PO Box 297 27 East Broadway Meridian, ID 83642 Re: Cherry Lane Club House Dear Mr. Lovan: During our meeting of September 19, 1978, a plans approval was issued for the food service operation at the Cherry Lane Clubhouse. This approval is contingent upon the following items: 1) Operation will be for a maximum of 3 years at which time a full service kitchen facility will be constructed. 2) Single service items will be used exclusively for serving food, 3) Only food items requiring limited preparation may be served, 4) A two_compartment sink must be provided for"cleaning of utensils. 5} Handwashing sink to be provided in the food preparation area, 6) Floor and wall finishes shall be of smooth and easily cleanable materials. During our discussion we thoroughly covered all these items and they were agreed upon by yourself and all concerned parties. If you have any questions, please call. Nichols~%d ,~/ ~/ Cc: Doug Strong, Will Berg, JoAnn Butler Subject: Cherry Lane Golf Course Improvements Date: April 15, 2004 On Apri19, 2004, I met with Councilman Shaun Wazdle to discuss the tasks assigned by the Mayor and City Council at the meeting held on April 6, 2004. Parks Director Strong had a prior time commitment and was unable to attend. Councilman Wazdle and I reviewed the issues raised by the Citizen Committee report on the golf course, and the USGA Turf Advisory Service report. As Councilman Wardle analyzed the problems, the problems at the golf course have basically fallen into two categories. The first is basic landscaping which involves issues such as the irrigation system, turf condition, plantings, etc. The second is the overall playability of the. course, which involves issues such as the construction and slope of the greens, location and size of tee boxes, location and size of bunkers, etc. The maintenance shed is a sepazate issue. Some of the other items raised in the reports are essentially operational items, and not necessarily items that pertain to the infrastructure at the course. Councilman Wardle believes that the focus for the report that is due no later than June 1, 2004, should be the basic landscaping and related issues. The proposed approach to addressing the basic landscaping issues will be to develop step-by-step "flow charts" showing the sequence of tasks necessary for each item detailed in the Citizen Committee report. Each step into the process would also indicate the appropriate entity for action. In several instances, it is anticipated that joint responsibility between the golf course and the City will be assigned. With regard to finances, because of the long-term nature of the lease, and the minimal rent, financial participation by Cherry Lane Golf Course will be essential. The City ownership of the course may allow the City to obtain grants, or other funds, to invest in the infrastructure. However, to the extent that general fund or bonded indebtedness will be necessary to pay for these improvements, reimbursement in some fashion by the Lessee will be important. What the reimbursement should be, and the terms for the reimbursement, are matters for the Council and negotiations with the Lessee. As an example of how this approach may work, one can look at the irrigation system. In order to fix the imgation system at the course, a new system will need to be designed. Until a design is completed, the cost estimates are not sufficiently defined with any reasonable degree of certainty. The design would also have to take into account the estimated time for construction, whether the construction should be completed in phases, how much of the existing system can be used, etc. If the design can be done with grant funds (or through some other means, which would not cost the City any funds) then reimbursement would be appropriate from the golf course, perhaps through increased rent beginning the first year after completion of the improvements. Once the design is complete, with firm estimates of the cost of construction, then financing options can be explored. After my meeting with Councilman Wardle, I did speak with JoAnn Butler, the attorney for the golf course. I informed her that the City would be looking for her client to accept the concept of reimbursement for costs incurred by the City. I emphasized that the terms of reimbursement would certainly be subject to negotiation, but that the Mayor and Council had to have an answer to the taxpayers for any funds that the City might spend at the golf course. Finally, the role of the Parks Department must be seen as an advisory role primarily because of the Department's experience in designing and managing large open green spaces. Cherry Lane Golf Course is not a Parks Department facility at this point in time, and unless there is an uncured default under the lease which results in termination of the lease, it will be decades before the City takes over operation of the course. It is in the best interests of the City to take reasonable steps to see that the course will be in good shape when the lease ends, but that does not turn the course into a Parks Department facility in the meantime. The next step in this process will be for me to meet again with Councilman Wardle, and Parks Director Strong, to further develop the plan outlined here. At appropriate junctures, Cherry Lane Golf Course will be brought into the discussions for their input.
