OF
PLANNING AND ZONING COMMISSION
RECOMMENDATION TO CITY COUNCIL
Project Name: Clearbrook Estates Subdivision
Case No(s).: PP-03-007
Applicant: R. K. Development, LLC
P&Z Commission Hearing Date: June 19, 2003
Recommendation: Approve with conditions (all ayes)
Summary of Public Hearing:
One (1) letter in opposition to the CUP was submitted by Christopher Broer on June
5, 2003
The applicant’s representative testified in favor of the application
No other public testimony was presented at the hearing
Key issues of discussion and questioning by Commission included:
1. Whether or not an additional island should be added internally for traffic
calming. It was decided that one would not be required.
2. The stormwater retention areas have to be impermeable due to shallow
groundwater per ACHD/DEQ requirements. Such areas have become a
nuisance in other areas of Meridian, due to stagnant water, odor, and
mosquitoes. It was verified that the required open space is met exclusive of
the stormwater ponds.
Key Commission Changes to Staff Recommendation:
Lot numbering issues were corrected.
All stormwater retention ponds shall either drain to the South Slough or have signage
stating: Danger, play at your own risk—or words to that effect.
Outstanding Issues for City Council:
None, unless Council desires to address the traffic calming or stormwater pond
issues.
Staff has verified that the revised plat submitted by the applicant meets the
recommendation from the Planning & Zoning Commission.
