At this time I noticed that some of the meter lids and meter tiles were broken and the 2 x 4's marking the sewer service line locations had also been broken off. While conferring with Mayor Glaisyer on August 19th, 1981 I was told to inform you that these item's were to be fixed or building permits on Meadow View #2 would be withheld. It would be appreciated if these items could be repaired before November 15, 1981 as winter will be coming on and with- out lids on meter tiles some of these meter yolks may freeze. Commissioners Jeppesen, Fairbanks and Wardle present. One citizen present. Ada County Highway District staff present: Gary Funkhouser, John Joines, Frank Capshaw, Chuck Smith, Mike Brokaw, Ron Cotterman, Alice Sinsel. LOCUST STREET - WARM SPRINGS TO SHENANDOAH - Frank Capshaw presented the history of the problem and requested that the Commission approve Locust Street as a through street with appropriate stop signs through to Warm Springs. He recommended a stop sign be placed on the short end of Shenandoah, and sign it for yield left turn traffic. Locust Street would be left stopped at Washington Street and at Warm Springs. Discussion of the area and the proposed through street followed. Mir. Capshaw said the question had been referred to the neighborhood association about a year ago and nothing has been done. Further discussion. Commissioner Wardle moved to establish Locust Street as a through street and to install the appropriate signs to make it a through street. Commissioner Fairbanks seconded. Motion carried unanimously. CONDITIONAL USE - PIERCE HAVEN SUBDIVISION - John Joines explained the history of the conditional use and t at the HigTiway District has requested that Outlook Drive be extended to connect to the next subdivision. Wayne Forrey was present to explain the problem that the developer is having with the property owners not wanting the street extended because of the increased traffic it would cause in the area of the City Park. Much discussion followed with regard to the proposed cul-de-sac or the extension of the street and the width of the street. Mr. Forrey said they would be willing to design the cul-de-sac to provide for emergency access if the Highway District would allow the cul-de-sac rather than the street.being extended. Further discussion held concerning the access width of the roadway to Pierce Park Road. The Commission felt that the roadway should be at least thirty-six feet back to back and Mr. Forrey said they would have no problem with widening the street. Much discussion followed. It was finally decided that the developer will be required to install a temporary cul-de-sac with a fifty foot easement so that if the right-of-way is required in the future, it•will be available. The Highway District will not allow the twenty-eight feet wide street to access onto Pierce Park but they would allow the street to be widened at the intersection with a narrower street after two lots into the project. SUBDIVISIONS - FINAL PLATS ':alispell Subdivision - John Joines presented the plat and recommended approval. tAf er discussion, Commissioner Fairbanks moved to approve the plat for Kalispell Subdivision and to authorize the Chairman of the Commission to sign the plat. Commissioner Wardle seconded. Dear Mr. Milhollin: Nampa, Idaho 83651 Telephone: 467-5252--888-2321 September 13, 1979 Meadow View No. 2 Sanitary Sewer SEp 14 1979 As previously discussed with you, the City of Meridian is endeavoring to remove from service the lift station located at the Northeast corner of Meadow View No. 1. As you and I have discussed, in order to do this, a length of sewer line needs to be installed be- tween the most Easterly manhole in Chateau Avenue in Meadow View No. 1 and the trunk line manhole at the proposed intersection of Chateau Avenue (extended) and Northwest 11th Street in Meadow View No. 2. " time has passed since we first discussed this, it now appears that rather than create an easement and have the City construct the lime, it would be more appropriate to have this section of line included with the work to be done by the contractor who will be building the subdivision sewer. I have spoken to Mr. Ken Montee today and he has said this approach would be agreeable to him and asked that I send you this letter. The scope of work involved to make this tie amounts to: 1.