I - flca PARKSTONE SUBDNISION / (FP-03-034) Page 2 of 6 1.1 Comply with the action of the City Council taken at their June 24, 2003 meeting as follows: Since the park will be located on the east side of the project, the applicant shall be required to coordinate any curb cuts or landscaping along the collector with the Meridian Parks Department. 1.2 Comply with the Meridian Fire Department's requirements as follows: The portion of the project which is one and two family dwellings will require afire-flow of 1,000 gallons per minute available for duration of 2 hours to service the entire project. Fire hydrants shall be placed an average of 400' apart. 1997 UFC Appendix III-A 2. Commercial, office and storage occupancies will require afire- flow consistent with the Uniform Fire Code to service the proposed project. Fire hydrants shall be placed an average of 400' apart. 1997 UFC Appendix III-A The fire department requests that any future signalization installed as the result of the development of this project be equipped with Opticom Sensors to ensure a safe and efficient response by fire and emergency medical service vehicles. This cost of this installation is to be borne by the developer. 4. Acceptance of the water supply for fire protection will be by the Meridian Water Department. 5. Final approval of the fire hydrant locations shall be by the Meridian Fire Department The proposed fire hydrant locations will be submitted to the Public Works for plan review. 6. All roads and fire lanes shall have a fuming radius of 28' inside and 48' outside. 7. All access roads within the project shall have a cleaz driving surface with a minimum width of 20' available at all tunes. The typical street width of 33' will be allowed to have parking on both sides. UFC 902.2.2.1 8. Operational fire hydrants and temporary or permanent street signs are required before combustible construction begins. UFC 901.4.2 & 901.3 9. The phasing plan may require that any roadway greater than 150' in length that is not provided with an outlet shall be required to have a turn around. 10. A minimum of two points of access will be required for any portion of the project, which serves more than 50 homes. UFC 902.2.1 11, The proposed 84-lot subdivision with an estimated 2.9 residents per household would have a total estimated population of 2436 residents at build out. 12. It is requested that all landscape islands at the entry points be moved back a minimum of 15' to improve turning radiuses at these entrances. 1.3 The Central District Health Department requires after written approval from the appropriate entities are submitted, they can approve this proposal for central sewage and central water; that plans must be submitted to and approved by the Idaho Department of Health and Welfare, Division of Environmental Quality for central sewage and central water; that run-off is not to create a mosquito breeding problem; and it is suggested that stormwater be pretreated through a grassy swale prior to discharge to the subsurface to prevent impact to groundwater and surface water quality; that engineers and architects should obtain current best management practices for stormwater disposal and design a stormwater management system that is preventing groundwater and surface water degradation. Prepared by City of Boise Public Works Departrnent, May 2000. 1.4 Comply with the Nampa & Meridian Irrigation District's requirements as follows: If all storm drainage is retained on site, there will be no impact on the District, and no further comment or review will be required. 2. The final plat upon which there is contained the Certification and signature of the City Clerk and-the City Engineer verifying that the plat meets the City's requirements shall be signed only at such time as: The Plat dimensions are approved by the City Engineer; and 2. The City Engineer has verified that all off-site improvements are completed and/or the appropriate letter of credit or cash has been issued guaranteeing the completion of off-site and required on-site improvements. We have reviewed the above-referenced submittal and offer the following comments, as conditions of approval. