Members Present: Mayor Tammy de Weerd, Keith Bird., David Zaremba, Charlie Rountree and Joe Gorton. Members Absent: Mayor Tammy de Weerd, Joe Borton. Staff Present: Bill Nary and Will Berg. Item 1. Update of the New City Hall Project and Presentation of Interior Color Scheme by Lombard-Conrad Architect: Bird: Do we need to be down there or can we see okay here? Simmons: We would like to have you come down here. Madame Mayor and Members of the Council, Steve Simmons with Lombard-Conrad Architects, Boise, Idaho. We have come before you tonight to bring you an update with the interior color scheme for the new City Hall project. There has been a lot of work • • Meridian City Pre-Council Meeting April 3, 2007 Page3of6 with me and the rest of the staff and Department Heads -- at least this point in our presentation we would like you to come down and look at the pallet and then i Elizabeth and (inaudible) our interior designers can explain it better to you. ' There are a couple of options for you to look at. What we would like tonight is to leave with a consensus on the pallet that it is acceptable; if we need to tweak a few things and come back before you, we certainly can do that as long as we do it in a fairly short timeframe. We have also met with the departments and looked at a couple of things, i.e., an accent wall behind each reception desk and each department perhaps, so we have several accent colors that we can show you as well and get an idea from that so you can -well, we will walk you through that. So, with that gather around and we will let Elizabeth kick us off. Henson: I am Elizabeth Henson with LCA and before you see the material finish selections for the new City Hall. We have got a floor plan over here. Steve can you push those to the front for me? In all the vestibules coming in on the street, we have got awalk-on tile, which is a - we have a walk off carpet here, which is a the that you will have in each vestibule coming in off of the street to get the dirt and moisture off of your feet before you enter into the interior materials pallet. In the main lobby area is this porcelain file here. It is a larger scale, 18 x 18 inch the and that is a porcelain tile, so it is really hard body. There are little if any ' maintenance that you have to do it. We can do the grout joint really tight so you don't get a lot of wear and tear on that. This does meet the co-efficient of friction requirement for ADA and it is not a polished tile. Do not wax. No finish required. Then also in the lobby area, we have some elevations here -what you might see as you come in straight on through to the Council Chambers there where we .have a dark green accent paint for some contrast there. Then we have got some ' (inaudible) areas in the ceiling that will have a lighter white color as well as the lay in ceiling the in that area and then we have got the general wall color that is a little bit darker than the rest of the area. So, you have got this mid-tone accent and this is a typical elevation of the side wall within the front entry lobby. Simmons: Looking into the Community room, perhaps into the Historical Society ' entry doors -because this is a two story space - so you can see kind of how that would look. .Henson: So, we have got some reveals in the drywall there with some painted accents. We have got the wood trim, which we are looking at doing a painted wood base and cherry rail and we have got a couple of different colors of wood - Bird: Excuse me, are you going curve it or just leave it square like that? Henson: I# would probably be square. We might end of with a little trim piece here, but typically we just set it right on top of the ceramic tile. Then we have got the two -you can see in that elevation there that you have got some wood columns, wood clad columns where we would be looking at a dark and a light tone wood, which we could play off using a painted wood trim and cherry rail as I • • Meridian City Pre-Council Meeting April 3, 2007 Page 4 of 6 mentioned to kind of match that color tone there. We have got some glazing opportunity there with the windows to bring the glass in. Then going down those main corridors this porcelain file will continue down on the first floor corridors there to kind of allow that to be a continuous area. The restrooms we changed to this green porcelain tile, which is a little bit smaller. This is actually made out of all of the scraps, the recycled material in the file plant, which is kind of nice. I like to use that when I can. That does have a coved base for sanitary application in your restrooms. Then we are looking at a 3 x 6 glazed ceramic tile, just kind of a matt finish verses the standard super high gloss that you would use. A little bit .more of a classic look there. The walls and wainscot in the public restrooms. i Then you have got a dark accent color above it in portions of that area just for some contrast. We have got some graffiti resistant toilet partitions that we would ' like to introduce with the stainless hardware there. Any questions on those areas? We are kind of harkening back to the agricultural roots of the city. In the back of the Council Chambers we have got this wall covering and you can see this carpet here - it is a carpet file with a rubber backing, which is really nice because if you do soil one of them, you can just pop it out and .put another one in. It lays down real fast. You have got - it minimizes the labor required - (Inaudible discussion) Simmons: We did a meeting with Will and our visual consultant and he is laying out what we are going to do (inaudible--). Henson: Okay, then we have got the carpet file in the Council Chambers. Also within the department areas, this is the carpet that you will see throughout the facility. We have lightened the general wall color within the departments is lighter as you can see than what we have got in the big lobby with all of your natural light. So, in the department areas you have got this. We have talked about doing an accent wall and each area has a little conference room. We could do an accent - (Inaudible discussion) Henson: Okay, yes in the main reception area for each department we have got four accent colors that we are allowing the departments to select from. Do you want to go through those (inaudible--)? (Speaker unknown): Here are some elevations that we sketched up where you can see just some examples of how those accent colors will look behind the reception desk. These are the two examples that we have for the reception desk. This is the typical that we are proposing for most departments; however, some departments are different sizes and are needing something a little bit different. So, that is just showing those proposals there. Also, in each department we have asked them to come up with a picture that is specific to their department. So, they will come up with some pictures and that will kind of give • Meridian City Pre-Council Meeting April 3, 2007 Page 5 of 6 each department a little bit of character. Those pictures will be in a sepia tone for all departments. i ~ Simmons: Some departments particularly like Finance (inaudible--) some backup needs or they literally work at the counters, we are trying to - we are aware that we may have to have some vision glass so they have the ability (inaudible--) walk off and help somebody if there is an issue. A lot of the departments (inaudible--) working directly behind the cashier, it is a little bit harder to put the glazing in that, but you know it is still doable (inaudible--). (Speaker unknown): These are the laminates that we would be using for that and then also these two solid surfaces. This is the primary solid surface that we are proposing.; however, in some areas when they are doing a lot of paperwork right up at that reception counter, it is really hard to go from the white paper to the dark countertops. So, some departments will have this lighter countertop. Ln the bathrooms these are the -did you talk about that? Okay and the solid surface that we are proposing for the countertops in the restrooms. (Inaudible discussion) Henson: The second floor will have the carpet tile, as we mentioned.. So, it is similar to first floor in that regard. The corridors will include that carpet -that lobby area when you come off of the elevators on that second floor, we are going to integrate an accent -this beige accent within that just to kind of create a little border and kind of identify that zone. That is basically the materials for your interior finishes. (Inaudible discussion) Simmons: We have given a copy of this to Keith to take to the Council to give us direction on hard offices and who gets hard offices and who doesn't. So, I would like that back by the end of the week if I could get that so we can kind of put that to bed. You are welcome to keep another copy as well. If I might add.., there are several - we originally started from a program that was provided (inaudible--). ', There were quite a few departments that do have additional offices that I think are justifiable, above and beyond the program. There are sensitive issues and things with attorneys, HR and even Planning staff sometimes, but we have provided some conference rooms and things that allow them to go to those places. The main intent and (inaudible) and I will leave you with this is that we are trying to push this building to a LEED certification and day lighting is very critical to that. When we start putting perimeter offices all over the place, we start losing that day lighting point and that ability, so everyone was agreeable, all the departments understood that from the get go that most of those offices are going to be inboard and we would even have glass in those to get the light to flow. So, everybody has been pretty much following that model as best we can. In some cases we weren't just because they flat filled up all of the spaces.