- Approximately 130 linear feet of 8 -inch diameter PVC sewer line; 2. Plugging the outlet hole and breaking a new hole and reconstructing the channel in the existing manhole in Meadow View No. 1; and 3. Breaking an inlet into the existing trunk line manhole at the intersection of Chateau Avenue and Northwest 11th Street in Meadow View No. 2. I assume you will have a unit price in your contract docu- ments for the 8 -inch diameter pipe, however, I would appreciate it if. you could luclude an item for the connections to the existing manholes in the agreement with the contractor so the City will know what the cost will he prior to agreeing to have the work done. The sewer and water pipe sizing in this subdivision is compatible with the future development on the South of this project. The development's basic layout is governed by the City's existing utilities that were constructed across this parcel over the past 8 or 9 years. If the subject designs meet with your approval we would request a letter from the City accepting these improvements for operation and maintenance, if their construction is satisfactory to your public works department. Five Mile Creek is one of these identified lineal open space corridors. The developers of the two proposed subdivisions now being planned along Five Mile Creek; Meadow View #2 and Meridian Manor #4, should each provide a 10 foot asphalt Bicycle Path (See Bicycle/Pedestrian Design Manual for Ada County) along the Creek. The presence of an existing city sewer easement along,Five Mile Creek should make this easier to accomplish. Besides providing the Bike Path, connections should be made between the interior streets and the Five Mile Creek corridor to enhance access by foot and bike. For Meridian Manor -- Waterford Drive and Creekview; for Meadow View #2 - Chateau Avenue east of NW 10th Street. Eventually all of Five Mile Creek in the Meridian area could be developed as a plant and wildlife preserve and as a Bicycle/Pedestrian corridor. The location of the Bike Path within the right-of-way of Five Mile Creek should be worked out between the developers and the City of Meridian, and consideration should be given to the establishment of a separate, non - paved foot path in the future (possibly on the side opposite the Bike Path). 0 f 0 0 This "Human -Power" corridor would provide an excellant connection between the two residential areas and the Cherry Plaza Shopping Center... allowing residents to bike or walk, instead of using motorized transportation. Final Bike/Pedestrian design plans must be reviewed by myself prior to Ada County Highway District approval of the plats. Question was raised about getting the developers to build the whole street between the two developments. Commissioners agreed with Mr. Joines' comments concerning the two plans. CAPITAL IMPROVEMENTS PROGRAM - Gary Funkhouser asked if the Commission has had a chance to look at the program he is suggesting for Capital Improvements. After discussion, the Commission agreed that Mr. Funkhouser should go ahead with the program. This year's program will be developed first. DIRECTOR'S REPORT Access to Collector Streets - Gary Funkhouser presented a designation of minor collectors and a Collector Access Policy for approval as follows: Lot access will only be allowed on those collectors considered as "minor collectors". A "Minor Collector" is only that collector that is non -continuous or serving local residential traffic and is one mile or less in length or unless otherwise approved by the District Commission. After much discussion, Commissioner Silva moved to approve the Policy on Collector Streets as presented. Commissioner Fairbanks seconded. Motion carried unanimously. Assi nment of Stramm Engineers Contracts to Walker Design Associates - Gary Funkhouser asked the Board to approve the assignment of tramm Engineers, who have the contracts for Milwaukee -Emerald L.I.D. and the Broadway Chinden project, to Walker Design Associates. Walker Design Associates bought the local office from Stramm Engineers, and have been working on the projects all along. The State will be asked to approve the assignment also. Commissioner Silva moved to approve the assignment of contracts as presented, to Walker Design Associates. Commissioner Fairbanks seconded. Motion carried unanimously. Glenwood -Cole Extension - Commissioner Jeppesen received a letter from a citizen regarding the Glenwood -Cole Extension. Mr. Funkhouser said it will be considered again when the budget for the coming year is set up. Mr. Funkhouser will write a letter to the property owner advising him of that fact. Policy and Goals Meeting - Gary Funkhouser asked to set a meeting with the Commission after the lst of the month to discuss the goals and objectives for the new budget year. The Director to come up with a list of goals and objectives with reference to what projects to do or not to do, in view of the money problems. Gary Funkhouser to let the Commission know when the staff is ready to have the meeting. Discussion - Discussion followed concerning a claim presented to the Highway District, regarding the injury sustained