Item #4: Appoint new member to the P & Z Commission:
Mayor Kingsford: As the Council is aware Mr. Tom Cole was transferred
and had to resign from the Planning & Zoning Commission and I would
like to recommend with the concurrance of the Chairman of the Planning
and Zoning Commission that Mr. Charles Rountree be appointed to fill
the vacancy. This term would be until 1992:
The Motion was made by Myers and seconded by Giesler to approve the
appointment of Mr. Rountree to the Planning & Zoning Commission:

Item #5: Request to use Travel Trailer as temporary residence:
Mayor Kingsford: This is an additional. item on the agenda, Mr. James
Matlock is asking the Council to approve that he be-allowed to use
a Travel Trailer as a temporary ,residence while he is reburnishing
the house located at 20 East Ada, he is requesting this until June
1, 1988: The Building Inspector has no problem with this and the
unit will be hooked to City water and .sewer.
The Motion was made by Brewer and seconded by Tolsma to allow Mr.
Matlock to use his Travel Trailer as a temporary residence until
June 1, 1988:

Attorney a rate increase to $75.00 for pas s. through charges. The
Motion was seconded by Myers:

Councilman Myers: One thing, we have talked about it before, the parking
lot of•the Farmers & Merchants Bank; evidently it is getting congested
with vehicles that are coming into City Ha11, whether it is employees
or otherwise and would like something done about it. Maybe have the :.~ __
employees park some place else. -
Mayor Kingsford: Along with that I have had several people complain about
the use of.the east parking lot of the building, we are furnishing park-
ing for several people including the Heritage Bldg. I think we would
be well advised to have them make other arrangements.
Being no further business to come before. the Council. the Motion was
made by Myers and seconded by.Tolsma to adjourn at 7:40 p.m.:

The Notion was made by Morrow and seconded by Myers to approve the Conditional Use
Pea:mit for the Seventh Day Adventist Church which allows building of a church in a

The Motion was made by Morrow and seconded by Giesler to waive the requirement of ACHD
', {; for curbs, gutters and sidewalks for the Seventh Day Adventist Church until such time

Item #4: James Matlock: Travel Trailer as Teicrporary Residence:
:,;,;''`~ Mayor Kingsford: Mr. Matlock would you cane forward and address the Council.
"'~"' Matlock: I did not realize when I moved into that property, the amount of work that
~":: ~ was needed to be done to make the house liveable, I would like too request an additional

,~ 45 days, I know the original time was up sere time ago, I am to the point of installing
_ the gas line sa I can Beat the house, if I can get an additional 45 days I will be able
r to move into the house.
The Motion was made by Giesler and seconded by Myers to grant Mr. Matlock an additional
,;:,; 45 days use of the Travel Trailer as a temporary residence.

Item #5: Susan Quarnstran: Request to park trailer hens behind Rosselli's on Franklin
Road while repairs are being made to trailer:
Mayor Kingsford: Ms. Quarstran would you care forward and address the Council:
Quarstran: GVe rented the house fran Rosselli's with the condition that it would be
alright to park, I was living in a ten wide trailer by 55, and it was really not live-
able, we were told on good faith by Rosselli that it would be alright to park it while
it is being repaired, it is not going to be used as a residence just redone so it can
be moved back into a park or resold.
Mayor Kingsford: For the Councils information, she asked the City Clerk about this and
it was thought this should be approved by the Council
Giesler: Haw long period time are we lookinz~ at?
Quarstrcgn: We anticipate no longer than one year. if it does go over that we could
cane and ask for a extension.
Giesler: Do you have any problems with any of the neighbors or anything like that?
Quarstran: I have a small problem with Teresa Sidmor~ who owns sere property back there,
she has advised the City Clerk that it is two feet on her property, it does hang over
two feet into the easemen-~ as soon as we can clear out sane weeds we will reposition
it .
Giesler: There won't be any utilities or anything like that hooked up to it?
Quarstran: No.
