DESCRIPTIONS
This game uses "paint guns" in order to shot at each other in a make believe game of "cc• ~;boys and
Indians." These guns are "f?B" guns v~Thich shoot paint. balls which are a little larger than a
~;_:` marble. These paint balls are crater soluble and the pla~-ers cc•ear protective gear.
_- r The playing area c~~ould consist of the classrooms, hall «~as•s, and gti•m in the old_t4eridian
'~' '~- Elementary school which is nott~ vacant. 1~'e would eventually build a castle tape structure in the
gym.

is no treasure hunt.

There will also be a shooting gallery. The shooting gallery Till be open to the public and to all
ages. ,
One of the games planned is designed around the concept of finding a hidden treasure. This
treasure will consist of a real treasurE of money or a gift certificate.
Besides the treasure quest game there will be team games of storming the castle and capturing tl:e
flag. There will also be an individual challenge game. This is trhere a group of people take turns
s ~••' ~ ;~, going against the rest of the group in a type of hide and seek. The individual goes into the
playing area to find and bring out a fett~ items and tries not to be captured or shot.
A reward system is devised for those tc~ho succeed in any and all the games. This ~ti-i11 by an
incentive for repeat business.
~' This type of acti :city is currently being played all over the country and is bro~-ing fast. The guns
that are used in the game are currently sold at most sporting goods stores includinb Fred 1`4eaers
and others.

Mayor Kingsford: An Ordinance of the City of Meridian adopting a new chapter of the
revised and canpiled Ordinances of the City of Meridian dealing with irrigation and
drainage canals and ditches and maintenance thereof which chapter shall be added to
Title 9, public ways and property, and shall be knaan as Chapter 9, irrigation acid
drainage canals ar~d ditches; maintenance and providing an effective date: Council
Manbers do you have any cambents or questions with regards to Ordinance #511?
City Attorney: I will give the Council a brief stunnary of this Ordinance, this is a
new Ordinance which declares as a public policy and recognizes the historical value
of water rights in this area and to fiirther those rights recognizes that each property
owner who has a ditch or canal or a drainage ditch has a right to receive the water
for his benefical purpose, the upstream user has the responibility to maintain the
ditches that traverse his property, it declares those areas that are not cleaned up
in time, the property can be posted with a notice to clean the ditch or canal again
if they don't the City can and go ahead and assess the cost back to the real property
taxes.
There was discussion on whether this covered the Irrigation Districts:
Mayor Kingsford: Any other discussion, if not, we will consider Ordinance #511 read
the first time:
Mayor Kingsford: The next item on the docket which is not on the agenda, the Police
Department has provided the Council Manb~rs and myself with a revised personell
manual: Counselor or Sergeant Robertson whichever would like to begin may address
certain portioais of that, It has been discussed that after this meeting maybe a
meeting be set ~ with the two officPxs of the police association that were instr~
~tutiental in drafting this and give us their insight as well.
Counselor: Just some short cca-ments, the Counselor cam~nted on several different
parts of the proposed manual and suggested same things be added or changed before
the manual was adopted. (Tape on File of these ocam~ents)
It was the consensus of the Mayor & Council to meet with the officexs from the Police
Association and have a workshop on this manual:
Mayor Kingsford: I have been a little remiss, I should have introduced Colleen IaMay
who will be representing the Statesonan at our meetings:
Mayor Kingsford: We have one other itan that we have been asked in regards to the old
intermediate school, Mr. Alidjani has had a request by three or four parties to use the
gym for various one time events, I told him I thought there would be no problen with
that, that he would have tJo meet fire code and that sort of thing, I guess the Fire
Marcha~l has ;*-~;cated to you that you would have to close off tYie rest of the building
and that type of thing, is there any questions the CoLmcil would have? The type of
thing we are talking about is class reunion, basketball pratiee
Alidjani: Basketball pratice on a regular basis, at seasonable times, like maybe a
couple of months in the siumuer time, Mr. Hal .Hatch approached me last year that k~e
would like to hold pratice on two days a week basis. There is a lady that would like
to rent it for Monday & Wednesday and if it is ok Saturday for two hours at a time for
exercise class, I wanted to visit with the Council to see if this type of use would
be alright. We would like to be able to utilize that space for several activities that
might happen in the future and it could be ongoing, right now it is seasonal, in the
siamtier time only, Mr. Hatch was talking about every other day for two hours for two to
three months. Basically it would be a sports event. Also I have had request from three

I would like to know how the Council feels about this, I have talked to the Fire
Marshall and he told me what needs to be done with that place and I have no problem
with that regarding the Fire & Safety Code.
Morrow: How about the asbestos issue, has that been resolved?

Alidjani: I do not think it has been resolved:

something, they can still occupy it as long as it is not modified or something.
Alidjani: Councilman Morrow, what I have is a report of about twenty pages done by the
School District, what they were looking at if the building was r~nodeled.
Morrow: None of the things you are planning on will constitute r~x~delling work?

Morrow: Let me ask you this, is there a sprinkler syst~n in this building or this portion
you Plan to use?
"'~': Alidjani: No, they have fire hoses but I do not think there is any sprinkler syst~n any-

Nbrrow: The type of useage he wants to do, does that fall into a oamn~xcial useage, how
does the building code work in a situation like this.

Alidjani: If there were under three hundred people at one time occupied that particular
premises all I need is two opPlLngs, one for entrance, one for fire exit.
Nbrrow: Basically what you are. doing is nti-tking that the functioning building everthing
