certified by The Security Abstract and Title Company, Certificate 'lo. 1-928 dat-
ed the 25th day of February, 1947, and as shown by said abstract, find that the
title to the said property is vested in THE IDAHO FIRST NATIONAL BANK, BOISE,
IDAHO, subject only to the following:
(a) Taxes for the Year 1947 are liens.
(b) Special Assessments in Nampa Meridian Irrigation District
are liens.
Also subject to the terms of a party wall Agreement between L. A.
Songer and Myrtle Songer, his wife, with Daniel Barker and Addie
Barker, his wife, dated April 13, 1938, covering the use or the
party wall on the line between the Easterly 20 feet of Lot 18

The west edge of a concrete-blook building is evidently on the west
line of Lot 16 .
There is A small stucco building on the north side of Lots 18 & 19,
and the east wall of same is a joint -wall (8"),with 4" extending east �-
over the west line of the bast 20' of Lot 18. u
Me measurement,on the north line of B oak 4 from the concrete-blook
building (west line of Lot 16) to the oenter-iine of the 8" joint -wall ,.,.
is 49.95'
The measurement from a point 25' south of the front line of the
concrete -block buildtdg M Cot Lot 16) to the rear of the stucco build=
Ing is 49'-8" .to the east face of building,and 50' to the oenter-line p/1'
of the 8" joint -wall.
Set an iron pipe 50' south from the NW, Cot of Lot 16 (along west side
of ooncrete-blook building0.
From the above iron pipe measnned west 50' and marked this point with
e cross'(x) on the concrete sidewalk in rear of brick building. This
cross (x) is 4' east of rear wall of brick building.
Measurement was also made on the south line of Lots 18-19-20,and
the grocery store has a length of 65' ,with a 5' concrete sidewalk in the c
rear,and was understood that deed to this property stated 70' length
east and west.
It is evident that this 51 concrete sidewalk,in the rear of grooe
store and poet -office is xunning eastAx2y of a true north line,as the�.��,

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN That pursuant to the Ordinances
of the City of Meridian and the laws of the State of Idaho,
that the City Council of the City of Meridian will hold a
public hearing at the Meridian City Hall, 33 East Idaho
Street, Meridian, Idaho, at the hour of 7:30 o'clock P. M.
on April 4th, 1989, for the purpose of considering the
Application of the Idaho First National Bank for a variance
from the Ordinances of the City of Meridian at 113 East
Idaho Street, Meridian, Idaho, and more particularly
described as the West 1/2 of Lot 14, all of lots 15, 16, and
17, and the E. 20 feet of Lot 18, Meridian Townsite, Ada
County, Idaho. The Applicant requests that it be allowed to
have parking driveway isles of 24 feet rather than the
required 25 feet and that it be allowed to have parking
spaces of 9 feet rather than the required 10 feet.
The public is welcome and is invited to submit comments
in writing or orally at the hearing.

Hosac:One thing I wanted to ask, bringing it into the City Would they still be allowed
to run some livestock on that acreage?
Mayor Kingsford: I think just in terms of grandfather rights as long as it is still
used for that purpose, if it was out of that type of use for a while and they wanted
to start again there could be a problem.

I will now open the Public Hearing, is there a representative of the Bank in the
audience and if so would you cane forward and be sworn by the City Attorney:
Tom Zabala, Zabala, Giltaow Albanese, Architects, Mr. Zabala was sworn by the Attorney:
Zabala: We are before you tonite for a Variance from your parking standards for the
proposed remodel of the Idaho First National Bank on East Idaho Street. We are
looking at a complete remodel of the facility, with no expansion of the existing
building, we will be removing the current drive-in facility whi s now located on
the east side of the building and creating a new two lane drive through area on the
extreme east of that property, they wish to put in two remote drive-in teller
facilities at that location. We will be redoing all the paving that is in the current
lot to the alley area, providing new landscaping around the perimeter of the site,
our intent is to on the right awayimprovements on East Idaho is to improve those
consistent with the development plans the City has or what you currently see in front
of City Hall.
Tolsma: You say this drive-in facility is going to be on the East side of the parking
lot that is now existing?
Zabala: That is correct, right now the drive in window is inside the building, there
will be a window that remains there but there will be no business transacted there,
it is an extremely dangerous type of thing because the cars move out parallel to the

