Location: N. of Fairview Ave. off Hickory Way, midway between Locust G~i~lB:L~~ FICE Application: RZ of 7.53 acres of land consisting of 25 single-family residential lots & 2 common lots in Dove Meadows Subdivision 1 & 2 from L-O to R-8 Highlights of Proposed Development: No development is proposed; the purpose of the rezone is to remove the nonconforming status of the properties & zone them the same as the rest of the lots in Dove Meadows Subdivision. Commission Recommendation: Approval at their May 7, 2009 hearing. Outstanding Issue(s) for City Council: None Written Testimony: None Notes: Item 9 .Outdoor Storage and Parking Unified Development Code Text Amendment (ZOA- 09-001) Application: UDC Text Amendment Location: City-wide Zoning/LJnified Development Code Amendment to modify and cleanup specific sections of the UDC Highlights of the Request: The Meridian Planning Department has applied for a text amendment. The purpose of the amendments is essentially a clarification of portions of the UDC and areas where staff has made interpretations. Major changes include: Landscaping-: The UDC still requires landscaping for the perimeter of all vehicular use areas, including driveways and parking areas but we eliminated the requirement for five foot wide perimeter landscaping on areas where there is no vehicle driveways, parking or storage areas. This clarifies how we have been interpreting the section of code and removes confusion regarding cross parking areas in commercial subdivisions. Outdoor Storage as An Accessory Use: Added language to describe what storage consists of such as materials/inventories/supplies, etc. Kept language reflecting that storage shall not be a nuisance of visual blight. Separated out commercial, traditional, residential and industrial districts and how outdoor storage must be 6/2/2009 screened in accordance with those districts. Eliminated the screening requirement in industrial districts where there is no affect on the public. For example if the storage is next to another industrial area and those storage areas cannot be seen from any public right of way or public road, no screening would be required. Storage Facility, Outdoor: Edited the specific standards of storage facility outdoor to match the text changes made to outdoor storage as an accessory use, particularly the industrial district specific requirements. Parking Standards: Edited the parking standards to reflect residential and commercial zones. In the residential districts the code has been changed to eliminate the parking of unregistered vehicles, recreational vehicles, boats, etc. in the front yard. This clarifies the absence of this regulation in old code. Individuals can have more than one trailer or recreational vehicle now so long as it is stored in the side or rear yard and screened by a solid fence, six feet in height. The parking improvements have changed to allow a variety of dustless materials for residential areas to park vehicles so they don't have to pave their side yard or back yard when parking their jet skies, boat, etc. In the commercial parking text, nothing has changed except it has been removed to be its own section. Summary of Commission Public Hearing: Key Issue(s) of Discussion by Commission: Brief discussion whether storage areas on industrial properties abutting the raikoad track should be screened from view. Key Commission Change(s) to Staff Recommendation: None Outstanding Issue(s) for City Council: Following the Commission Meeting, Staff became aware of a minor discrepancy in UDC-3B-8Clc. Specifically, Sanitary Services now requires trash enclosures to be 144 square feet rather than the previous 120 square feet. Thus, Staff proposes to initiate a text change in the staff report to say. 11-3B-8Clc: Encroachments: Structures less than one hundred forty- four square feet (144), including, but not limited to, trash enclosures and storage sheds, may encroach into a required teeter landscape buffer, excludins any buffer to adioinin~ residential uses as set forth in 11-3B-9.
