There was no other Public Testimony. ~~
Mayor Kingsford closed the Public Hearing.

3 PUBLIC HEARING: Preliminary & Final Plat & House Square Footage Designation
By the Lake at Cherry Lane
Mayor Kingsford Opened the Public Hearing.
David Davenport, an adjacent homeowner urged the Council to delay decision on the
request. Davenport cited traffic problems as a major concern. Davenport said that
the developer had guaranteed some relief by virtue of a new road built out to Ten Mile,
providing a second access. "That's the big problem," said Davenport, "There's only '
one way out of there. Turnberry to Interlachen, and that's not designed to be a ~ ..
through street." Davenport also said that he is concerned with the house sizes. ~
Davenport expressed that any new housing should have to go by what the rest of the
Subdivision has gone by.
Lee Nelson also expressed his concern over the house sizes. "I would hate to see the
,;: value of my home go down because they're building smaller homes across the way," he said.. ;. .p~.

Mayor Kingsford recommended that Bob Mitich be hired as the City Building Inspector.

Building Inspector.

~' ~„Councilman Bill Brewer pointed out that the Meridian Senior Citizen's Center will have

monthly costs of approximately $400.00 per month. Brewer said that many Centers
do receive City Sewer and City Water at no cost.
Brewer said that he would like the other Council Members to think on this, and it be
discussed at a later date.

Special meeting of the Meridian Planning & Zoning was called to order by Chairman
Bob Spencer at 7:15 p.m.
Members Present: Marnell Chenowith; Moe Alidjani; Walt Morrow; Jim Shearer;
Members Absent: Jim Johnson
Chairman Spencer announced that the purpose of the Special Meeting was to consider
the Findings of Fact and Conclusions of Law concerning the Conditional Use Permit for
a Senior Citizen's Center.
The Motion was made by Morrow and seconded by Alidjani to approve of the Findings of Fact
and Conclusions of Law as presented by the City Attorney regarding the request for a
Conditional Use Permit to operate a Senior Citizens Multi-Purpose Center at 133 W.
Broadway, Meridian.

The above entitled matter having come on for public hearing
on March 12, 1984, at the hour of 7:30 o'clock p.m., the
Petitioner appearing through Elizabeth Ryan and the Planning
and Zoning Commission of the City of Meridian having duly consider-
ed the evidence and the matter r!iakes the following Findings of
Fact and Conclusions;
FINDINGS' OF FACT
1. That this property is located within the City of

7. That the use of the property as amulti-purpose
Center may be a commercial activity and not'.in compliance with the
zoning ordinances or the allowed uses in a residential zone; that
uses of the Center by seniors would not, however, be greatly
dissimilar to the uses by a church.
C`ONChUSIONS OF LAw
1. That the City has authority to grant conditional uses
pursuant to 67-6512, Idaho Code;
2. That the City has authority to limit the time a condi-
tional use may be in existence pursuant to 67-6512, Idaho Code;
3. That the Gity has authority to grant conditional uses
pursuan t to thapte r 65, Title 67, Idaho Code, even though the
proposed use is not in compliance with the zoning ordinance;
4. That since the uses of a multi-purpose center are not
greatly dissimilar .from uses as a Church, the use as a multi-
purpose center is not felt to be a significant divergence from
the allowed uses under the "A" Residential Zone;
5. There having been no objection to the use of the
property as proposed, the Petitioner shall be able to use the
property as amulti-purpose Center.;
6. That this Conditional use is not transferable to another
owner or to other property.

FACTS ABOUT TI'.E P~FRIDSAN
COT~SJNITY CENTER FOR SENIORS
The T~feridian Seniors have signed a contract to buy a church building
for X200,000. It is in a downtown location at 133 'vJest Broadway in walking
distance for many seniors.
The building itself has 3,000 square feet; half is only three years old,
and the balance is about fifteen years old. It is of cinder-block construction,
~ with some paved parking and a 1100 square-foot Parsonage.
To ds,te, we he,ve raised 569,000 in cash and ;91,000 in pledges to be paid
over athree-,year period. Over : X95, 00~~ of this money has cor7e from the Seniors
themselves, much .of it is in X5.00 Per month ~+ledges over a period oi° three years..
The Seniors have paid >67,000 down on the building and hwe committed to pay the _
next one-third by July 31st, and the balance plus ten percent interest by
Jauua~y 3l, 1985.
we have offered to name the Center for a gift of y,50, 000; other memorials, of
course, are also available. 6~;e a_re still contacting individuals, foundations, and
many of the various business firms. 'rae hope to find an angel!
We have had strong support from the City officials , the nigh-school students
and service clubs, most churches, and the news media 1`Sost of these have given us
financial support as well. Sore of the firms who have committed to helping are:

Our four largest gifts were from Pers. Louderbough for $30,000; Idaho First
I~'~tional Bank for X7.750; the Statesman (Gannett) for ~5,50m; and Nahas Development
for X5,000.
The Senior Center will provide a comfortable meeting place for various ~grouns
in addition to the Seniors themselves. (As.;~eridian dose not have any community
facility, the ~:~eniors now m®~t in a mobile home park.) The new tenter ~~ill provide
nutritious meals, balanced for many, or a place to socialize, pla~~ cards, do crafts--
a place to go. Seniors, man~,• of whom are singles, do not have family or. a place to go;
they have a real need to meet :end visit others, have the opportunity of hearing
educational lectures, etc. Thy facility will be occupied most of the time.