building and they conflict directly with the pedestrians at that point. They see the
drive-in facility as an expanded service, they not only see this improving their
operations but improving the vision of the site with the pedestrians, automobile
conflict. It will be on the east end of the property and when we try to Put the
driving lanes in along with the associated parking required by Ordinance we ran
about a foot shy of providing adequate sidewalks, adequate circulation and in order
to get the necessary parking spaces reducing the width to nine feet. This is the
purpose of our request over your current parking standards.
City Clerk: I received the cm rents from ACD today and our photo machine is not in
operation so I could not distribute then, the only thing they had was that the drain-
age be retained on site.
Zabala: We will be regrading the site along with repaving it and we will have two onsite
catch basins to contain the stone drainage.
Giesler: I guess I have a question for the City Engineer, do you have any problems
with this concept?
City Engineer: I did not have any problems with this. I think the nine foot parking
space and the length of the spaces is alright and the aisle is adequate:
City Attorney: The vehicle access windows which are going to be operated by tubes I
assume, will that be accessed directly from East Idaho or will you circle what I would
say heading south and circle around and came out north again. My only question is if
you have pedestrian, vehicle problems now with where the exist from the window now
exists to the north and runs right into the traffic, right after you have done business
at the window, if you do the same thing next to the bar you have the same problem..
where if you go directly into the vehicle window then cue out some other direction
you may relieve that problem even more.
Zabala: Uhat we have done on the side immediately adjacent to the bank where the
window presently is, we have created a six foot sidewalk that run along the entire
length of that building, we are removing the entrance to the building on the East
Idaho side and putting on the east side of the present facility, in the area that
YOU are speaking to next to the bar, presently the curb cut is immediately adjacent
to the bar, we will be caning over eight feet from that location with the nearest
point of our driving lane, so there will be more distance from the buildings on both
sides of the lot than there is at present. This will make better pedestrian safety.
Mayor Kingsford: Is there anyone else from the audience who wishes to testify on this
request? There was no response, the Public Hearing was closed. I asked the City
Attorney to prepare Findings on this request, there is a couple of copies of those
you have had a chance to look those over.

City of Meridian does hereby adopt and approve the Findings -of Fact and Conclusions
as prepared by the City Attorney on this application:

FOR A VARIANCE AT 113 EAST IDAHO STREET
PRELIMINARY FINDINGS OF FACT AND CONCLUSIONS
The above entitled variance request having come on for
consideration on April 4, 1989, at approximately 7:30 o'clock
p.m. on said date, at the Meridian City Hall, 33 East Idaho
Street, Meridian, Idaho, and the City Council having heard and
taken oral and written testimony, the City Council of the City of
Meridian makes the following:
FINDINGS OF FACT
1. That notice of the public hearing on the variance was
published for two consecutive weeks prior to the scheduled
hearing for April 4, 1989, the first publication of which was
fifteen (15) days prior to said hearing; that the matter was duly
considered at the April 4, 1989, hearing; that copies of all
notices were available to newspaper, radio and television
stations.
2. That the notice of public hearing is required to be
sent to property owners within 300 feet of the external
boundaries of the land being considered pursuant to 11-2-416 E

of Meridian; that this requirement has been met.
3. That the Ordinances of the City of Meridian, 11-2-409
B, 11-2-414 D. 6., Off Street Parking and Design Tables require
that off street parking for non -parallel parking have driveway
isles 25 feet wide and parking spaces 10 feet wide.
4. That the Applicant has requested that it be granted a
variance from the above Zoning Ordinance and allowed to have
driveway isles of 24 feet and parking space the width of 9 feet.
5. The property in question is the W 1/2 of Lot 14, all of
Lots 15, 15, 17 and the E. 20 feet of Lot 18, all in Block 4,
Meridian Townsite, Ada County, Idaho.
6. That the property is zoned OT (Old Town).
7. That the property has been used in the past as a bank
with adjacent parking lot.

