Per the request dated March 6, 1980'by Mr. Gary Smith, City Engineer, enclosed are the requested plans and by for modifications and improvements to be done on the golf course. Enclosed please find two (2) items: 1• Details showing dike and area to be sealed with native material compacted to 95% of the standard proctor density. 2. The screening structure for pump inlet. It is our understanding from the March 6, 1980, request that Mr. Smith acted at the request of the Meridian City Council and would like to review the work on these items. Please be advised that those items covered on paplans and specifications prior to the time Leavitt NuPacific Company commences es 30 and 31 of the status report; pipes over ditches, and control wires i g Block 5, have been completed prior to Council's request for submittal oft 49, plans. The screening structure will be a concrete box located near the toe of the slope by the irrigation pumps (see Figure 1). The water will flow through a series of three screens of various sizes. The first screen will be 3/4" mesh, the second 1/4" mesh and the third .049. Please note that the screens must still be cleaned and it is recommended that they be checked at least once a day during the irrigation season. The structure is not located immediately next to the bank of the pond because it is not desireable to have young children able to reach this structure easily. A plank will be provided for access by maintenance personnel. Northern Testing Laboratory has taken four samples of native topsoil and conducted permeability tests on the material to determine suitability for sealing the lake. They have determined that a thickness of 1 foot of the material will lower the infiltration rate to 7.9 times 10 to -7 centimeters per second. The pond as it now exists holds nearly 4,000,000 gallons of water. During the cooler early spring and late fall months there is no need to have anywhere near that much water stored. John Boehm, superintendent of Eagle Hills Golf Course and past president of the Idaho Greenskeeper Association, has indicated that during early spring and fall months 350,000 gallons is very satisfactory. The proposed dike holds a usable volume of 357,000 gallons within a smaller sealed pond area. With the 150 gpm pump provided by Leavitt NuPacific to provide irrigation water during the early spring and fall months this volume can be reached in 59 hours of pumping. With this volume of storage the course can be watered for four hours per day. This is sufficient both in the opinion of J -U -B ENGINEERS, Inc., and Mr. Boehm to adequately water the golf course during the cooler spring and fall weather. When the irrigation water from the Nampa Meridian system is unavailable, it is impractical to attempt to keep the 4,000,000 gallons in the lake. It should be the developer's responsi- bi1ity to modify these and bring them into condition with the surrounding golf area as they do create a h,aard to golf play. 8. A well at 150 gpm is not advqodLe for ,a sprinkling system - This is absolutely true. There will be tines during the spring and during the fall when it will be necessary to irrigate wi t.h the sprinkler system using only this well as the source of water. While it is true the lake does:, have some stor- age, and can be used as a pumping basin during these times, it wi 1 1 be neces- sary to provide 'a pump significantly larger than the one existing. Based on experience last fall, the existing pump cannot even produce enough water to keep up with the water loss through exfiltration from the lake. Last fall this water source had to be supplemented by another well at an adjacent farm, and in addition, the City allowed the developer arid his representatives to utilize large amounts of City water to fill the lake after the irrigation season was over. In all fairness, it should be pointed out that the existing irrigation pumps are somewhere in the range of 500 to 600 gpm and the well provided by the developer is only 150 glum. I believe it should be required of the developer to provide sources of water approximately equal to the Public capacity of the irrigation system. 12.
