Resolution #128 specifies there are three City Council Seat open, two for four year tgn and -one -for two year term, the -two polling places will be for Precinct _ I, -Meridian Fire Station & for Precinct II the American Legion Hail: The Motion was made by Myers and seconded by Tolsma to approve Resolution #128: Motion Carried: All Yea: item #11: ordinance # 514: Ordinance Vacating Blk 3 & 4 of Futur-Ida Sub: Mayor Kingsford: An ordinance vacating a portion of Futur-Ida Subdivision #1, of record in Ada County, Idaho, specifically Blks 3 & 4 of said Futura-Ida Subdivision #1, according to the official plat thereof, in Book 43 of Plats at Pages 3475 & 3476, records of Ada County, Idaho and which is located in the Southeast Quarter of Section 12, T3N, R1W, Boise Meridian, Ada County, Idaho and providing -an effective date, is there anyone in the audience who wishes Ordinance #514 read in its entirety, there was no response, are there any questions of 'the Council? Morrow: It may not be in the City's best interest to eliminate in this lar project and this -location the curb, gutter & sidewalk, the reason being this is in old -tam and -the elevations should be well established we do -not have a situation like -we have bad for Western Equipment and the outfits along Overland where it is a major road that is -going to be developed in the future -through a LID or however. -- Does not seem it make sense at this -location to eliminate ACE) request for curb, gutter & sidewalk. Giesler: I would like to mention I would like to abstain on this issue since it abutts my property. There was further discussion on this, protection of the road edge, the culdesac turnaround, drainage and etc. MERIDIAN CITY COUNCIL • `SE"EMBER 5, 13$3 PAGE # 5 Larsen produced pictures and drawings of the building to show the Council Members: The Motion was made by Myers to approve Ordinance #514 with suspension of the rules: Notion died for lack of The Notion was made by 1Korraw and seconded by Myers that the rules and provisions of - 50-902 and all rules aryl provisions requiring that Ordinances be read on three different days be -dispensed with and that Ordinance #514 -as read be passed and - approved with the provision that no drainage water per allowed to stand on the site and that long-term it be noted that provisons will be made for the rebuild of the road to including curb, gutter & sidewalk and at such time all property owners will participate by way of either a -voluntary LID or a mandated ISD. Motion Carried: Roll Call Vote: Morrow,Yea: Giesler, Abstain: Myers,Yea: Tolsma, Yea: Giesler: I am pleased that something is happening over there, that the weeds will be coming dean, I mm definately not against the project: Department Reports: - Morrow: A couple things, I need the imput from the City Council as to what they think about the setbacks we talked about a month or so ago as far as the trailer -courts, the separation of the trailers, it has been suggested by the Fire Department the m;n;m;un acceptable to them is five feet. I need to know how you want to structure the ordinance or Resolution or however we are going to change the existing Ordinance. The other thing is the City Engineer gave you a copy of some information on the pressurized irrigation systems and I would like sane imput by next meeting also concerning that and only because all the sudden here we have several subdivisions that are caning up for annexation and zoning and if we are going to deal with the irrigation issue either deal with it now or forget it because we are beginning to get past the point -of no return in terms of the irrigation. Then in terms of the fences and the fence variances whether we are going to change the system to have -the Police -Chief, the City Engineer and a designated fence ccmnittee just review then and not go through the variance process. Morrow: The last item I have, due to my firm belief in terms of everybody serving their time and then moving on dam, I will not be a candidate for re-election in November. Giesler: I want to announce that Thursday night is taking on the Chamber of Camnerce in the whiffle ball game, I am the Coach again this year, - - Myers: I will have the information for you at the next meeting what the surrounding cities are going to do with this raise on the dump fees. The Mercy Medical Hospice Golf Tournment was a huge success. Tolsma: A couple of thing, Mr. Nesmith dropped his application for Conditional Use Permit and few of the neighbors would like to know when we are going to have him clean up his property and move the trailers and vehicles out that are not supposed to be there and get the weeds and trash cleaned up and they are also questioning the back yard of our creamery property about his parking lot that is starting up again. Cornel Larson, Sundance Properties, Larsen was sworn by the City Attorney: Larsen: We are asking to vacate Blk 3 & 4 of the Futura-Ida Subdivision in order for us to build a 38,000 square foot building at that location for Freidman Bag Company, we have also approached Ada County Highway District on the vacation of Taylor Place and West Second Street. The Highway District does not have a problem with that except the requirement of a culdesac which we worked with thein today and I think we have this resolved, the curb,_ gutter & sidewalk issue -I think we --also have that resolved With them think they would consider waiving than if the City Council would look - - favorable on that. - Mayor Kingsford: Any questions of the Council? Tolsma: The City Engineer had some questions about the water & sewer lines that are on that property. Larsen: We would be providing easements for that, he had also requested that we plug any of the stubs that were put in and if we can determine where they are we world get those taken care of. Giesler: There were a number of cmumts frcen the City Engineer on this, sane of them - seem to be quite important, have you seen these comients from him?
