Glenbrook Properties and Simida Corporation request Conditional Use approval for a mixed use planned unit development to be constructed in two phases with some subdivision of land anticipated. Z. Highway 55 is under the jurisdiction of the Idaho Transportation Department, contact them for any requirements or comments they may have. 3. Highway 55 is to be turned over to Ada County Highway District upon completion of the Eagle Road interchange. 4. I-84 is under the jurisdiction of the~Idaho Transportation Department, contact them for any requirements or comments they may have. ' 5. Stratford Drive has 50-feet of right-of-way (60-feet is required) ,and is improved with gravel. 6. Staff is recommending 60-feet of right-of-way and collector standard streets throughout this project due to the commercial and industrial uses included. SITE SPECIFIC REQUIREMENTS: 1. Provide by dedication 30-feet of right-of-way from the centerline of Stratford abutting parcel. 2. Provide curb, gutter, 5-foot sidewalk on Stratford abutting parcel. Provide 1/2 of a 41-foot back-to-back roadway section, plus 12-feet of paving. 3. Provide 30-feet of paving on Stratford from the project limit to Franklin Road. All interior streets shall be built to a collector street section with 60-feet of right-of-way minimum. 5. In cooperation with the Idaho Transportation Department, District 3, the following improvements on Highway 55 are requested: a. Stripe southbound left turn lanes at both entrances. b. Continue the acceleration/deceleration lane from the I-84 interchange to the north entrance. STANDARD REQUIREMENTS: 1. Improvements to the dedicated right-of-way to be designed and constructed to ACRD standards and specifications. 2. All dedicated streets to be constructed and designed to ACRD standards and specifications. 3. All specifications, land surveys, reports, plats, drawings, plans, design information and calculations presented to Ada County Highway District are to be sealed, signed and dated by a Registered Profes- sional Engineer or Professional Land Surveyor, in accordance with Idaho Code 54-1215. 4. Obtain written approval from irrigation/drainage jurisdiction for storm runoff into irrigation/drainage system(s). 5. Relocate all obstructions outside of the proposed street improvements. Prior to relocation, obtain written permission from the applicable jurisdiction. 6. Relocate all irrigation/drainage structures outside of the public right-of-way. Prior to relocation, obtain written approval from the applicable jurisdiction. 7. Provide for the continuation of all existing irrigation and drainage systems across parcel. 8. Submit 3-sets of street construction plans for review and approval by the District. 9. Submit a site drainage plan showing that site drainage will not~flow onto Ada County Highway District right-of-way, in accordance with Boise City Code 11-3-54 (A), where applicable, and ACRD policy. 10. Access to parcel to be reviewed and approved by the District. 11. Driveways to be located a minimum of 5-feet from the property line. It is my understanding this parcel is owned by the applicant. If so, they need to include it in this application and the description must be revised. Are the parcels of property to be developed in this park to be sold to the building owners? If so, will this require a subdivision plat? WATER ~ SEWER: Main sewer and water lines constructed in 1986-87 exist in Stratford Drive. (These are shown on the attached drawings). Gravity sewer can serve the proposed High-tech facility as well as a majority of the land remaining in the park, excepting the southwest portion. Phase I of the park will include construction of a thru-road from Hwy. 69 to Stratford Drive with water and sewer utilities installed therein. The water line will be looped from the new access road, along an alignment parallel to 8 Mile lateral, to connect again near the water tower. The type of waste discharged to the sewer must be investigated for strength and if any type of on-site pre-treatment by the Owner is necessary. Building fire sprinkling systems and landscape sprinkling systems shall be protected from backflow into the domestic system by use of City approved backflow prevention devices. ROADWAYS: Two access points from this park onto Stratford Drive should be provided. Although a frontage road along the I-84 boundary is not appropriate the "ring road" shown at 400' from I-84 should be continued to Stratford Drive. If the roadways in the park are to be public roads they need to be dedicated to ACHD and built in accordance with ACHD Standards. A subdivision plat will dedicate the roads otherwise dedication must be done by metes and bounds description. DRAINAGE ~ IRRIGATION: The method for drainage of the roadways must meet with ACHD approval and transmission of the drain water .into recognized drainage ways must be approved by the drainage ways maintaining agency. Irrigation ditches crossing the project must be continued. Any alignment change or piping must be approved by_the maintaining agency. Individual site drainage must be contained and disposed of on-site. This conditional use permit will need to agree with the access as determined by our Board. In addition, we request a 20 feet set back from our Right of Way line for any structures along Interstate 84, its ramps or State Highway 55. The property is about 107 acres site, the first phase of the develognPnt would include the ten acre parcel for the Ccmputrol location, the City of Meridian applied for and received a $400,000 eeonanic develognent blocJc grant to assist in funding the public improvements to help in locating Ca~itrol at this industrial , eamrercial park. C7a>tg~utrol will employ up to three hundred people within the next two to ~~Y period. ~e first phase public improvement in discussion with ACEID and the Idaho State Transportation we will be making some curb and gutter improvanents and side- walks at the entrance to the park basically widen out the highway so we can have five lanes, two in each direction with a turning lane, eventually as this project develops the continuation of that widening will continue on to the south to match up with sane plans the State Highway has for reworking the interchange intersection. The first phase of improvement of street project would be a dedicated right away from the highway to the C~anputrol site and then south along the east boundxy of their site with a culdesac tarn a round at the end of their site, that street would eventually go through to a street system to serve the additional property, water and sewer service are