We have received a complaint in our office, alleging that you are providing
child care without a state license. Our records show that you have not applied
for a license to provide day care. Idaho Code, Title 39, Chapter 12, The Child
Care Licensing Act, states that anyone who cares for unrelated children on a
regular basis must be licensed by the State of Idaho.
In addition to being required by State law, a day care license will also enable
you to take advantage of many helpful and money saving resources only available
to licensed providers. The licensing process is fairly simple and has no fee.
You need only to contact our office in person or by telephone within the next two
weeks and an application will be mailed or given to you. The Child Care
Licensing office is located in the Health and Welfare Building at 600 North
Curtis, Boise, Idaho, 377-7154.
A copy of this letter is being sent to the City of Meridian, which also has some
requirements pertaining to the operation of a child care facility.

attorneys for Amidon-Hart Construction Company, representing

their interests in a lawsuit filed on behalf of a young boy
who was injured in April of 1974, after he drove his bicycle

into a hole on Camilla Avenue. The lawsuit has centered
upon whose responsibility it was to fill the hole which had
been dug by Intermountain Gas Company in order to repair a
gas line leak and a water line leak.
I am interested in learning when the water system in
the subdivision was accepted by the City of Meridian and in
getting copies of any documents which would reflect this

date. For your information, I am in possession of a letter

dated December 4, 1973 from the Ada County Highway District
which indicates that the street improvements in that subdi-
vision were completed and accepted as of that date.

The Fran Subdivision Plat has been submitted for approval by County
Surveyor.
The Ada County and Boise City procedure through Ada Council of Governments
insures that the street improvements are completed or surety posted before
the plat can be recorded. In view of unsure arrangements, your body has
signed approval, I am withholding approval until proper arrangements have
been made. I realize this is not legal since the County Surveyor is only
to check that the plat is technically correct. The County Commissioners
signature is not required on a plat within a municipality.
On future plats I suggest your body approve the plat but not sign until
clearance is given by this office that street improvements have been com-
pleted or surety posted. We furnish Ada Council of Governments a letter
of approval or a copy of the Surety Agreement and will do -he same for you.

N.E.C. 210-22(d) Ground -fault Circuit Protection for Personnel -120 volt,
single hase, 15 -and 20 -ampere receptacle outlets installed outdoors.
(T is information is in addition to information sent out December 15,

To correct an apparent misunderstanding by some that only the outside
recepta le can be on the circuit protected by G.F.I. as required by 210-22(d).
We wish to advise that other receptacles that are not required to be on
special circuits may be on the circuit with the outside receptacle.
Fo example, additional safety and protection could be provided for
the res dent by adding the required receptacle and lighting in the bathroom
to the ircuit for outdoor receptacles that must be provided with ground
fault c rcuit protection. This could be used as a selling point to the
custome and also let him know he will have protection where it is needed.
ThB 15 -and 20 -ampere 120 volt receptacle outlets that are an integral
part of a mobile home service, (which is required by Section 550-3(a) N.E.C.
to be 1)cated adjacent to the mobile home) shall have ground fault circuit
protect on for personnel. Service equipment that provides fuses or fuse
stats f r the protection of these receptacle outlets to be used for residential
outdooro is not approved for use in this location.
Triplexland Quadplex Used as Aerial Assemblies
Commonly named cable assemblies, known in the industry as triplex and
quadplex, are not listed by Underwriters Laboratories, and the conductors.
in these assemblies are not listed in tables N.E.C. 310-2(a) and -310-2(b)
for the required conductor application and construction. Therefore, these
assemblies are not approved for use in any wiring method.
Because of the problems that would be created by not accepting these
assemblies as they are being used, the Idaho State Electrical Board will
allow the continuance of their use until they are properly listed or until
similar listed assemblies are available. The allowable ampacities of the
conductors in these assemblies shall be as listed in N.E.C. Table 310-15
the 600C (1400F) Column. This is a single conductor free air table.

the inspection tag. The 461 tag must be placed in the service panel as soon
as the panel is enclosed so that the 461 tag will not be removed by persons or
the elements.
Jobs found without identification will be red tagged. The inspectors
can no longer spend time trying to find out who is doing the unidentified job.

Re: Fran Subdivision
I have been checking the plans submitted by Hoffmann, Fiske & Wyatt.
The following comments are offered:
1. The location shown for water mains under sidewalks does not seem
proper but this will be your decision.
2. Nothing is shown on irrigation.
(a) The lady who sold the land to the developers stays the agreement
was that they should deliver water to pasture north of the
Western Subdivision.
(b) If the water is shut off on the south side of the Fran Subdivision,
can this be done without creating a problem.
(c) I am only interested in that we do not end up with a water problem
if the ditch is cut off as now shown.
3. I am requesting a revision of the drainage plan which will require the
District to install approximately 800 feet of drain on West Fourth
Street and same on Cherry Avenue. _
4. We had planned paving on West Fourth Street which will now be delayed
until the storm drain is completed and the curb by the developers.
5. I will withhold final approval until your City Engineer is in agreement.
