RE: Gaudry/Seegmiller Subdivision Development (PFP 03-002 & CUP 03-024) and Resolution
Subdivision Development (CUP 03-011).
I have had a chance to review the plat the Gaudry/Seegmiller Subdivision Development, and I met
with the development planner Larry Knopp as well. I had noted to you earlier that I had concerns
with establishing a through traffic drive way with in the business developments of
Gaudry/Seegmiller subdivision and Resolution subdivision.
Mr. IZnopp's plan provides for dual access in and out of the Gaudry/Seegmiller Development via
Millennium and Gala. It is my understanding there has been some concern expressed by the
developers of Resolution Subdivision, Voigt Development, to connect to the driveway platted for the
Gaudry/Seegmiller subdivision development. While the connectivity of the drive way access
between both sections normally would not be a problem it may well become very problematic in this
instance. The primary reason for this is because Millennium is the principle access to the new
Mountain View High School. The school will have a significant impact on traffic in the immediate
area. If traffic is allowed to flow through in these business areas it may well become an alternative
route for high school traffic.
I do not know the eventual lay out for Gala in relation to the El Dorado subdivision development,
but if Gala is to connect into El Dorado, as it seems logical it would, then the potential for tratTic
from the high school to cut through the developments noted would increase significantly. This has
been seen to occur in Meridian on residential roadways near the Meridian High School on Pine and
Linder roads. Historically, if routes are found that bypass bottle necks they will be used by
motorists.
I would support and encowage the use of the pedestrian access ways between the two developments,
rather than connecting the drives through each. The pedestrian access would allow for movement
between the developments.
I have public safety concerns regarding the potential to introduce traffic into these business
developments, especially when the drive ways have been designed as just that -drive ways, not
roadways. It is the recommendation of the Meridian Police Department that cross connectivity of
the drive ways in Gaudry/Seegmiller subdivision and Resolution subdivision not be approved. I
would request my comments be added to that of the Planning and Zoning staff in regards to
Gaudry/Seegmiller subdivision and Resolution subdivision.