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: APPLICATION SUMMARY & LOCATION The applicant, Hillview Development Corporation, has requested final plat approval of the first phase of Champion Park Subdivision (preliminary platted under the name Parkstone Subdivision). This phase of the subdivision consists of 84 single-family residential lots and 12 other lots on 23.09 acres and is located approximately 1/ztnile west of N. Eagle Road, north of E. Ustick Road. - Although the proposed subdivision is located in an R-8 zone, a Conditional Use Permit for a Planned Development (File No. CUP-02-049) has been approved for the subdivision that allows a portion of the subdivision to be developed in a commercial manner. Staff fords that the proposed final plat complies with the approved Preliminary Plat and the terrns of the Conditional Use Permit. Staff offers the following as conditions of approval: CONDITIONS OF APPROVAL 1. Applicant shall meet all terms of the approved Preliminary Plat (PP-02-033), Planned Development (CUP-02-049), and Development Agreement (Inst. No.103085229). FP-03-034 , ~ ~~ ~ / • ~ Champion Pazk Sub l.FP 2 The pressurized irrigation_system within this development is to be owned and maintained by the- Home .Owner's Association. The City of Meridian requires that pressurized irrigation systems be supplied by a year-rotmd source of water. If a creek or well source is not available, asingle-point connection to the municipal water system -shall be required. Plans and specifications far the irrigation system shall be reviewed by the Public Woiks Department as part of the development plan review process, and a draft -copy of the pressurized imgation system O&M manual must be submitted prior to plan approval. If a single-point connection is utilized, the developer shall be responsible for the payment of assessments for the common azeas prior to signature on the final plat by the Meridian City Engineer. 3. Sanitary sewer and water service to these lots shall be via main line extensions from existing mains adjacent to the subdivision. 4. Applicant shall be required to pay Public Works development plan review, and construction inspection fees, as determined during the plan review process, prior to signature on the final plat per Resolution 02-374. 5. Any drainage areas (detension/retension basins) must be designed to ensure that water is retained only during 100-year storm events, and for a period of time not to exceed 24 hours. Side slopes within drainage areas shall not exceed 3:1. 6. Revise the landscape plan to include landscaping within the Ustick Road right-of--way per MCC 12-13-10-9. A license agreement may be required between the property owner and ACHD. 7. Add or revise the following plat notes: ^ Add a note to the plat referencing the approved Conditional Use Permit (CUP-02- 049). ^ Revise plat note No. 13 to include Instrument No.103085229. 8. The Landscape Plan dated 5-16-03, prepared by Harvest Design, is approved as submitted. 9. Any existing domestic wells and/or septic systems within this project shall be removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used for non-domestic purposes such as landscape irrigation. 10. Street lights shall be installed in compliance with the approved streetlight agreement. Two-Hundred-fifty watt (250w) and One-Hundred watt (100w), high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. Final design locations and quantity are determined after power designs are completed by Idaho Power Company. Compaction test results must-be submitted to the- Meridian Building Department for all building pads receiving engineered backfill, where footing would sit atop fill material. 12. Applicant's engineer will be required to submit a signed, stamped statement certifying that all street finish centerline elevations are set a minimum of three feet above the highest established normal groundwater elevation. 13. Coordinate fire hydrant placement with the City of Meridian's Water Deputy Fire Chief and the Public Works Department. 14. Sidewalks within the proposed subdivision shall be built in accordance with MCC 12-13- 10-8. Anew detailed Conditional Use Permit will be required prior to development of any of the commercial, office or mini-storage lots within the Champion Park Subdivision. 16. All development shall comply with the Americans with Disabilities Act and the Fair Housing Act. 17. Fencing shall be installed as submitted on fencing plan in accordance with MCC 12-4-10. 18. Staff's failure to cite specific ordinance provisions or terms of the approved preliminary plat, conditional use permit or development agreement does not relieve Applicant of responsibility for compliance. 19. Crraphically depict 12-foot wide public utilities, drainage and irrigation easements along the north side of Lot15, Block 7, the east side of Lot 8 and west side of Lot 5, Block 8, and east side of Lot 10, Block 5, and 14-foot wide public utilities, drainage and irrigation easements along the east side of Lots 1&12, Block 6, and a 15-foot wide public utilities, drainage and irrigation easements along the west side Lot 6, Block 5, and an 11-foot wide public utilities, drainage and irrigation easement along the west side of Lot 6, Block 6. The extra width is required for pressurized and/or gravity irrigation mains. 20. Please submit written response to these comments to the City Clerk's office by 5:00 p.m. Thursday, June 19`h. RECOMMENDATION Staff recommends approval of the final plat, with the above stated comments and conditions.
