2. Proposed use is in conformance with the City of Meridian Comprehensive Plan.
3. Development will connect to City services.
4. Development will comply with City Ordinances.
5. Preliminary Plat includes all appropriate easements.
6. Street names do not conflict with City grid system.
7. All items noted on the preliminary plat checklist have been completed.

Statement of Development Features for the
Bear Creek No. 7 Preliminary Plat
1. The applicant is proposing 12 single-family dwellings with 6-common lots that will be served via a
private road. The site is approximately 10.92~acres and will be providing a 25-foot wide landscape
buffers along both Victory Road and Stoddard Road. The net density is approximately 1.72
dwelling units per acre. The private toad will be constructed to ACRD standards as a 29-foot street
section with rolled curb, gutter, and detached sidewalks.
2. The proposed use and development plan is hamtonious with the existing Meridian Comprehensive
Plan which calls for single family dwellings within this section of Meridian (see section 6.1 through
6.10). The proposed development has a low density of 1.72 dwellings per acre. The site is currently
caned R-4, as previously approved for Beaz Creek Preliminary Plat Lots will range from 14,541-
square feet to over 24,000-square feet; far exceeding the minimum requirements of the R-4 zone.
3. The private streets is proposed to be gated with the gate being located 50.feet from the future right-
of-way line of Stoddazd Road.
4. On Mazch 11, 2003, I met with City staff, Dave McKinnon and Bruce Freckleton, to discuss the
Preliminary Plat application.
5. The site will generate approximately 120 additional vehicle trips per day. The existing arterials can
accommodated the traffic generated from this site.
6. The applicant will be requesting a variance for cul~de-sac length. The City regirines 450-feet
maximum and we gave approximately 600-feet.
7. The use will not adversely affect other property in the vicinity.
S. The site will be served adequately by existing public facilities and services. The applicant will
extend existing sewer and water facilities within Hear Creek No. 1. The proposed use will not
create excessive additional cost for public facilities and services.
9. The proposed use will not involve activities or processes that produce traffic, noise, smoke, fumes,
glare or odors flat[ will be detrimental to a~ persons or property.
10. The proposed uses will not result in the destruction of a naiutal scenic or historic feature considered
being of major importance.
11. The applicant agrces to pay any additional sewer, water or trash fees or charges, if any, associated with
the use. Development will connect to City services and comply with City Ordinances. The Street
names do not conflict with City grid system.
12. The property will be posted 10 days before the hearing. A signed affidavit stating that this will be
done is attached.
13. The applicant will deliver to the Zoning Administrator a notarized statemem that the property was
Posted.

Dear Greg:
A preliminary soil investigation was made on the potential subdivision to be located in part
of the E2 of Section 24, T3N, Rl W, BM Ada County, Idaho. The purpose of the investigation
was to determine the suitability of physical properties and soil internal drainage conditions in areas
where crawl spaces for dwellings, possible basements for dwellings, and/or storm drainage
facilities may be placed.
Seven backhoe test pits were excavated and the soils described in representative locations
on the property. Soil texture, soil colors (as indicators of soil drainage), permeability of identified
layers, restrictive layers (cemented layers, clay and/or compacted layers), plant rooting depth, and
water table depth, if any, were considered in this study. Detailed field notes and a test hole
location maps are attached.
Test holes TH3 and TH6 are on higher well drained landscape positions. Test hole TH2 is
on a side slope in between the higher landscape position and a lower broad drainage way, and is
also considered well drained. Test holes THI, TH4, THS, and TH7 all are on the lower broad
drainage way position and may be subject to a fluctuating high water table during the irrigation
season.
Monitoring wells (perforated PVC pipes were installed in all seven test holes). Depth to
water table if anv should be read every 10 days from June 7'" throueh September 1. 1999. The
peak height of the water table is usually about the third week in August and lowers after that, due
to less irrigation activity.
