E Idaho Meridian Idaho 83642 Re: To letter sent on December 13, 1999 Dear Mayor and President, In going over letters from the City, I have not yet. heard a response from the letter I sent on the 13th of December regarding the minutes of the June 15th and Finding of Facts and Conclusion of Law and Order on June 22nd. I have been out. of town, so I wasn't sure if you tried to make contact. while I was away. I look forward to hearing from you as soon as possible. Thank you for time in looking into this matter. Idaho Meridian Ida 83642 Dear Mayor and Council, In going over the minutes from the June 15, 1999 meeting I noticed that after the motion to close the public hearing (pg 17} and the discussion started, That Mr. Roundtree discusses item 1.20. Discussion was as followed: Roundtree: Mr Mayor, given the testimony and the unclear issues as it relates to the move, the timing of the move, and the amount of potential guarantee for the completion of that move, and staffs concern for the sidewalks, I would suggest some modifications to the conditions that Planning and Zoning provided and those would be adding staff comments specific comment number 7 into the recommendation which would be 1.34 and modifying the recommendation 1.20 with the language to the effect that the temporary clubhouse shall be used for a period not to exceed - I'm just going to put in seven months for discussion from the date of the physical moving of the current temporary clubhouse. Prior to the moving the temporary clubhouse, a letter of credit or cash in the amount of appraised value of the new clubhouse will be received by the City of Meridian as a guarantee for completion of the permanent clubhouse and parking lot. I have no other suggestions in terms of corrections or additions. In further reading Item 1.20 is not discussed again until a motion is made (pg 25) by Mr Roundtree. Motion was made as followed: Roundtree: Mr Mayor I move that we instruct the city attorney to prepare Findings of Fact and Conclusion of Law and Order of Decision to include recommendations from the Meridian Planning and Zoning Commission with the changes on item 1.20 as discussed previously and combining staff's comment 7 with item 1.8 and that upon completion of Finding of Fact and Conclusion of Law that the city hold a special meeting for consideration of those on June 22nd at 7:30p.m. Bird: I second it. Corrie: Motion made by Mr Roundtree and second by Mr Bird to have the attorney draw up the Findings of fact and Conclusions of Law with the recommendations and changes as stated in the discussion and hold a special meeting to June 22nd at 7:30 p.m. Any further discussions? Hearing none, all those in favor of the motion say aye. Motion was then carried. Then on June 22nd when a special meeting was held for consideration of the Finding of Facts and Conclusion of Law and Order of Decision that the city attorney prepared and council approved were not adequate on item 1.20. as where voted on June 15, 1999. I would like to thank you for your time in looking in to this matter. I think this will change the existing time frame on the completion of the Club House, Conditional Use Permit and parking Lot.