when a plate came off a hole and a man stepped in it. Box 6299 Kennewick, Washington 99336 Dear Mr. McDonald: This letter is to confirm and supplement our conversation of July 15, 1977, regarding a sewer easement to the City of Meridian for constructing a large sewer line through the proposed Meadow View No. 2 Subdivision. In an effort to clarify the location of the sewer line we have superimposed the sewer line on a possible tentative plat of Meadow View No. 2 Subdivision and have enclosed four (4) prints thereof for your review. This tentative plat was developed for use in establishing utility easements through the property. The concept, as submitted herewith, is along the general alinement as was previously agreed upon in correspondence between you and our staff as finalized on May 7, 1976. This map shows both the permanent and temporary easement limits as well as the sewer stubs from the various manholes as requested by you. As was noted in our conversation, it is the City of Meridian's policy that when a recorded plat and an approved development plan for same has been finalized for a subdivision, or if an existing house is adjacent to the sewer line, the City will install a sewer service tee in the main sewer, at a location to serve each lot, as part of the main sewer con- struction project. The construction of the sewer service line from the service tee to the lot is the developers responsibility. If an approved plat and development plan for unimproved property does not exist, then the developer is responsible for the installation of the service tees. The City of Meridian and J -U -B ENGINEERS, Inc., will work closely with any developer, such as yourself, and the Contractor for the project so as to permit the sewer service tees to be installed through a subagreement between the developer and the main sewer line contractor. We are therefore enclosing, for your evaluation, a bid abstract showing a tabulation of the various bids received for the Phase II portion of the sewer project.with the various costs of service tees highlighted thereon with yellow marking pen. As shown, the apparent low bidder, namely North American Contractors, has bid $30.00 per each sewer service tee. In regards to the status of platting your property, we are of the opinion that a Concept Tentative Plat was presented to the City ENGINEERING—PLANNING—SURVEYING `J -U -S ENGINEERS, INC. At that time comments were given by City officials as to the basic street rights of way widths and the need for connecting streets into the subdivision for the north and south boundaries of your property. We are unaware of any formal pre- sentation of a Tentative Plat to the City of Meridian for their official consideration. The procedure for Subdivision approval in the City of Meridian is outlined in detail by City Ordinance. It requires approval of the Tentative Plat before proceeding with final plat and development plans. We are enclosing a copy of the Meridian Subdivision Ordinance which will further clarify the subdivision processing procedure. In early correspondence to you, we had indicated that the sewer easement documents would probably be completed in June of 1976. At the time of that correspondence the Environmental Protection Agency (EPA) was reviewing the City of Meridian's Step II application for design of the Sewage Treatment Facility and the Interceptor Sewer that is proposed to pass through Meadow View No. 2 Subdivision. New Federal regulations, as were implemented by EPA, caused the City of Meridian to take extensive action to comply with the EPA's Equal Employment Oppor- tunity (EEO) requirements as well as other regulations. The EPA required the City of Meridian to actively seek the services of a minority owned consulting engineer or, as was subsequently determined, that. the selected consultant of the City retain the services of a minority owned consultant to perform a fair spar: of the work on de- sign of the facilities. After considerable deliberation, the City of Meridian decided to honor the long standing agreement with J -U -B ENGINEERS, Inc., and have J -U -B actively seek a sub -consultant to do the design on a portion of the project. Before a satisfactory agreement could be reached, we had to terminate negotiations with the first two minority firms as were selected and finally authorized the third minority firm to do the work. By the time this dilemma was resolved and rescheduling of de- sign work was implemented, we were unable to get the needed right of way documents to the City Attorney until early this summer. We hope that this correspondence and enclosures will answer your questions regarding the sewer easement. If you have any further questions:, please contact us immediately.
