MOTION CARRIED: All Yea Kingsford: You have discussion under, where am I at, page 1 of the water and sewer enterprise account there in this packet. Again you guys, Jo looked up for me and it was, (inaudible) I had proposed to you guys that we would in terms of the golf course expansion, middle of the page revenue on the sewer and water accounts, I thought it would be a good idea to lend the economic development corporation the money that we will receive in revenue for the golf course expansion, it can't be done. The State code prohibits the city from lending the economic development corporation or giving them money. It says you can receive it from state and pass through the Federal government but the city can't do that. So what I would propose is we handle that as an enterprise as we do the sewer and water accounts and that we lend again and this isn't on here as needs to be done. The number of lots out there times the $600, not only tots but also condos and whatever they are proposing, for each one of them $600 plus the amount of money we have already taken in from Golfview and Cherry Lane No. 3 or 2 and then I would propose that we also include in that $50,000 to be repaid over 10 years from the $6,000 lease. That would generate $60,000 I am just roughing the $10,000 that would be interest payments to pay the (inaudible). Again,.if you guys go with me on that.and we do lend the golf course expansion out of the enterprise fund it has to by State code meet whatever we get at the prevailing rate. My proposal is that $600 lot fee and we set a budget and that $600 lot fee didn't get tagged every year with the prime rate so that a person picks up a building a year out from now it will be $600 and whatever the prime rate is added to that to repay the enterprise so that it is self sustaining. Have I been clear as mud on that? Corrie: It was a little confusing this afternoon but it is clear now. Morrow: Let me see if I understand this, we are going to take, we have some amount of monies that basically that we are going to be funding the golf course expansion with out of lot development fees. So in order to get the thing off the ground we are going to take that amount of money from the enterprise fund. Kingsford: The city will loan if you guys agree to that from the enterprise fund that sum. Morrow: And then it comes back to the enterprise fund Kingsford: Whenever a person picks up a building permit. And so that would be true of this year and next year then it would be $600 plus whatever the prime rate is. Morrow: How much money are we talking about here? Bolen: Janice has $1500 for this year, I know from 1993 there was $3500 and prior to that there was a couple thousand. Kingsford: Right, so talking about that amount plus whatever the total of ail of those lots would be at one time I had that, then they came up with the condominium proposal and so on. And they came up with up with the addition of that Thomas/Baxter property. So, we need to chase down what those numbers are. We are talking something in the neighborhood of $350,000. Berg: Gary, do you remember the number of lots, they keep changing the number of lots for Ashford Greens and Steiner? Smith: I don't remember. Kingsford: Bruce chased that down for me a year ago when I started talking to those guys about it and it was something like a 199 maybe for Steiner but that has been amended since they did their re-draw. Smith: (Inaudible) Ashford Greens and Cherry Lane Village. Kingsford: No just Steiner and Ashford Greens. Morrow: (Inaudible) Kingsford: We may not have a golf course. Morrow: So what are you after a motion? Kingsford: Well I guess I am asking for a motion to do that procedure. Mon'ow: I ,don't have any problem with that. Kingsford: Do any of you have a problem or hesitation with it? Now Max at the last meeting there was some discussion were you going to go out and investigate cities that run golf courses and look into that or was that just a discussion. I guess I encouraged all of you to take a look at that. At any rate if you would make a motion to that effect and we will have to tie those numbers down and again it will be somewhere in the $350,000 range. Morrow: So moved Meridian City Council Workshop August 22, 1994 Page 53 Yerrington: Second Kingsford: Moved by Walt, second by Max to have the golf course expansion fund tied to lot fees for Ashford Greens and by the Lake No. 3 and 4, expenditures of the money already derived from Golfview and Cherry Lane No. 3, is it alright with you to loan $50,000 out of the anticipated revenues of 10 years, $50,000 from the receipts of the lease, all those in favor? Opposed? MOTION CARRIED: All Yea Morrow: Also with respect to the golf course and the lease thing I don't want to be in the business of operating a golf course (inaudible). So I think in my purpose of making my comment is that so we figure the (inaudible) and we tie the (inaudible) to that pay back and that is another 10 years down the road for that lease that is currently there (inaudible) further out. . Come: He is talking about 30 some years Morrow: So with the current lease situation is handled. Kingsford: Something that we do need to tie down is the proprietor out there has agreed to build a club house we need to have working relationship as to what that is and clearly that reverts to the city at the end of that lease in that agreement. I don't think we necessarily have to do that in this budget session. What have we done now, General? Bolen: Sanitary service. Kingsford: Oh right, that is more or less cut and dry any discussion on that, enterprise for the sanitary service based on hook ups and some anticipation and what our fee is for handling and so forth?
