Locust Grove Road The following statements respond to specific items on the Preliminary Plat Application Checklist: 5. g. A statement of the intended use of the subdivision. Blooming Meadows Estates Subdivision is proposed as a residential subdivision. Townhouses aze proposed within an R15 Zone adjacent to N. Locust Grove Road and single-family homes within an R8 Zone for the balance of the property to the west. 6. A statement as to whether or not a variance will be requested with respect to any provision of the ordinance,-etc. a. Along the south property line, there is an existing easement for a drainage ditch. The developer is required to maintain the historical flow of the ditch and Settlers Irrigation District has indicated they would like a 20' easement. As long as they have an easement, they will approve the location along the back of the single-family lots along the south property line.. Within the townhouse community, we propose to provide landscaping trees in moveable pots, since Settlers Irrigation District does not allow landscaping over 2' tall within the easement. 'The residents of the townhouses would be required to pay for the temporazy relocation of the pots should the drainage pipe require maintenance. These potted trees will provide a buffer with the property to the south, even though it is horse pasture at this time. In addition, the property to the south is also in the neighborhood center area and would be a similar use. Therefore, a buffering between different uses would not be necessary. b. The single-family homes are proposed as an R8 zone which requires 6,500. sf lots and 65' of frontage on a through street. Locust Grove Road Page 2 of 5,116 sf with a minimum of 51.4' of frontage; the average lot size is 6,234 sf and 81% of the lots aze greater than 5,500 sf. For the cul-de-sac, the developer proposes a minimum frontage of 20' and for Lots 5 and 6 Block 3, the developer proposes a minimum fontage of 18.63'; these lots are proposed with common driveways. c. The applicant proposes a minimum house size of 1,200 sf with lazger homes interspersed throughout the R8 zone based on the actual lot size and geometry. d. Within the townhouse community only: i) The applicant is requesting zero lot lines for the front and side setbacks. A rear setback of 15' will be maintained to provide for the 100 sf patios behind each unit. ii) For the two units adjacent to the entry drive, a 10' minimum common lot will be provided to act as the buffer. Similarly, a 10' buffer will be provided for the four units interior to the community adjacent to the drive aisles or parallel parking. iii) Asa 20' minimum buffer is provided between the end units and the property line, the applicant is requesting that an additional side setback not be required. iv) Two pazking spaces a minimum of 25' long will be provided in front of each townhouse unit. The applicant proposes this space to be a part of the common drive aisle lot to ensure that this space is maintained throughout the community, and supports the request for a zero front lot line. Since islands are provided adjacent to these parking spaces, the garage doors will be a minimum of 25' from the drive aisle. For the units that are staggered slightly, this distance will be greater. v) With the parking area in front of the garage proposed as pazt of the common drive aisle, the minimum lot size is 1,950 sf. If the front lot line is extended 25' to the rear of the parking area, the minimum lot size would be 2,700 sf. d. Similar to the adjacent subdivision, the applicant is proposing 33' roadways in a 50' right-of-way. The Fire Depaztment has reviewed the concept plan and can approve the street width. e. At the west end of the development is a geometrically challenging area with offsetting through streets from the Havasu Creek Subdivision. Minimum cul-de-sac frontages could not be provided without losing several lots and creating a few very large lots. Consequently, we propose using common driveways to provide lot access. Because on-street parking will not be allowed in this area, 4 parking stalls will be provided in the adjacent island. The engineer has contacted ACHD regarding the use of parking in the island and they are receptive. f. To avoid double-loaded lots along North Heritage Woods Avenue, a 20' landscape lot is proposed along the west edge of the townhouse community and adjacent to the cul-de-sac lots. The subdivision is proposed with townhouses within an R15 Zone adjacent to N. Locust Grove Road and single-family homes within an R8 Zone for the balance of the property to the west. This is consistent with the desirability for a variety a housing choices and housing azranged in a radiating pattern of lessening densities. The townhouses will provide an opportunity for both entry-level home ownership and rental units. Thus, the development will help to ensure a range of affordable housing opportunities within the City. Within the townhouse community, the applicant is proposing an open space area of 0.52 acres (11.4%) that will serve as a drainage facility and additional buffer to N. Locust Grove Road. The applicant is proposing to build a gazebo in this area and also provide picnic tables as an amenity. The common lot adjacent to N. Heritage Green Way will serve as a drainage facility and a sand volleyball lot. The location is in response to staff comments received early in the concept phase of the project to locate our storm water detention facility adjacent to the one provided foi Havasu Creek Subdivision, if possible. The applicant envisions the CC&R requiring either a 4' fence height or a non-view obstructing fence along the edge. Property owners would be allowed a gate directly to the area for ease of access to the sand volleyball amenity. The sand will help to ensure the bottom of the facility drains well and the area is usable shortly after a rain event To enhance the beauty and character of Reiterman Drive, the developer proposes a separated sidewalk and a parkway with trees and grass. 13. A statement of traffic impact on existing adjacent roadways and intersections. ACRD does not require a traffic impact study for developments of less than 100 dwelling units. While the proposed development will increase traffic over the current use, the impact to adjacent roadways and intersections will be mitigated due to the interconnectivity of the roadway network which enables residents access to other-areas of the subdivision, including a proposed school, without being forced onto arterial streets.