relatively close to the project site , sewo~x & water being in Stratford Lane, we world connect in at Stratford and bring the lines dawn the proposed street, sewer would be extended up to the highway and to the south end of the Canputrol project, likewise with water with the exception that the water would be looped back to the water tower, this would make a looped systan which was at the request of the City, interior sidewalks we are discussing with ACRD as far as the standard sidewalks that would be required, the developer will be having a jogging path throughout the park so we need to final out plans with that jogging path, pedestrian way sidewalks to cane up with an overall plan so we might not be looking at sidewalks along all the street. Drainage will be by imputing into Nine Mile Cree]c, we will do sane piping of Nine Mile Creek, we are meeting with Naa~a Meridian Irrigation on that as far as meeting their requirements. We would propose to file an initial subdivision plat for this parcel where woe would subdivide into various lots basically make our best guess to lot configuration that would be sold off in the future, there may need to be sore adjustment to sane lot lines, perhaps splitting of sane of these individ- ual lots depending upon what size lot was wanted by the purchaser. The reason for the P[ID in the first place is woe do not know for sure what type of industries and amnercial use would ultimately would cane into the park with the exception of Ca~utrol.so we want same latitude to work with the City as far as the ultimate street aligrmient, drainage system and etc. Nahas ; i~at we wo:wld like to have is a mix of uses here, I ernrision same oo[rmercial use such as a hotel, retail uses ,office uses, same clean light industrial uses and distri- bution type uses, we need as much flexibility in the plan as we can have because we really do know how much area to designate for each type of use, I think woe are going to have a very successful park, we have received several inquiries from different types of business. Alidjani: Why the 41 foot dedicated roadway? Jossis: The ACBD standard for street width in a oamtlercial or industrial area is 41 feet back to back of curb. Jossis: Yes, this would be a dedicated sixty foot right away. . Johnson: Are cuing to get more explicit on the following phases at this point? Jossis: The City Engineer wanted to be assured that here would be a second access into the property for emergency vehicles what is proposed is there would be a sev~rbd access in the future off Stratfood, the access off the highway would be the Primary access the first phase street improvement would shop short of Stratford and we would Propose to have sane sort of breakway barrier at that point, the rest of the street improveneait would be to maJce a all weather gravel surface to Stratford and then of course Stratford is already graveled, so woe would not at this time be proposing to bring this section and Stratford ~ to ACEID standards. Rotmtree: In regards to Mr. Johnson's question, the sixty foot right-a-way wou]-d still be dedicated but not extended? Jossis: That is right, in talking to ~C~ID though they may not want this to be a dedicated right away until such time as it is developed and oanpleted to their standards. however it would ~ into a reserve so that at such time the County wanted it it could be ded- icated. Rountree: You talked about jogging Paths and sidewalks, what do you have in mind, recreational facility for the complex out there or sanething for the oanrnuLi_ty? Nahas: It would be primarily for the benefit of the park, these days it seers those companies that are coming in the area look to have certain amenities provided for then such as you have out in the Park Center Development, we would plan on having jogging paths,, probably a small park area, maybe a health club facility, those kinds of things. They would be primarily for the people who are in the park. Rountree: Does the Corp of F~gineers or Idaho Water Resources people claim any jurisdiction wer Nine Mile Creek? - Jossisc The Nampa Meridian Irrigation District was going to check with the Bureau of R,BClamation as far as jurisdiction on 8 mile lateral, they did not irr7icate anyone else had jurisdication wer Nine Mile Creek except themselves. MERIDIAN P & Z AUC~7ST 22, 1988 pA~ >~ 5 plans for imprave~rent of this interchange intersection, they will be wiling out the ramp, a right turn lane off the freeway, a real right turn lane not like the one that is here now, the t for this develognent would be right now the street section for the highaaay 65 foot width curb to curb, edge of pave>laaPnt to edge of pavement, it has a four foot raised media in the middle so for this first aa:ess here this develop- ment would be required to remove the four foot media and put in a center left turn lane into the property, the State standard for a four lane road with the center turn lane is a sixty five foot width, so the existing wid~l is wide enough to acoarodate the left hand turn lane. The State along w2th ACEID have agreed that the requisenent for this project for the next phase is a deoellaration lane with would essentially be a right turn lane all the way from the exit lane off the freeway to this access. So you would have the two existing north bound lane and the right turn lane aloaig side of than. There will also be a left turn lane at the intersection of Meridian Road so that those vehicles wanting to turn left do not stop one of the traffic lanes. We will be putting curb ,gutter and sidewa]ks all the way fran the north edge of the Property dawn to the second acx:ess, from there they are not requiring us to put the curb, gutter and sidewalk. Also when this second access develops we w211 have a left turn lane there. Law: ~e other thing I was concerned about, I have been taking care of the irrigation ditch which feeds the whole section on the west side of the highway, I have been spending $60 to 100 a year in taking care of that, I was wondering before I spent the m~ey this year if you planned on doing something with that irrigation ditch so that I would know. Jossis: The regt>;~~ts of the Irrigation District on the project is that any lateral or water services that ecn~e of eight mile lateral, those its have to be protected woe may change the aligranent of a ditch from the lateral to the property line but from there on it will be the same. Law: I was wa~lering if you were going to be doing anything this year? Jossis: I do not have an answer for you, from where this ooci~e~off it will be in the second phase of the project.
