Ustick Road and Venable Lane, in the NW'/a of Section 1, T. 3N., R 1 W. Application: Final Plat Highlights of the Request: Final plat approval of one building lot and 1 common area lot on 5.83 acres of land for Crossfield Subdivision. The City Council approved the preliminary plat (PP=05-017) for Crossfield Subdivision on October 18, 2005, consisting of 245 single-family residential building lots and 27 other/common lots on 59.3 acres. The final plats for phases 1 and 2 have already been recorded. The final plat for phase 3 has been approved by City Council and has been submitted for City Engineer's signature but has not yet been signed. A time extension was approved on October 7, 2008 that gave the applicant until March 28, 2010 to obtain the City Engineer's signature on the final plat for phase 3. Outstanding Issue(s) for City Council: None. The applicant has submitted an email that they concur with the staff report. Written Testimony Notes: Item 11. Shays Cove Subdivision Final Plat (FP 09-005) Location: Shays Cove Subdivision is located north of E. Victory Road and 1/3 mile west of S. Locust Grove Road in the southeast 1/a of Sectionl9, Township 3 North, Range 1 East. This property was previously platted as Lot 1, Block 2 of Kachina Estates Subdivision in Ada County. Application: Final Plat Highlights of the Request: The applicant, Landmark Engineering & Planning, Inc., has applied for final plat approval of 6 residential building lots and 3 common lots on 4.45 acres of land for Shays Cove Subdivision. The requested final plat substantially complies with the approved preliminary plat. Outstanding Issue(s) for City Council: None, the applicant submitted an email concurring with the staff report and conditions. Notes: 5/12/2009 Item 14. Bainbridge Subdivision Time Extension (TE-09-014) Location: The subject property is located on the south side of Chinden Boulevard and on the west side of N. Ten Mile Road near the southwest comer of Chinden & Ten Mile. Application: Time Extension. The applicant, Brighton Corporation, has requested approval of an 18 month time extension to obtain the City Engineer's signature on the final plat for the first phase of Bainbridge Subdivision. Highlights of Proposed Development: The applicant, Brighton Corporation, has requested approval of an 18 month time extension to obtain the City Engineer's signature on the final plat for the first phase of the Bainbridge Subdivision. An administrative time extension (TE-06-001) was approved in 2006, which granted an 18 month time extension to record the first final plat, which was valid until October 19, 2007; A second 18 month time extension (TE-07-013) was approved by City Couneil on December 4, 2007 to obtain the City Engineer's signature on a final plat and commence the use approved with the CUP/PD. The time extension was valid until April 19, 2009. On Apri16, 2009, the Planning Department received a written request from the applicant for a third 18 month time extension to obtain the City Engineer's signature on the final plat, in accordance with Unwed Development Code 11-6B-7C. The applicant states that they will soon be submitting the first final plat but that it's not possible to obtain the City Engineer''-s signature as required prior to the expiration date. For this reason, the applicant is unable to meet the time requirements specified in UDC 11-6B-7 and 11-SB-6. Staff is recommending approval of the requested 18 month time extension for the applicant to obtain the City Engineer's signature on the first final plat for Bainbridge Subdivision with the conditions listed below. Staff further recommends that the applicant comply with all previous conditions of approval of AZ-OS-001, PP-OS-002, CUP-OS-002, TE-06-001, & TE-07-013. 1. A minimum 10% open space (15.17 acres) shall be provided within this development in accordance with the provisions listed in UDC 11-3G-3B, Qualified Open Space. 2. A minimum of 6 amenities (in addition to the required 10% open space) shall be provided within this development in accordance with the provisions listed in UDC 11-3G-3C. 3. An updated site/landscape plan that demonstrates compliance with the aforementioned open space & site amenity requirements shall be submitted to the Planning Department for review prior to or concurrent with the first final plat application for this subdivision.
