To Whom It May Concern:
It has come to the County's attention that your application for annexation to the City of
Meridian (AZ-08-016 Southridge 31), scheduled to be heard before the City's planning & zoning
commission on February 19, 2009 was tabled to March 5, 2009. Further, it is the County's
understanding that this continuance was at the request of the applicant due to an inability to be
prepared for the February hearing date. The County finds this troublesome.
In December 2008, the County pledged to work with you to resolve the land use violations on
the subject property while you pursued annexation to the City of Meridian. While the County
cannot control the City's hearing process or the duration required, we are deeply troubled with
delays stemming from the applicant's side. In order to ensure progress, and to protect
neighbors in the area, the County must institute additional timeline requirements.
With this in mind, the Board of Ada County Commissioners provides the following
expectations:
1. The annexation application must be heard before the City of Meridian City Council on
or before April 7, 2009.

2. Should this hearing not take place, the contractor occupying the subject property shall
cease all operations occurring on the subject property.
3. Until such time as the City approves the annexation application, the concrete batch
plant shall not be operated.
The owner/applicant is encouraged to provide written updates on the application status,
operations currently and projected to occur on a weekly basis effective immediately. Address
these updates directly to the Board of Ada County Commissioners.
