Thank you, Kristy 6/5/2009 CITY OF MERIDIAN PLANNING DEPARTMENT STAFF REPORT FOR THE HEARING DATE OF JiJNE 9, 2009 STAFF REPORT: Meeting Date: June 9, 2009 TO: Mayor and City Council FROM: Kristy Vigil, Assistant City Planner 208-884-5533 SUBJECT: MFP-09-001 Final Plat Modification for Bellingham Subdivision No. 4 Bellingham Park, LLC STAFF RECOMMENDATION Staff recommends approval of the Bellingham Park Subdivision No. 4 Final Plat Modification (MFP-09-001) with the stated comments and conditions. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council. SUMMARY AND LOCATION The Bellingham Park Subdivision No. 4 is located on the east side of South Locust Grove Road, approximately lh mile south of Victory Road in the SW 1/4 of T. 3N., R.lE., Section 29. The City Council approved the final plat on February 6, 2007. 'The applicant, Bellingham Park, LLC, has applied for a final plat modification to relocate the approved storm water management facilities from adjacent roadside swales to portions of an interior common lot. Relocating the storm water management facilities to a portion of the interior common lot resulted in the displacement of an approved sport court (basketball court) and the required open space slightly. However, the applicant has proposed to install a sport court (two horseshoe pits) elsewhere on the interior common lot. In addition to the sport court, the applicant is proposing to install a pathway, a barbeque, a picnic table, and a bench on a portion of the common lot. To account for the reduction in open space, the applicant has proposed installing 10-foot wide parkways planted with lawn and trees along the roadway adjacent to the interior common lot, which will increase the amount of open space within this phase of the development. The approved final plat proposed 3.07 acres of open space and the modified final plat proposes 3.72 acres of open space. The increase is due to the addition of the 10-foot wide parkways along the local roadways. STAFF ANALYSIS The applicant is requesting to relocate the approved storm water management facilities from the roadside swales to an interior common lot, because Ada County Highway District no longer allows storm water swales to be located within the right-of--way. This is an interior phase of the subdivision and the common lot will be adjacent to future platted lots within Bellingham Subdivision No. 4. The UDC requires proposed changes meet all current UDC standards. Because the applicant is modifying the approved open space, the applicant shall meet the MFP-09-001 Bellingham Subdivision No. 4 CITY OF MERIDIAN PLANNING DEPARTMENT STAFF REPORT FOR THE HEARING DATE OF JUNE 9, 2009 required 10% open space for this phase of the subdivision. The proposed phase consists of 11.85 acres; therefore a minimum of 1.18 acres of open space is required. As stated above, the applicant is proposing 3.72 acres of open space, which exceeds the minimum requirement. Staff believes the proposed open space, amenities, and overall design adds substantial value to the project. Therefore, staff supports the request to relocate the approved storm water management facilities from adjacent roadside swales to portions of an interior common lot.
