STATEMENT OF DEVELOPMENT FEATURES
Hillview Development Corporation hereby applies for Annexation and Zoning, Preliminary Plat and
Conditional Use Permit approval of a Planned Development consisting of 161 lots on 39.15 acres of
land located north of E. Fairview Avenue and east of N. Meridian Road on E. Blue Heron Lane.
The land is presently zoned RUT, and the Applicant requests that, upon annexation, all of the
property be zoned R-8.
The applicant's preliminary plat approval request is for 161 building lots (145 single-family
detached building lots and 16 duplex lots. The proposed residential lot sizes range from the
proposed minimum lot size of 4,000 square feet for single-family attached (duplex) lots and 6,000
square feet for single-family detached. The gross density of the proposed subdivision is 4.11
dwelling units per acre and the net density of the subdivision is 5.3 dwelling units per acre. The
project will be constructed at one time; no phasing of the development is proposed.
In a pre -application Tech Review with Ada County Highway District (ACHD), Kendall Kemmer,
ACHD's Traffic Engineer, told us that, after evaluating the traffic and the fact that we are an infill
area, there was no requirement to conduct a traffic study for this development. Four (4) stub streets
from surrounding developments will be extended into the site. The primary access to Meridian
Road will be E. James Court (collector roadway).
The Planned Development application includes requests to allow reduced development standards
including reduced setbacks, reduced lot size, reduced frontages, reduced house sizes, and block
lengths in excess of 1,000 feet. The following is a comparison of the City's minimum requirements
and the reduced requirements that are proposed by the applicant:
