The Public Works Department respectfully requests the following item be placed on the June
2 City Council agenda, under Consent Agenda, for Council's consideration:
Task Order No. 10002a -Odor Control Preliminary Design. CH2M Hill, Inc. has submitted a
task order, scope of work, and budget for the engineering services. They propose to
complete the work for $36,900. This work will be done in accordance with the {:H2M Hill
Master Agreement for Professional Services dated January 1, 2007.
This project is required to control excessive odor from the Headworks at the WWTP. The
scope of work includes treatment technology evaluations, !wilding evaluation, primary clarifier
splitter box odor control evaluation and a preliminary engineering report.
Recommended Council Action: The Public Works Department recommends
that City Council approves the contract for Task Order No. 10002a -Odor
Control Preliminary Design with CH2M Hill, Inc. for $36,900 and authorize the
Mayor to sign it.

Scope of Services
Odor Control Preliminary Design
Project Understanding
The City of Meridian would like to control odors Erom the l leadworks at their wa~;tewater
treatment plant. A meeting on Aprii 8, 20(?9 conrludcd that a building over khc headworkti is
desired, but the installation of future scrcr_ns needs tcs be considered in the building layout.
13iofilters or 13iuSCrubbcrs are the preferred treatment equipment of choice, and further
refinement of the two technologies is needed. Additionally, odor control for the primary
clarifier sputter box needs to be considered as part of the odor control solution. Sampling of
the airspace around the sputter box and primary clarifier weirs to determine the extent of
odor generation is needed. A Preliminary Design Report summarizing the recommended
course of action for odor control facilities will bc: prepared and submitted to 1DEQ.
Scope of Work
Cl l2M H1LI.~ will perform the following tasks as part of this scope of work.
Task 1-Project Management
Project management includes project scoping, staff management, task coordination,
monitoring project progress, preparing invoices, and ensuring project quality ccyntrol..
Task 2-Treatment Technology Evaluations
iiioscrubbers and inorganic biofilters wilt be evaluated in detail including developing;
preliminary layouts and providing detailed order of magnitude cost estimates. The results
of the analysis will be included in the Preliminary Engirtc~ring Report submitted i:o IUEQ.
Task 3~-•Building Evaluation
The feasibility of installing internally fed band screens into the existing channal:; in the
future will be reviewed. ~111e results of the analysis will be included in the Preliminary
Engineering Report :submitted to IDEQ.
Task 4r-Primary Clarifier Spiitter Box Odor Gontrol Evaluation
Air sampling around the 1'rsmary Clarifier Spiitter &~x will be ec>nducted to determine if
any odor problem exists. Ahand-held Jerome meter will be used to measure grab samples
of H2S at the Spiitter Rox. If Objectionable levels of H2S are found, odor control measures
will be provided for khe splitter box. Thc> results cif the analysis wilt be included in the
Preliminary Engineering RHport submitted to IDEA
Task ~ -Preliminary Engineering Report
An Engineering Report summarizing the preliminary design effart, will be prepared in
accordance with [[?Al'A 58.Ol.lb, Wastewater Rules, and submitted to II~E.Q, The
Engineering Ctepart will include the fallowing sections:
• Coordination With Existing Facilities
• I?esign Criteria
• Site Evaluation and Layout
• Process l; nits
• Instrumentation and Control System
• Regulatory and Code Review
• Cost Estimate
• Schedule
CH2Vil-iILL will submit the draft mport to the Owner for review. Review comments will be
incorporated and two copies will be submitted to IUEQ Cioisc~ Regional office for rcwiew
and approval.

Level of Effort
The task level of effort estimates are summarized in the following table. CI i2M F IIt.T, has
developed this level of effort estimate based on the work plan presented herein anal
assumptions Stated previously. The fees will be billed as time and material, and will not
exceed the total amount below without prior approval by the City_