FACTS & FINDINGS:
1. Idaho First National Bank requests a variance to a City parking ordi-
nance which would allow: a 24 -foot wide driveway in lieu of 25 -feet;
and 9 -foot wide parking spaces in lieu of 10 -foot. The existing park-
ing lot will be revised to accommodate a new two lane drive-in teller
facility, revised parking and site circulation, on-site drainage, land-
scape enhancement, and pedestrian safety features. The existing build-
ing will not be expanded. A drive-in teller facility is an allowable
use in the City of Meridian. .
2. Idaho Avenue has 80 -feet of right-of-way (which is adequate), and is
fully improved.
3. The alley has 16 -feet of right-of-way (20 -feet is required), and is
paved. There are buildings abutting the existing property line along -
the alley.
4. The developer appears to be utilizing the existing curb cuts in the new
layout.
5. District policies concerning this development:

Policy --- One per 150 -foot frontage

that the City Council of the City of Meridian will hold a
public hearing at the Meridian City Hall, 33 East Idaho
Street, Meridian, Idaho, at the hour of 7:30 o'clock P. M.
on April 4th, 1989, for the purpose of considering the

schedule for construction, we would appreciate your review and

Briefly, our project will consist of the following improvements
to the site and building.
Site Related Improvements:
All existing pavements will be removed, a new 2 -unit remote
teller facility with canopy will be constructed on the east side
of the property adjacent to the tavern. The new canopy will con-
sist of four (4) concrete columns supporting a steel superstruc-
ture with wood subframing. All construction on the canopy will
be 1 -hour with the fascia material matching that of the remodeled
branch bank.
A new view window will be cut into the east wall of the main
building with the pneumatic tubes for the teller units brought
underground and up inside the building. No customer services
will be accomplished at this window since its function is to view
and monitor the remote equipment. Existing on-site parking and
vehicular circulation will be reorganized to provide for effi-
cient, safer and easier site access/egress and routing to the new
remote teller units. Currently, there are 21 diagonal parking
spaces on-site. Site circulation is one-way in, one way out with
the drive-in teller facility occurring along the east wall of the
existing building. Our proposal would reduce the parking to (18)
90 degree stalls (9'-0" wide in lieu of 10'-011 as required by or-
dinance) with an additional (6) car stacking area for the drive-
thru teller. Existing landscape areas will remain at the rear of
the property but existing shrubs will be removed and replaced.

Additional landscaping will be provided along the east property
line adjacent to the tavern; a planter provided on the East Idaho
Street side where a new sign will be located; and streetscape im-
provements in front of the bank similar to that at City Hall.
Access to the site will be 2 -way in and out onto East Idaho. Ac-
cess to the alley will be available but not encouraged.
The exterior of the existing branch will be revitalized with a
new look, windows and consistent finish material in lieu of the
present "patchwork quilt" appearance. The Idaho Street entrance
will be eliminated and a new entrance provided on the east side
more available to the parking it serves. A 6'-0" wide sidewalk
will be provided along the east side of the building for
pedestrian safety. Exterior building stucco colors will be
natural earthtone beiges and tans.
Interior Building Improvements
The major portion of our budget internally will be devoted to
visual improvements on the first floor. The existing teller line
will be relocated and replaced. One conference room will be
created in the process. Where the ceilings are now 10'-0" and
14'-011, we will create a uniform ceiling height of 10'-0" with
some architectural coffers in the teller area for aesthetics.
The new ceilings will be 5/8" type 'X' gypboard on a metal
suspension system. Acoustical tile will be applied to the gyp -
board. New lighting and improvements to the mechanical
heating/cooling system will also be required on the first floor.
The balance of the work will consist of finish materials (paint,
vinyl wall covering, carpet, vinyl composition tile, draperies,
plastic laminate, etc.) to upgrade the dated look of the present
interior. A new handicap accessible toilet will be developed on
the first floor.
New employee men's and women's restrooms will be developed in the
basement as well as a small break room. Storage, mechanical and
electrical rooms will remain with improvements to the latter
limited to those system and equipment modifications necessary to
accommodate current remodeling needs and code mandated require-
ments. Finish material improvements will consist of carpet,
paint and furnishings. The basement will see little or no use
other than that described above and there are no plans, to our.
knowledge, for change in the foreseeable future.
Improvement costs for this project are anticipated to be between
$200,000 - $230,000 which we feel will be a significant improve-
ment to this area of the City.
