorizing the Mayor to sign for the
City of Meridian:Explained the changes.

Mayor to sign the new Functional Classification Map:

Mayor Kingsford: At this time I will open the Public Hearing, is these anyone in the
audience who wishes to offer testimony an this request? Th.se was no response, the
Public Hearing was closed: Is there a Motion or does the Council have any questions?
Giesler: There were a number of oa[ments from the City Engineer o~n this, sore of them
seem to be quite important, have you seen these oanments from him?
Laser: We just received then this afternoon and have not had a chancx #o go wer than
and make the necessary corrections or changes.
Morrow: If that is the case, I think it would be best to table this until they have
reviewed these cannents.
The Motion was made by Nbrrow and seconded by Giesler to table this request until the
next meeting which will be September 19, 1989:

Mayor Kingsford: Council Members if you have any questions you would like to ask the
Counselor and I think the City Engineer had some comments:
City Attorney: I had a comment an the setback restrictions, irrigatian, fences, signs,
trash & rubbish, an paragraph 19, and the Architectural Control Committee:
City Engineer: I had crnments anland-classification, setbacks, fences, sight distance
at intersections and the yard lights:
Mayor Kingsford: Gentlemen, the Subdivision Final Plat is being tabled, would you like
to make cannrnt an any of these items:
Laser: We could take these ca~mPnts that have been made and have then by the next
meeting:
Mayor Kingsford; Probably it would be appropriate for us to table this also and I
might ask you to get with the City Attorney or maybe he could get you a cePl' of the
ones he mentianed for your censideratian as well.

authorizing a levy of sufficient tax upon taxable property and specifying the
objects and purposes-for which appropriation is made, is there anyone in the

RE: Glennfield Manor #3 Subdivision
I have reviewed the final plat and development plans for this
subdivision and have the following comments.
Final Plat.
Back: - Surveyors Certificate: Complete spelling of Idaho.
Should a reference be made to the CS 1/16 corner in
the description?
Front: - Street Name Committee approval for the street names.
Jeff Court is too close to Jeffrey Court in another
subdivision.
- Since there isn't a dimension ..showing otherwise are
the side lot easements 10 feet wide?
- The lot layout generally complies with the previously
approved preliminary plat. (Actually there are 2
less lots around the culdesac).
- ACRD will accept a 50 ft. radius in the culdesac if
-the developer or his engineer will petition them for
the variance.
- -Access easement for maintenance of the Settlers
- Canal? _ - _
- Add Notes to the plat as outlined on the attached
blueline.
DEVELOPMENT PLANS.
Streets: - Sidewalk width is 5 feet.
- Show the irrigation ditch and canal crossing
in the plan and profile. The fifty foot length
of pipe called out in the crossing detail is
short due to the angle of crossing to the street
centerline.
- The open concrete ditch causes me some concern for
the following reasons:
1. The ditch is not within an easement.
2. The open ditch appears to be a liability for
the property owners and a potential problem
.for the downstream users.
3. I feel this ditch needs to be piped north and
south to the boundaries of this subdivision
and that the pipe be aligned in an easement.
- The existing storm drain system in Glennfield No.
2 Subd. needs to be continued along Sandalwood
Drive to the west boundary of this Subd.
- Show street light locations on the street plan.
- The disposal method of the storm drain water
needs to receive the approval of the ACHD.
- Provide access road along the east side of the
Settlers Canal for their use in maintaining_ the
canal. Obtain Settlers Canal Approval.
Sewer and Water:
- Show-water and sewer service line locations.
- Confirm the sewer line profile on Sandalwood
as having a section of adverse grade on its
_ upper end.
- Coordinate the location of the water service
with the power company for the location Of their
junction boxes.
- Sewer manholes may have a maximum-height adjust-
- ment of 12" with grade rings. More adjustment
will require removal of the cone section and
installation of a barrel section.
- Show valves on the fire hydrant assemblies.
- Show water main alignment using angle fittings
- and call them out__.
- - Call out tees at the intersections of the streets.
- Install blow-offs at the ends of al_1 dead-end
lines. -
- - Show a detail of the water line crossing-of the
Settlers Canal.

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the
City of Meridian and the laws of the State of Idaho, that the
City Council of the City of Meridian will hold a public hearing
at the Meridian City Hall, 33 East Idaho Street, Meridian, Idaho,
at the hour of 7:30 o'clock p.m., on September 5, 1989, for the
purpose of reviewing and considering the Application of L & R
